City of Quincy City Council met Aug. 17.

Due to COVID–19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.
Mayor Kyle A. Moore announced that City Council meetings will be closed to the public starting August 10, 2020. The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.
The following members were physically present:
Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Holbrook, Rein, Mast, Reis, Uzelac, Holtschlag. 11.
Virtual: Ald. Farha, Sassen, Awerkamp. 3.
The minutes of the regular meetings of the City Council held August 10, 2020, were approved as printed on a motion of Ald. Entrup. Motion carried.

SALES TAX REPORT
The report of the Illinois Department of Revenue showing sales tax collected for the month of May, 2020 in the amount of $846,534.76 was ordered received and filed on a motion of Ald. Farha. Motion carried.
HOME RULE SALES TAX REPORT
The report of the city’s 1-1/2% home rule sales tax collected for the month of May, 2020 in the amount of $723,021.55 was ordered received and filed on a motion of Ald. Farha. Motion carried.
COUNCIL RESOLUTION AUTHORIZING ESTABLISHING A CAPITAL IMPROVEMENT FEE TO SUPPORT QUINCY REGIONAL BARGE DOCK ELEVATION IMPROVEMENT
WHEREAS, during five of the past ten years, the Mississippi River has reached a level at or above 22 feet above flood stage in the spring, requiring the closure of the Quincy Regional Barge Dock; and
WHEREAS, the closure of the Barge Dock forces industrial customers to incur higher transportation costs; and
WHEREAS, the City proposes to elevate the Barge Dock at an estimated cost of $1,339,700 to allow the terminal to operate until the river naturally shuts down at approximately 23 feet above flood stage; and
WHEREAS, the Quincy City Council has authorized submission of a $743,200 Rebuild Illinois competitive economic development grant application to financially support the elevation improvement to the Barge Dock; and
WHEREAS, the City expects to receive a State of Illinois capital grant for barge dock improvements; and
WHEREAS, the city proposes to expend $296,000 from the Barge Dock Enterprise Fund, which is a budgeted capital improvements expense account, and
WHEREAS, the remaining funding of $300,500 would be generated from charging barge dock customers an additional $0.29/ton unloading fee.
NOW, THEREFORE, BE IT RESOLVED as follows:
1) that the City of Quincy hereby creates and establishes a Barge Dock Capital Improvement Account.
2) that the account will be funded by revenue generated from a new $0.29/ton unloading fee charged to Barge Dock customers.
3) that the new $0.29/ton unloading fee will be established when the city receives notice of grant award from either the Rebuild Illinois grant program or State capital grant.
4) that the Barge Dock customers will not begin paying the new fee until 30 days after the city receives notice of grant award.
5) that funds deposited into the Barge Dock Capital Improvement Account will be tracked by customer.
6) that the funds deposited in the Barge Dock Capital Improvement Account will be utilized for the private share of the cost associated with the Barge Dock elevation project.
7) that the capital improvement fee be terminated upon barge dock customers generating $300,500.
This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 18th day of August 2020.

RESOLUTION AUTHORIZING IDHS CENSUS GRANT
WHEREAS, Quincy is eligible to receive census funding from the Illinois Department of Human Services (IDHS) to increase 2020 Census participation; and
WHEREAS, the estimated amount of IDHS funding is $19,646; and
WHEREAS, the Quincy Complete Count Committee developed a 2020 Census media campaign to make the public aware of the 2020 Census and the importance of responding to the Census; and
WHEREAS, the IDHS Census participation funding can be used to continue the Quincy Complete Count Committee’s media campaign program; and
NOW THEREFORE, BE IT RESOLVED that Mayor be authorized to execute a Memorandum of Understanding between Western Illinois Regional Council and the City of Quincy.
This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 18th day of August 2020.

Adoption of an ordinance entitled: Ordinance Providing For And Requiring The Submission To the Voters Of the City Of Quincy A Proposition To Change The Number Of Its Aldermen At The General Election To Be Held On The 3rd Day Of November 2020.
Ald. Uzelac moved to amend the ordinance to have ten Aldermen and five Wards, seconded by Ald. Holtschlag and on a roll call the following vote resulted: Yeas: Ald. Entrup, Finney, Holbrook, Mast, Awerkamp, Uzelac, Holtschlag. 7. Nays: Ald. Bergman, Bauer, Farha, Sassen, Rein, Reis, McKiernan. 7. The Mayor broke the tie with a Yea vote. Motion carried.
Ald. Uzelac moved the adoption of the ordinance, as amended, seconded by Ald. Holtschlag and on a roll call the following vote resulted: Yea: Ald. Awerkamp, Uzelac, Holtschlag, Finney, Holbrook, Mast. 6. Nays: Ald. McKiernan, Entrup, Bergman, Bauer, Farha, Sassen, Rein, Reis. 8. Motion failed.

Ald. Uzelac moved to amend verbiage in Section 12 of this ordinance and on a voice vote, Mayor Kyle A. Moore declared the motion carried.

MOTIONS
Ald. Bauer moved to allow a dumpster on city right-of-way at 1033 N. 12th with dumpster sitting on Cherry Street starting today for one week. Motion carried.
Ald. Holtschlag moved to allow On the Rail have a band from 8:00 p.m. to 11:00 p.m. Saturday, August 22nd. On a voice vote, the Mayor, Kyle A. Moore, declared the motion carried.
The City Council adjourned at 7:30 p.m. on a motion of Ald. Holtschlag. Motion carried.
