City of Quincy City Council met Aug. 24.

By Drew Niemann requesting consideration for a Special Permit for Planned Development to construct a duplex at 1307 Elm Street and to construct a duplex at 1313 Elm Street, presently zoned R1C.
By Ted Wemhoener requesting consideration for a Special Permit for Planned Development to construct a permanent, outdoor beer garden at 1130 North 24th Street, presently zoned C1B.
A Special Event Application from Scott Edlin, owner of On the Rail located at 129 South 4th Street requesting permission to hold a corn hole tournament on Saturday, September 5, 2020. The Director of Utilities and Engineering recommends denial on this application based on five points.
A Special Event Application from Lloyd Zanger, owner of State Street Bar & Grill located at 1638 State Street, requesting permission to hold a customer appreciation party and corn hole tournament on Saturday, September 12, 2020. The applicant has submitted all of the required documentation and approval is recommended by the Department of Utilities & Engineering.

The Zoning Board of Appeals recommending denial of a request to vary side yard requirements to construct an accessory building on property located at 2029 Locust Street, presently zoned R1C.
REQUEST REVIEW OF ZONING BOARD OF APPEALS DECISION

ATTENTION
Due to the closure of City Hall to the general public, the city is working on a solution that will allow live broadcasting of City Council meetings to our residents. The City currently broadcasts City Council meetings on Adams channel 19 and Comcast channel 15. This access will be limited to the first 80 individuals. The City Council meeting rebroadcast is also available on the city’s website, Adams channel 19 or Comcast channel 15 within 24 hours of the meeting.

In lieu of a Request to Speak, any comments regarding a city council agenda item will need to be sent as an email with contact information to cityclerk@quincyil.gov by 11:00 a.m. the Friday before the meeting. The City Clerk’s Office will make sure that the comment is read in summary and a full copy of the comment is provided to the city council in advance.
RESOLUTIONS
Quincy Transit Lines Director and the Comptroller recommending approval of a short-term loan of up to $500,000, as needed, from the Cash Reserve Fund to the Quincy Transit Lines to pay operating expenses.
Utilities and Engineering Director and Central Services Committee recommending approval of the proposal from the Joint Venture Partnership of Rees Construction Co. and Diamond Construction in the amount of $964,355.59 and that contract documents be amended to include Ohio St. from 20th to 22nd.
ORDINANCES
Adoption of an Ordinance entitled:
An Ordinance Granting A Special Use Permit For A Planned Development. (Split the lot at 1337 Ohio into two lots and to construct a single-family residence on each resulting lot and the yard exceptions required to permit the new dwellings.)
Second presentation of an Ordinance entitled:
An Ordinance Amending The 2020-2021 Fiscal Year Budget. (Establishing a separate fund for the Downstate Small Business Stabilization Grant in the amount of $300,000.)
