Meet

City of Quincy City Council met Dec. 7.

Here is the minutes provided by the council:

Due to COVID–19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced that City Council meetings will be closed to the public starting August 10, 2020. The following members were physically present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 11.

Virtual: Ald. Holbrook, Farha, Sassen. 3.

The minutes of the regular meeting of the City Council held November 30, 2020, were approved as printed on a motion of Ald. Entrup. Motion carried.

Legal: Corporation Counsel Lonnie Dunn.

The Deputy City Clerk presented and read the following:

PETITIONS

By 1203 Harrison, LLC requesting consideration for a Special Permit for Planned Development to operate a gaming parlor with limited alcohol sales at 1207 Harrison Street, presently zoned R1C.

Ald. Reis moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

By Jeremy Trenter requesting consideration for a Special Permit for Planned Development to operate a pizzeria with sit down and delivery service at 2001 Jefferson Street, presently zoned R1C.

Ald. Rein moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

By Charles T & Kathie J Marx requesting consideration for a subdivision of property located at 3400 Quincy Mall, Quincy, Illinois, under the “small tracts” provision of the Subdivision Ordinance, presently zoned C3.

Ald. Finney moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

MONTHLY REPORTS

The monthly reports of the City Clerk, the City Treasurer and the City Comptroller for the month of November, 2020, and the Street Cleaning Dept., Recycling Division, Sign & Paint Dept., Forestry Dept., for the month of October, 2020, and the Quincy Police Department for the months of September and October, 2020, were ordered received and filed on a motion of Ald. Uzelac. Motion carried.

PUBLIC FORUM

Linda Findlater, Hannah Cassens, Tiffany Frericks, Mary Ellen & Allen Stiegemeier - Letters of Support for the Quincy Public Library.

The Deputy City Clerk read the emails. A copy of the comments was emailed to the City Council prior to the meeting.

COUNCIL RESOLUTION FOR ILLINOIS LOCAL CURE’S ECONOMIC SUPPORT PAYMENT GRANT PROGRAM

WHEREAS, the Illinois Department of Commerce and Economic Opportunity released a Notice for the Local CURE Economic Support Payment Grant Program: and

WHEREAS, the City of Quincy applied for a $500,000 Economic Support Payment grant; and

WHEREAS, the intent of the grant is to provide financial assistance payments to qualified business impacted by COVID-19; and

WHEREAS, the City plans to offer grants of up to $10,000 to eligible businesses that have experienced business inter- ruptions or temporary closures attributed to COVID-19; and

WHEREAS, the City plans to utilize the Small Business Emergency Loan Program’s eligibility requirements, documen- tation, and committee process to review and approve Economic Support Grant payments to local businesses; and

WHEREAS, the 23 businesses that previously received Small Businesses Emergency Loans from the city will be eligi- ble to request conversion of their loans to grants under the Economic Support Payment program; and

WHEREAS, it is necessary that agreements be entered into with the state of Illinois.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) That the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said grant.

2) That the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

3) That the City utilize Fund 701 reserves to support the ES Program payments.

This Resolution shall be in full force and effect from and after its passage, as provided by law.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Reis, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy is the owner and operator of the Quincy Regional Airport; and,

WHEREAS, several fuel storage tanks are located at the airport; and,

WHEREAS, the Office of the Illinois State Fire Marshall requires the City of Quincy to obtain liability insurance on the above mentioned tanks as part of the annual financial responsibility reporting; and

WHEREAS, the current policy with Ace American Insurance Company is set to expire December 29, 2020; and, 

WHEREAS, Ace American Insurance Company submitted a quote for a one-year renewal of the policy in the amount of $9,492 to be in effect December 29, 2020, to December 29, 2021.

NOW, THEREFORE BE IT RESOLVED, the Aeronautics Committee and the Airport Director recommend to the Mayor and City Council that the quote from Ace American Insurance Company of Scranton, PA, for the renewal of required tank liability insurance be accepted in the amount of $9,492.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Entrup, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy is the owner and operator of the Quincy Regional Airport; and,

WHEREAS, the City of Quincy solicited request for qualifications for qualified energy services companies for certain projects at the Quincy Regional Airport; and,

WHEREAS, one firm responded to the request for qualification; and,

WHEREAS, Control Technology & Solutions (CTS) was selected by the Aeronautics Committee in accordance with local requirements to provide energy consulting and engineering services for future energy projects; and,

WHEREAS, the City of Quincy wishes to retain CTS for energy consultation services; and,

WHEREAS, the contract has no binding financial obligation; and,

WHEREAS, funding for future projects will be determined on a case-by-case basis; and,

WHEREAS, all future project agreements and financial obligations will be forthcoming; now,

THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF QUINCY, IN ADAMS COUNTY, ILLINOIS, the Aeronautics Committee, and the Airport Director recommend to the Mayor and City Council, Control Tech- nology & Solutions be retained as the energy consulting and engineering firm at Quincy Regional Airport.

