Adams County Board of Finance Committee met June 8.

Here is the minutes provided by the board:

The meeting was called to order at 6:00 p.m. by Bret Austin.

Approval of Prior Minutes: 

Mr. Hoskins made a motion to approve the May 12, 2020 meeting minutes. Mr. Rakers seconded the motion. The minutes were approved.

Bills: 

The committee reviewed bills and stamped as “Checked.”

Resolutions:

a. Tax Resolution Parcel Number 18-0-0704-001-00 located in the Payson Township, Illinois.

a. Mr. Hoskins made a motion to approve the resolution. Mr. Rakers seconded the motion. The motion carries.

Fund Appropriation

a. Additional Fund Appropriation from Adams County Treasurer – Bryden Cory – in the amount of $250,000.00 from expense line item# 004-001-5890 – County TIF Projects – Economic Development Grant Small Business Loans – for a revised budget amount of $250,000.00 and revenue account line item# 004-001-4430 – County TIF Projects – Economic Development Grant Small Business Loan Repayments – in the amount of $2,000 for a revised budget amount of $2,000.00.

a. Mr. Hoskins made a motion to approve the additional fund appropriation. Mr. Rakers seconded the motion. The motion carries.

Transfer of Budget Appropriation

a. Transfer of Budget Appropriation from Adams County Treasurer – Bryden Cory – in the amount of $250,000.00 from account line item# 004-001-5820 – County TIF Project Economic Development Grant – Parking Lot D Expansion – for a revised budget amount of $360,000.00 to account line item# 004-001- 5890 – County TIF Project – Economic Development Grant – Small Business – in the amount of $250,000.00 for a revised budget amount of $250,000.00.

a. Mr. Rakers made a motion to approve the transfer of budget appropriation. Mr. Obert seconded the motion. The motion carries.

b. Transfer of Budget Appropriation from Adams County 9-1-1 – Jessica Douglas, Director— in the amount of $800.00 from account line item# 001-221-5315 –Insurance Medical – for a revised budget amount of $65,200.00 to account line item# 001-221-5660 – Uniforms – for a revised budget amount of $800.00.

a. Mr. Hoskins made a motion to approve the transfer of budget appropriation. Mr. Obert seconded the motion. The motion carries.

Budget 

The committee reviewed a revised budget spreadsheet including discussions with the departments to reduce their non-payroll budget expenditures by 5% by request of the Finance Committee due to COVID-19 and the potential loss of revenue to the County. Approximately $119,000 in total was cut from the general fund, and approximately $80,000 from restricted funds, for a combined overall total of a $200,000 reduction. Mr. Obert made a motion to recommend the department head budget cuts in response to COVID. Mr. Rakers seconded the motion. All voted in favor. The motion carries.

Mr. Austin stated that some money will be coming to the County and he asked Mrs. Hester to create a spreadsheet to track where that money is going by department. As of this meeting there are several pools of funding that could be seen by the County:

• Health Department receiving $2.8 million for contact tracing

• DCEO revolving loan money being returned, no restriction for use aside from TIF

• CARES Act; the county should receive $1.6M to $1.8M

• FEMA Flood Relief from 2019 flood

• One more round of CARES funding in August Mr. Austin cautions that the March sales tax numbers were down about $20,000 which is not as bad as expected, however we need to see April and May’s numbers. Ambulance revenues are tracking ahead, which is finally some good news for collections.

Mr. Cory stated that property tax bills were mailed out today with a July 20th due date. More than half of those are paid from escrow and they are seeing more citizens paying their total tax bills up front. Citizens can pay their bill by September 1st without any penalties due to a resolution passed by the County Board. The first disbursement of tax money will take place early August.

Mr. Austin reminded the committee that the budget process for 2020-2021 budget year will begin in August. Mr. Austin and Mrs. Hester will be working on a set of goals to help guide the budget discussions that will be circulated to the board and department heads.

The Small Business Emergency Loan Committee has only had one more application. Mr. Obert is the chairman. The committee agreed to keep the line item open until the end of the budget year.

Mr. Obert made a motion to adjourn the meeting. Mr. Rakers seconded the motion. Mr. Austin adjourned the meeting at 6:48 p.m.
