City of Quincy City Council met Sept. 14.

Here is the minutes provided by the council:

Due to COVID–19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced that City Council meetings will be closed to the public starting August 10, 2020.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 11.

Virtual: Ald. Holbrook, Farha, Sassen. 3.

The minutes of the regular meeting of the City Council held September 8, 2020, and the Town Business minutes of August 10, 2020, were approved as printed on a motion of Ald. Entrup. Motion carried.

Legal: Corporation Counsel: Lonnie Dunn.

Ald. Uzelac moved the City Council sit as a Town Board. Motion carried.

The meeting resumed its sitting as a City Council on motion of Ald. Bauer.

PETITION

By Applebees, 3829 Broadway, requesting permission to have Live Entertainment/Public Gathering on various dates outside in their tent to the end of the year from 8:00 p.m. to 10:00 p.m. The Police Department recommends approval of the permit.

Ald. Finney moved the prayer of the petition be granted. Motion carried.

SALES TAX REPORT

The report of the Illinois Department of Revenue showing sales tax collected for the month of June, 2020, in the amount of $889,015.87 was ordered received and filed on a motion of Ald. Farha. Motion carried.

HOME RULE SALES TAX REPORT

The report of the city’s 1-1/2% home rule sales tax collected for the month of June, 2020, in the amount of $817,081.91 was ordered received and filed on a motion of Ald. Reis. Motion carried.

PROCLAMATIONS

By Kyle A. Moore proclaiming September 14th – 18th as “Chamber Of Commerce Week” and September 17th – 23rd as “Constitution Week.”

Ald. Holtschlag moved the proclamations be received and filed. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy owns and operates Quincy Regional Airport; and

WHEREAS, it is the airport’s responsibility to perform snow and ice removal that meets Federal Aviation Administra- tion safety standards during a winter event; and

WHEREAS, the addition of an articulating wheel loader with certain attachments to the snow removal equipment fleet would exponentially increase the airport’s snow and ice control capabilities; and

WHEREAS, the Quincy Regional Airport did seek and received competitive sealed bids for an articulating wheel loader with certain attachments; and

WHEREAS, the bid for a new Case 721G wheel loader by Luby’s Equipment Services of Quincy, Illinois, was the sole bid to meet federal procurement standards; and

WHEREAS, the purchase has been budgeted for in the current fiscal year; and

WHEREAS, the acquisition is programmed to be 100% funded through the Federal Airport Improvement Program and requires no local match; now

THEREFORE BE IT RESOLVED, the Airport Director, the Aeronautics Committee, and the Purchasing Agent recommend to the Mayor and City Council the bid of Luby’s Equipment Services of Quincy, Illinois, be accepted in the amount of $226,085 for the purchase of a Case 721G articulating wheel loader with certain attachments.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Reis, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy is the owner and operator of the Quincy Regional Airport; and,

WHEREAS, the City of Quincy accepted and executed a grant with the FAA and the State of Illinois Department of Transportation for engineering and planning services for the upcoming rehabilitation of runway 4/22, removal of runway 18/36, and realignment of taxiway B; and,

WHEREAS, Crawford, Murphy, and Tilly Inc. (CMT) was selected in accordance with state and federal procurement requirements to provide engineering services for airport projects; and,

WHEREAS, the City of Quincy wishes to enter into an agreement with CMT for the engineering design services of said project; and,

WHEREAS, the total contract cost is not to exceed $743,500; and,

WHEREAS, this project is to be 100% funded through the FAA’s Airport Improvement Program and requires no local match; and

WHEREAS, the City of Quincy will act as the pass through for all the state and federal funds; and

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF QUINCY, IN ADAMS COUN- TY, ILLINOIS, as follows:

1. The Aeronautics Committee and the Airport Director recommend that the Mayor and the City Clerk be authorized and directed to execute and attest, respectively, all agreements and other standard documents associated with the awarding of this project and proceed with the project; and,

2. The Comptroller and the Airport Director recommend to the Mayor and City Council that the Comptroller and Air- port Director be authorized to pay pass through funding to all vendors involved in this project.

RESOLUTION

WHEREAS, the City of Quincy is the owner and operator of the Quincy Regional Airport; and,

WHEREAS, the City of Quincy issued a request for qualifications through the State of Illinois Department of Trans- portation procurement process for engineering, environmental, and planning services for certain projects at the Quincy Regional Airport; and,

WHEREAS, two firms responded to the request for qualification; and,

WHEREAS, Crawford, Murphy, and Tilly Inc. (CMT) was selected by the Aeronautics Committee in accordance with state and federal requirements to provide engineering services for the projects outlined in the solicitation; and,

WHEREAS, the City of Quincy wishes to retain CMT for engineering services related to these projects; and,

WHEREAS, the projects are to be financially supported by the State of Illinois’ Rebuild Illinois Program and Airport Hangar Fund; and,

WHEREAS, all future agreements and financial obligations for the projects will be forthcoming; now,

THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF QUINCY, IN ADAMS COUNTY, ILLINOIS, the Aeronautics Committee, the Comptroller, and the Airport Director recommend to the Mayor and City Coun- cil that Crawford, Murphy, and Tilly Inc., be retained as the consulting engineering firm at Quincy Regional Airport.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Adopting The Quincy Regional Transportation Plan 2020.

Ald. Holtschlag moved the adoption of the ordinance, seconded by Ald. Awerkamp and on a roll call the following vote resulted: Yeas: Ald. Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag, McKiernan, Entrup, Bergman, Bauer, Finney, Holbrook, Sassen. 13. Nay: Ald. Farha. 1.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

MOTIONS

Ald. Bergman moved to allow First Baptist Church to have a car parade to honor 34 years of service for Rev. Jones on Sunday, September 27th from 11:30 a.m. to 1:30 p.m., closing 7th, College to Elm, and Elm, 7th to 8th. Barricades are needed. Motion carried.

Ald. Holtschlag moved to allow On the Rail, 129 N. 4th, to have Live Entertainment/Public Gathering on September 19th from 8:00 p.m. to 11:00 p.m. Motion carried.

The City Council adjourned at 7:28 p.m. on a motion of Ald. Holtschlag. Motion carried.
