City of Quincy City Council met July 6.

Here is the minutes provided by the council:

Due to COVID–19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced, with Phase 4 of the Restore Illinois Plan, the public may attend the City Council meetings with a limited number attending starting June 29th.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Ernst, Sassen, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 13. Absent: Ald. Farha. 1.

Ald. Sassen moved Alderman Farha be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held June 29, 2020, were approved, as printed, on a motion of Ald. Uzelac. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn

The Deputy City Clerk presented and read the following:

PETITION

By Uncle Bobs Bar, 1301 N. 12th, requesting permission to waive Sections 111.096(a) Consumption and Possession of Alcoholic Liquor on Public streets, alleys, sidewalks and lots, and 111.096(d) Permitting Open Liquor to leave licenses Premises on August 1st, 2020 and have Live Entertainment/Public Gathering for a benefit for Dustin DeJaynes and Emily Trantham. They are requesting to close Spruce Street from 12th St. west to the alley. Barricades requested. The Police Department approves as long as they follow Governor Pritzker Phase 4 Order. A Certificate of Insurance and a signed City of Quincy indemnification agreement will be provided.

Ald. Entrup moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

MONTHLY REPORTS

The monthly reports of the City Clerk and City Treasurer for the month of June, 2020; Street Cleaning, Recycling Division, Forestry and Sign & Paint for the month of April 2020 and the Quincy Police Department for the month of May 2020 were ordered received and filed on a motion of Ald. Reis. Motion carried.

PUBLIC FORUM

Jeff Kerkhoff, 1221 Spruce, Quincy, IL 62301, on President Calvin Coolidge, Born on the 4th of July and related topics. Mr. Kerkhoff had a handout for the City Council.

Joseph Principe, 517 N. 27th, on Civil rights and COVID-19.

COUNCIL RESOLUTION DSBS-2020-07-06-#1 AUTHORIZING SUBMISSION AND SUPPORT FOR ARTHUR LEIGH JEWELERS DOWNSTATE SMALL BUSINESS STABILIZATION GRANT APPLICATION

WHEREAS, the City of Quincy is applying to the State of Illinois for a Community Development Block Grant Program grant, and

WHEREAS, a public hearing on the application was held on Monday, July 6 at 1:30 pm in Quincy City Hall, and 

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) that the City of Quincy apply for a grant under the terms and conditions of the State of Illinois and shall enter in to and agree to the understandings and assurances contained in said application.

2) that the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said application.

3) that the Mayor and City Clerk are authorized to provide such additional information as may be required to accom- plish the obtaining of such grant.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 7th day of July, 2020.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Sassen, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

CITY OF QUINCY COUNCIL RESOLUTION SEASONAL EXCEPTION TO YARD REQUIREMENTS

WHEREAS, the City of Quincy is committed to improvement of the quality of life of its residents; and

WHEREAS, many of its residents enjoy recreation afforded by watercraft and recreational vehicles; and

WHEREAS, the current Zoning Ordinance prohibits the parking or keeping of boats, campers and the like in required front yards; and

WHEREAS, the City Council recognizes that the use of watercraft and recreational vehicles is seasonal in nature; and 

NOW, THEREFORE, BE IT RESOLVED as follows:

That Section 162.062(N) be waived during the period of time beginning July 6, 2020 and ending November 1, 2020, permitting boats, campers, and the like to be parked in required front yards, provided, however, that no boat, camper or other such vehicle be located in whole or in part closer than five (5) feet from the front curb line; and provided further that such vehicles be parked on a driveway of concrete, asphalt or gravel.

This Resolution shall be in full force and effect from and after its passage, as provided by law. Passed this 6th day of July, 2020.

ORDINANCE

Second presentation of an ordinance entitled: An Ordinance By The City Of Quincy Authorizing And Approving The Sale Of Surplus Park District Property. (Giving consent to the Quincy Park District to sell Lenane Park.)

Ald. Ernst moved the requirements of Section 32.31 of the Code of the City of Quincy be waived and the ordinance adopted, seconded by Ald. Finney, and on the roll call the following vote resulted: Yeas: Ald. Bergman, Bauer, Finney, Ernst, Sassen, Rein, Mast, Reis, Awerkamp, Uzelac, McKiernan, Entrup. 12. Abstain: Ald. Holtschlag. 1. Absent: Ald. Farha. 1.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Establishing Helping Establishments Re-Open (HERO) Program.

Ald. Finney moved the ordinance be read by its title, seconded by Ald. Awerkamp. Motion carried.

The City Clerk read the ordinance by its title.

Ald. Finney moved the requirements of Section 32.31 of the Code of the City of Quincy be waived and the ordinance adopted, seconded by Ald. Awerkamp, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Reis, seconded by Ald. Awerkamp, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

Ald. Reis left at 7:27 p.m.

MOTIONS

Ald. Ernst moved to refer to the Traffic Commission semis heading west then turning north at 12th & Broadway and 18th & Broadway with no Truck Route signs present. Motion carried.

Ald. Sassen moved to refer to the Traffic Commission to change a yield sign to a stop sign at 23rd & Jersey. Motion carried.

Ald. Uzelac moved to amend the revocable permit application passed June 29, 2020, to allow businesses in The District to have sidewalks sales only on Fridays and Saturdays during normal business hours from July 3rd to August 31st. Motion carried.

Ald. Holtschlag referred to the Street Lights/Right-of-Way Committee a street light in the alley behind 1238 Kentucky. Motion carried.

The City Council adjourned at 7:36 p.m. on a motion of Ald. Ernst. Motion carried.
