Adams County Board Transportation Committee met Nov. 10.

Here is the minutes provided by the board:

The Adams County Board Transportation Committee held the regularly scheduled meeting in the Law Library at 507 Vermont Street, Quincy, Illinois.

The following members were present:

The meeting was called to order at 6:00 p.m. by Mr. Post.

Mr. Bellis made a motion to approve the October 13, 2020 meeting minutes. Mr. Brady seconded the motion. The minutes were approved.

The committee reviewed the bills and stamped as checked.

Mr. Frankenhoff provided an update on the resolutions brought to the committee and updated the committee on projects around the County. He stated that they have a CAT E-10 dozer that was given to the County, SWAP did some work with it and took it to the Fair, and now they are recommending it be displayed. Mr. Brady asked if he knew the value of it, and Mr. Frankenhoff estimated it was valued around $10,000-$15,000 depending on what someone wants to pay for it. The committee agreed to display it. Mr. Frankenhoff also reported that site work is being done for the bins for emergency management.

Terry Bower presented the elevator bids on a sheet from Architechnics. He stated we currently have Otis elevators in the new building and two in the courthouse. Mr. Bower explained that the County previously called Barnard Elevator to do work on the broken elevator in the Courthouse, and were charged for work done but the elevator was not fixed and he ended up calling Otis to finish the work. Not only were they not able to resolve the issue with the elevator in the courthouse, but their quality of customer service has been lacking recently. This led to a discussion regarding the availability of support services, and since other bidders now have a local office, there appeared to be no issue or cause for concern over access to support services or any possible delay in receiving service. Conformity with specifications of the project were discussed and the fact that when Barnard Elevator bid for the Jail Elevator Project their bid did not meet specifications that were required by HOK there are concerns of whether or not the quality of their product is of equal quality. Moreover, concerns of Barnard Elevator’s ability to obtain and provide parts in the future versus the availability of other bidders and their ability to provide long term part supply for their product were discussed. Finally, the uniformity of the elevators in the new jail was an issue discussed. Terry Bower did not recommend using Barnard for this project and the committee agreed. The committee discussed the low bid for general construction, and they concluded that A. Fischer Builders would be the preferred GC.

Mr. Bellis made a motion to recommend the County Board select the Alt. Bid “A-1” Proprietary Equipment bid from Otis Elevator for $182,028.00, and Base Bid “B” General Construction from A. Fischer Building for $67,806.00. Mr. Kerkhoff seconded the motion. The motion carries.

Mrs. Hester provided a report on the activities of the IT department.

Mr. Bellis made a motion to adjourn the meeting. Mr. Kerkhoff seconded the motion. Mr. Post adjourned the meeting at 6:41 p.m.
