City of Quincy City Council met July 20.

Here is the minutes provided by the council:

Due to COVID-19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced, with Phase 4 of the Restore Illinois Plan, the public may attend the City Council meetings with a limited number attending starting June 29th.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding. The following members were physically present:

Ald. McKiernan, Bergman, Bauer, Finney, Farha, Sassen, Rein, Reis, Awerkamp, Holtschlag. 10.

Absent: Ald. Entrup, Mast, Uzelac. 3.

Vacancy: 1.

Legal Counsel Assistant Corporation Counsel Bruce Alford.

The City Clerk presented and read the following:

PETITIONS

By On the Rail, 129 S. 4th, requesting permission to waive Sections 111.096(a), 111.096(d) and 111.067(a) on July 18, 2020 and have Live Entertainment/Public Gathering for a Bag Tournament. They are requesting to close a portion of the north alley. Barricades requested. The Police Department approves as long as they follow Governor Pritzker Phase 4 Order. A Certificate of Insurance and a signed City of Quincy indemnification agreement has been provided.

Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By the Quincy Knights of Columbus requesting permission to conduct a raffle and have the bond requirement waived from now until July 19, 2021. The City Clerk recommends approval of the permit

REPORT OF THE BOARD OF FIRE AND POLICE COMMISSION

Ald. Finney moved to provide a waiver and approve Mr. Raymond James to conduct firefighter testing on September 12, 2020, due to extenuating circumstances and safety precautions mandated by the state during the pandemic and Illinois Statute 65 ILCS, Section 10-2.1-6.3(c), seconded by Ald. Holtschlag. Motion carried.

SALES TAX REPORT

The report of the Illinois Department of Revenue showing sales tax collected for the month of April, 2020, in the amount of $734,282.42 was ordered received and filed on a motion of Ald. Farha. Motion carried.

HOME RULE SALES TAX REPORT

The report of the city’s 1-1/2% home rule sales tax collected for the month of April, 2020, in the amount of $646,313.56 was ordered received and filed on a motion of Ald. Farha. Motion carried.

MAYOR’S APPOINTMENTS

By Mayor Kyle A. Moore making the appointments Dr. Christine Tracy, Lisa Machold, Tiria Humphrey and Kris Kutcher to the Human Rights Commission.

Ald. Sassen moved the appointment be confirmed. Motion carried.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Renewing An Existing Franchise and Granting For A Period of 30 Years to Ameren Illinois To Construct, Operate And Maintain A Electric Utility System.

Ald. Bauer moved the ordinance be read by its title, seconded by Ald. Holtschlag. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 10 Aldermen voted yea, with 3 absent and 1 vacancy. Motion carried.

REQUEST TO SPEAK

Written request to speak under suspended rules by Joel Logue, Human Rights Commission, regarding Aldermen comments.

Rules Suspended

Ald. Sassen moved the rules be suspended at this time to hear from the above individual. Motion carried.

Joel Logue, 439 Lind, member of the Human Rights Commission spoke on the comment made by an Alderman. He also had a handout for the City Council.

Ald. Holtschlag moved the rules be resumed. Motion carried.

INFRASTRUCTURE UPDATE

Jeff Conte, Director of Engineering and Utilities, gave a brief update on the ongoing infrastructure throughout the city. He also had a handout for the City Council.

MOTIONS

Ald. Finney moved to allow a dumpster on city right-of-way in front of 2800 College starting today going to July 31, 2020. Motion carried.

Ald. Reis moved to allow Quincy Notre Dame Booster Club to paint their QND Football Logo on the city streets from 8th to 12th on Jackson. They are requesting to buy the yellow paint again from the city. Motion carried.

Ald. Sassen moved the City Council adjourn and sit in Executive/Closed Session pursuant to the Open Meetings Act 5 ILCS 120/2 (c) (2) Collective Bargaining Negotiations, seconded by Ald. Reis, and on a roll call each of the 10 Aldermen voted yea, with 3 absent and 1 vacancy. Motion carried.

CITY COUNCIL RECONVENED

After sitting in Executive/Closed Session pursuant to the Open Meetings Act 5 ILCS 120/2 (c) (2) Collective Bargaining Negotiations, Ald. Farha moved the City Council reconvene and sit in regular session at 7:40 p.m. Motion carried.

RESOLUTION

WHEREAS, the duly authorized representatives of the City of Quincy, in good faith, have negotiated a one year collec- tive bargaining agreement (“Agreement”) with Quincy Firefighters, Local 63 I.A.F.F., concerning terms and wages for the term May 1, 2020, through April 30, 2021; and

WHEREAS, the Fire Chief and the Director of Administration Services recommends to the Mayor and Quincy City Council adoption of this one year agreement;

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and other necessary City Officials are authorized to sign the agreement.

The City Council adjourned at 7:41 p.m. on a motion of Ald. Farha. Motion carried.