RESOLUTION

WHEREAS, the Department of Utilities and Engineering recently advertised for bids for the replacement of a section of 24” sewer pipe that was damaged by stream bank erosion along Curtis Creek at South 24th Street; and,

WHEREAS, the following bids were received:

WHEREAS, the Director of Utilities and Engineering has reviewed these bids and finds them to be acceptable; and, 

WHEREAS, funding for this project is available in 2020/2021 Sewer Fund fiscal year budget; and,

WHEREAS, to allow for the uninterrupted progression of this project in the event that changes or modifications are required, an additional 10% over the amount of the City’s share shall be included in the encumbrance for this project. NOW, THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the low bid from D&L Excavating of Liberty, Illinois, in the amount of $146,401.00 be accepted.

RESOLUTION

WHEREAS, the Department of Utilities and Engineering recently advertised for bids for the repair of five hundred twenty (520) leaking sewer joints by the injection grouting method; and,

WHEREAS, the following bids were received:

WHEREAS, the Director of Utilities and Engineering has reviewed these bids and finds them to be acceptable; and, 

WHEREAS, funding for this project is available in 2020/2021 Sewer Fund fiscal year budget; and,

WHEREAS, to allow for the uninterrupted progression of this project in the event that changes or modifications are required, an additional 10% over the amount of the City’s share shall be included in the encumbrance for this project. 

NOW, THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the low bid from National Power Rodding of Chicago, Illinois, in the amount of $149,525.00 be accepted.

WHEREAS, the Director of Utilities and Engineering has reviewed these bids and finds them to be acceptable; and,

WHEREAS, to allow for the uninterrupted progression of this project in the event that changes or modifications are required, an additional 10% over the amount of the City’s share shall be included in the encumbrance for this project.

NOW, THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the low bid from Hoerr Construction Inc. of Goodfield, Illinois, in the amount of $780,595.00 be accepted.

RESOLUTION

WHEREAS, the Department of Utilities is in need of new fire hydrants for the replacement of damaged fire hydrants; and,

WHEREAS, the Department of Utilities recently requested quotes for the purchase of four (4) fire hydrants from the two (2) regional suppliers of Mueller fire hydrants; and,

WHEREAS, the following quotes were received: IMCO Utility Supply Co. Springfield, Illinois $8,596.00

Washington, Illinois                  $7,800.00

WHEREAS, the quotes have been reviewed by the Director of Utilities and Engineering and found to be acceptable; and,

WHEREAS, funding for this purchase is available in the 2020/2021 Water Fund fiscal year budget; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom- mend to the Mayor and Quincy City Council that the low quote from Core & Main of Washington, Illinois, in the amount $7,800.00 be accepted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Approving A Redevelopment Ordinance And Expenditure Of Tax Increment Financing For The Redevelopment Of 131 N. 4th Street.

Ald. Uzelac moved the adoption of the ordinance, seconded by Ald. Holtschlag, and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Levying Taxes For Special Service Area Known As The Historic Quincy Business District In The City Of Quincy, County Of Adams, State Of Illinois, For The Fiscal Year Beginning May 1, 2020, And Ending April 30, 2021.

Ald. Uzelac moved the adoption of the ordinance, seconded by Ald. Holtschlag, and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Levying Taxes For The City Of Quincy, In The County Of Adams,

And State Of Illinois, For The Fiscal Year Beginning May 1, 2020, And Ending April 30, 2021, as amended.

Ald. Mast moved the adoption of the ordinance, seconded by Ald. Reis, and on a roll call each of the 14 Aldermen

voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Adoption of an ordinance entitled: An Ordinance Providing For The Abatement Of The Tax Heretofore Levied For The Year 2020 Of The City Of Quincy, Adams County, Illinois.

Ald. Uzelac moved the adoption of the ordinance, seconded by Ald. Holtschlag, and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

First presentation of an Ordinance entitled: An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (C1A to C1B at 1401 Harrison and 1405 Harrison.)

Ald. Reis moved the ordinance be read by its title, seconded by Ald. Bergman. Motion carried. The Deputy City Clerk read the ordinance by its title.

Ald. Reis, seconded by Ald. Rein, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 14 Aldermen voted yea. Motion carried.

MOTIONS

Ald. Bergman moved to refer to the Plan Commission a proposed alley vacation approximately 30’ East-West between 5th and 6th Street & Chestnut and Cherry Street. Motion carried.

Ald. Holbrook moved to refer to the Traffic Commission and Police Department, parking at 30th & College, north & south, with vehicles parking too close to 30th Street. There is a no-parking sign on the south side of 30th & College that is consistently being violated and needs to be moved more east. Motion carried.

Ald. Sassen moved to refer to the Traffic Commission to have the yield signs at 20th & Jersey be replaced with stop signs. Motion carried.

Ald. Uzelac moved to refer to the Street Lights/Right-of-Way Committee two streets lights out at 7th & Hampshire. Motion carried.

The City Council adjourned at 7:39 p.m. on a motion of Ald. Holtschlag. Motion carried.
