City of Quincy City Council Met August 3

City of Quincy City Council met Aug. 3.

Here is the minutes provided by the council:

Due to COVID–19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced, with Phase 4 of the Restore Illinois Plan, the public may attend the City Council meetings with a limited number attending starting June 29th.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Holbrook, Farha, Sassen, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 14

The minutes of the regular meetings of the City Council held July 27, 2020, were approved as printed on a motion of Ald. Mast. Motion carried.

Legal Counsel Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

PETITIONS

By St. Francis Solanus/Miracle Myles Benefit for Brandon and Courtney Grant requesting permission to conduct a raffle and have the bond requirement waived from 8/7/20 to 10/4/20. The City Clerk recommends approval of the permit.

Ald. Bauer moved the prayer of the petition be granted. Motion carried.

By The District requesting the closure of 5th Street from Maine to Hampshire Streets on August 9th from noon to 9:00 p.m. for the District Feast.

Ald. Uzelac moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

REPORTS OF THE QUINCY PLAN COMMISSION

Recommending approval of a subdivision of property at Southwest Quarter of Section 10, Township 2 South, Range 8 West to be known as Bailey Meadows (at/near 1732 Maas Road) under the “small tracts” provision of the Subdivision Ordinance.

Ald. Rein moved the report be received and concurred in. Motion carried.

Recommending approval of a special permit for a planned development to split the lot at 1337 Ohio into two lots and to construct a single-family residence on each resulting lot and the yard exceptions required to permit the new dwellings.

Ald. Holtschlag moved the report be received and concurred in and an ordinance drafted. Motion carried.

MONTHLY REPORTS

The monthly reports of the City Clerk, the City Treasurer and the City Comptroller for the month of July, 2020, and the Quincy Police Department, Street Cleaning Department, Recycling Division, Sign & Paint Department, Mosquito Abatement Program and Forestry Department for the month of June, 2020, were ordered received and filed on a motion of Ald.Reis. Motion carried.

BANK STATEMENTS OF CONDITION

The Bank Statements of Condition of the Town & Country Midwest Bank, State Street Bank and First Bankers Trust as of March 31, 2020, were ordered received and filed on a motion of Ald. Reis. Motion carried.

PUBLIC FORUM

Lana C. Huber, 612 Einhaus Lane. Addressing the issue of encouraging our citizens to wear masks in public places.

Jeff Kerkhoff, 1221 Spruce, on the 232th anniversary of the New York ratifying convention of the U.S. Constitution plus related topics. He had a handout for the City Council.

RESOLUTION

BE IT RESOLVED, by the Council of the City of Quincy Illinois that the following described street(s)/road(s)/structure be improved under the Illinois Highway Code. Work shall be done by Contract.

North 16th Street, 0.26 miles, Locust Street Seminary Rd

Wells Avenue, 0.08 miles, North 16th North 17th

Center Avenue, 0.03 miles, North 16th North 17th

BE IT FURTHER RESOLVED,

1. That the proposed improvement shall consist of new PCC & HMA pavement, PCC curb & gutter, storm sewers, and water main replacement. Funds may also be used for construction engineering. Project to be funded with REBUILD Illinois bond funds.

2. That there is hereby appropriated the sum of Eight-Hundred fifty thousand Dollars ($850,000.00) for the improve- ment of said section from the Local Public Agency’s allotment of Motor Fuel Tax funds.

BE IT FURTHER RESOLVED, that the Clerk is hereby directed to transmit four (4) certified originals of this resolution to the district office of the Department of Transportation.

Ald. Entrup moved for the adoption of the resolution, seconded by Ald. McKiernan, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Renewing An Existing Franchise and Granting For A Period of 30 Years to Ameren Illinois To Construct, Operate And Maintain A Electric Utility System.

Ald. Farha moved the adoption of the ordinance, seconded by Ald. Reis and on the roll call the following vote resulted:

Yeas: Ald. Reis, Awerkamp, Uzelac, Holtschlag, McKiernan, Entrup, Bergman, Bauer, Finney, Holbrook, Farha, Rein, Mast. 13. Abstain: Ald. Sassen. 1.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

ORDINANCE

First presentation of an ordinance entitled: Ordinance Providing For And Requiring The Submission To the Voters Of the City Of Quincy A Proposition To Change The Number Of Its Aldermen At The General Election To Be Held On The 3rd Day Of November 2020.

Ald. Uzelac moved the ordinance be read by its title, seconded by Ald. Holtschlag, and on the roll call the following vote resulted: Yeas: Ald. Awerkamp, Uzelac, Holtschlag, McKiernan, Entrup, Finney, Holbrook, Mast. 8. Nays: Ald. Bergman, Bauer, Farha, Sassen, Rein, Reis. 6. Motion carried.

The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: Ordinance Providing For And Requiring The Submission to the Voters Of The City Of Quincy A Proposition To Change The Manner Of Selection Of Its Officers At The General Election To Be Held On The 3rd Day Of November 2020. (Nonpartisan)

Ald. Uzelac moved the ordinance be read by its title, seconded by Ald. Holtschlag and on the roll call the following vote resulted: Yeas: Ald. McKiernan, Finney, Holbrook. Mast, Awerkamp, Uzelac, Holtschlag. 7. Nays: Ald. Entrup, Bergman, Bauer, Farha, Sassen, Rein, Reis. 7. The Mayor cast a vote of yea, breaking the tie. Motion carried.

The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Traffic Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (Replace “yield” signs with “stop” signs with Jersey Street stopping for South 23rd Street)

Ald. Sassen moved the ordinance be read by its title, seconded by Ald. Farha. Motion carried.

The City Clerk read the ordinance by its title.

Ald. Farha moved the requirements of Section 32.31 of the Code of the City of Quincy be waived and the ordinance

adopted, seconded by Ald. Sassen, and on the roll call each of the 14 Aldermen voted yea. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Bauer referred to the Traffic Commission the possibility of a midblock crossing on Chestnut, 18th to 20th. Motion carried.

Ald. Awerkamp referred to the Street Lights/Right-Of-Way Committee the possibility of a new street light on Mickey Meadows Road. Motion carried.

The City Council adjourned at 7:49 p.m. on a motion of Ald. Holtschlag. Motion carried.
