City of Quincy City Council met Aug. 31.

Here is the minutes provided by the council:

Due to COVID–19, President Donald Trump declared a national emergency and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced that City Council meetings will be closed to the public starting August 10, 2020. The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. McKiernan, Bergman, Bauer, Finney, Mast, Reis, Uzelac, Holtschlag. 8.

Virtual: Ald. Holbrook, Farha, Sassen, Awerkamp. 4.

Absent: Ald. Entrup, Rein. 2.

Ald. Farha moved the absent Aldermen be excused from this meeting. Motion carried.

The minutes of the regular meetings of the City Council held August 24, 2020, were approved as printed on a motion of Ald. Mast. Motion carried.

Legal: Corporation Counsel: Lonnie Dunn.

The City Clerk presented and read the following:

REPORTS OF THE QUINCY PLAN COMMISSION

Recommending approval of a special permit for planned development to construct a permanent outdoor beer garden at 1130 North 24th Street.

Ald. Finney moved the report be received and concurred in and an ordinance drafted. Motion carried.

Recommending approval of a special permit for planned development to construct a duplex at 1307 Elm Street and to construct a duplex at 1313 Elm Street.

Ald. Bauer moved the report be received and concurred in and an ordinance drafted. Motion carried.

MAYOR’S APPOINTMENT

By Mayor Kyle A. Moore making the appointment of Dave Bellis to the Zoning Board of Appeals. Ald. Reis moved the appointment be confirmed. Motion carried.

CITY OF QUINCY COUNCIL RESOLUTION FOR THE SALE OF NON-ESSENTIAL PROPERTY LOCATED AT 1820 QUINTRON WAY

WHEREAS, the City of Quincy is committed to improving the quality of life of its residents; and

WHEREAS, the City of Quincy was gifted lot 16 in Schneidman Industrial Park (1820 Quintron Way) to support the construction of the Thomas J. Awerkamp Bridge; and

WHEREAS, the City of Quincy has maintained and mowed portions of lot 16 since 1999; and

WHEREAS, the City received a request from the Quincy Park District to sell 1820 Quintron Way to the Park District for an amount of $10.00; and

WHEREAS, the Park District plans to build a public parking lot on lot 16 to accommodate users of the Bill Klingner Trail.

NOW, THEREFORE BE IT RESOLVED that the City sell 1820 Quintron Way to the Quincy Park District for $10.00 to build a parking lot for the Bill Klingner Trail. The Mayor and City Council authorize the sale and execute the necessary documents to effectuate the sale.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 1st day of September, 2020.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Finney, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

RESOLUTION

WHEREAS, the Quincy Police Department and the Adams County Sheriff’s Office both use a Records Management System (RMS) developed and maintained by Logisys; and

WHEREAS, RMS currently uses UCR-SRS data to report crime statistics to federal and state agencies; and

WHEREAS, National Incident-Based Reporting System (NIBRS) is a new crime data reporting protocol designed to improve the overall quality of crime data collection by law enforcement agencies; and

WHEREAS, the Federal Bureau of Investigations has approved the transition from UCR to NIBRS only data collection by January 1st, 2021; and

WHEREAS, Logisys is the RMS vendor and therefore is the only entity able and authorized to complete any work within RMS; and

WHEREAS, RMS vendor Logisys has provided a quote for $13,840 to transition their software from UCR-SRS data to NIBRS data collection within their platform; and

WHEREAS, QPD and ACSD have agreed to use the Justice Authority Grant – 2020 funds to cover the cost of this NIBRS transition project; and

WHEREAS, the transition to NIBRS is mandatory; now

THEREFORE BE IT RESOLVED, the Chief of Police and the Police Aldermanic Committee recommend to the Mayor and City Council that the Quincy Police Department is granted authority to pay Logisys a total of $13,840 to convert our RMS system to comply with NIBRS data collection and reporting.

RESOLUTION

WHEREAS, the City of Quincy annually applies for the Justice Authority Grants (JAG); and

WHEREAS, there is a requirement that a resolution be adopted allowing for the application of the JAG grants, and 

WHEREAS, the Quincy Police Department and the Adams County Sheriff’s Department jointly agreed that the Quincy

Police Department will act as administrator of the JAG grant; now

THEREFORE BE IT RESOLVED, the Chief of Police, the Police Aldermanic Committee, and the Director of Purchasing recommend to the Mayor and City Council that the Police Department be granted authority to apply for the 2020 Justice Authority Grant.

Ald. Sassen moved for the adoption of the resolution, seconded by Ald. Holtschlag, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending The 2020-2021 Fiscal Year Budget. (Establishing a separate fund for the Downstate Small Business Stabilization Grant in the amount of $300,000.)

Ald. Holtschlag moved the adoption of the ordinance, seconded by Ald. Uzelac and on the roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Adopting The Quincy Regional Transportation Plan 2020. Ald. Uzelac moved the ordinance be read by its title, seconded by Ald. Holtschlag. Motion carried.

The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Granting A Variation From Zoning Regulations. (2029 Locust, reduce the side yard setback from 2 ft. to 0 ft. for the construction of a garage.)

Ald. Finney moved the ordinance be read by its title, seconded by Ald. Holbrook. Motion carried.

The City Clerk read the ordinance by its title.

Ald. Finney moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the ordinance adopted, seconded by Ald. Holbrook, and on the roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Pertaining To The Local CURE Program. (Local Coronavirus Urgent Remediation Emergency Support Program.)

Ald. Holtschlag moved the ordinance be read by its title, seconded by Ald. Uzelac. Motion carried.

The City Clerk read the ordinance by its title.

Ald. Uzelac moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the

ordinance adopted, seconded by Ald. Holtschlag, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.
