City of Quincy City Council met June 29.

Here is the minutes provided by the council:

Due to COVID-19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced, with Phase 4 of the Restore Illinois Plan, the public may attend the City Council meetings with a limited number attending starting June 29th.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Ernst, Farha, Sassen, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 14.

The minutes of the regular meeting of the City Council held June 22, 2020, were approved, as printed, on a motion of Ald. Bauer. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

PETITIONS

By State Street Bar and Grill, 1638 State St., requesting permission to waive Sections 111.096(a), 111.096(d) and 111.067(a) on July 11, 2020 and have Live Entertainment/Public Gathering for a Bag Tournament benefiting Juvenile Diabetes. They are requesting to close 17th Street from State St. south to alley. Barricades requested. The Police Department approves as long as they follow Governor Pritzker Phase 4 Order. A Certificate of Insurance and a signed City of Quincy indemnification agreement has been provided.

Ald. Reis moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

A revocable permit application for encroachment of City right-of-way by The District requesting permission for businesses to place items for sale on city owned sidewalks for the Districts annual sidewalk sales from July 3rd to August 31st during normal business hours. The Utilities and Engineering Director presents this request subject to five conditions.

Ald. Uzelac moved the prayer of the petition be granted. Motion carried.

By the Muddy Rivers Motorcycle Club requesting permission to conduct a raffle and have the bond requirement waived from July 1st to July 31st. The City Clerk recommends approval of the permit.

Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

By Re-Open Adams County, requesting permission to close Front Street from Broadway to Maine St. on July 4th from 3:00 p.m. – 10:00 p.m. for a Street Fair. A Live Entertainment/Public Gathering application was approved by the Quincy Police Department. QPD has no issue with the street closure assuming all prior provisions set by Mayor Moore are met. A Certificate of Insurance and a signed City of Quincy indemnification agreement will be provided. There will be food vendors. Barricades requested. The Park District has not granted a permit for use of the park.

REQUEST TO SPEAK

By Roni Quinn, 2620 Sunset Court, Fowler, IL, requesting permission to speak on petition for July 4th Street Fair.

Rules Suspended

Ald. Reis moved the rules be suspended at this time to hear from the above individual. Motion carried.

Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

RESOLUTION

WHEREAS, the Department of Utilities and Engineering requires the services of an engineering firm to redesign the Quincy Regional Barge Dock to increase the elevation of the facility; and,

WHEREAS, the City of Quincy recently advertised a Request for Qualifications for these engineering services; and,

WHEREAS, qualifications were received from two (2) firms and the engineering firm of Klingner and Associates of Quincy, Illinois, has offered a proposal for an amount not to exceed $121,500 for costs associated with these services; and, 

WHEREAS, funds for this professional service are available in the 2020/2021 Barge Dock Fund fiscal year budget; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Barge Dock Committee recommend to the Mayor and Quincy City Council that the proposal for engineering design services from Klingner and Asso- ciates of Quincy, Illinois, for an amount not to to exceed $121,500.00 be accepted.

Ald. Holtschlag moved for the adoption of the resolution, seconded by Ald. Uzelac, and on the roll call the following vote resulted: Yeas: Holtschlag, McKiernan, Entrup, Bergman, Bauer, Finney, Ernst, Sassen, Rein, Mast, Reis, Awerkamp, Uzelac. 13. Nay: Ald. Farha. 1. Motion carried.

COUNCIL RESOLUTION DSBS-2020-06-29-#1 AUTHORIZING SUBMISSION AND SUPPORT FOR MR BILL’S BAR & GRILL DOWNSTATE SMALL BUSINESS STABILIZATION GRANT APPLICATION

WHEREAS, the City of Quincy is applying to the State of Illinois for a Community Development Block Grant Program grant, and

WHEREAS, a public hearing on the application was held on Monday, June 29 at 1:30 pm in Quincy City Hall, and 

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) that the City of Quincy apply for a grant under the terms and conditions of the State of Illinois and shall enter in to and agree to the understandings and assurances contained in said application.

2) that the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said application.

3) that the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

This Resolution shall be in full force and effect from and after its passage, as provided by law.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Holtschlag, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

RESOLUTION

WHEREAS, the State of Illinois has issued at least three Executive Orders in Response to COVID-19; and, 

WHEREAS, the City of Quincy, Illinois, needs to prepare for and take action to respond to COVID-19; and, 

WHEREAS, the actions listed in the Attachment hereto will aid the City of Quincy, Illinois, in responding to COVID-19;

NOW, THEREFORE, BE IT RESOLVED, the actions listed on the Attachment hereto are allowed and approved by the City Council of the City of Quincy, Illinois.

Ald. Uzelac moved for the adoption of the resolution, seconded by Ald. Bauer, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy provides garbage removal services for its residents; and

WHEREAS, the City recently requested proposals for the purchase of 96 gallon roll-out trash carts for its Garbage Tote Program; and

WHEREAS, the proposal from Cascade Engineering Inc. of Grand Rapids, Michigan, meets the proposal requirements at a cost of $42.25 per cart; and

WHEREAS, this proposal is the second lowest with a 4-week delivery guarantee; and

WHEREAS, the Department of Central Services requires the purchase of up to five hundred (500) trash carts at a cost of $42.25 per cart; and

WHEREAS, the funds for this expense are available in the 2020/2021 fiscal year budget; now

THEREFORE BE IT RESOLVED, the Director of Central Services and the Central Services Committee recommends to the Mayor and City Council that the purchase of roll-out trash carts be approved.

vote resulted: Yeas: Ald. Entrup, Bergman, Bauer, Finney, Ernst, Farha, Sassen, Rein, Reis, Awerkamp, Uzelac, Holtschlag, McKiernan. 13. Nay: Ald. Mast. 1. Motion carried.

RESOLUTION

WHEREAS, Axon Tasers offer a great advantage over the other less-lethal force options available to our officers; and 

WHEREAS, Axon is the sole source and we buy directly from the company; and

WHEREAS, some of our current Tasers are out of warranty and are beginning to fail; and

WHEREAS, Axon no longer makes parts to support the current Tasers; and

WHEREAS, the Quincy Police Department would like to purchase the Axon Taser 60 plan in the amount of $15,300.00, with the annual payment of $3,060.00 for five years;

WHEREAS, in addition, the Quincy Police Department would like to purchase battery packs, cartridges, and holsters to supplement our current Taser program in the amount of $3,088.50.

THEREFORE BE IT RESOLVED, the Chief of Police recommends to the Mayor and City Council that the normal bidding requirements be waived and the purchase of the Axon Taser 60 plan, as well as 40 battery packs, 30 duty cartridges, and 19 holsters. Total amount spent this year would be $6,148.50. The total amount would come out of budgeted funds.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance By The City Of Quincy Authorizing And Approving The Sale Of Surplus Park District Property. (Giving consent to the Quincy Park District to sell Lenane Park.)

Ald. Entrup moved the ordinance be read by its title, seconded by Ald. Uzelac. Motion carried.

The City Clerk read the ordinance by its title.

REQUESTS TO SPEAK

Written requests to speak under suspended rules by Erik Strunk, 641 Madison, concerning pressing issues and Joseph Principe, 517 N. 27th, concerning civil rights and virtue signaling.

MOTION

Ald. Finney moved to allow a dumpster on city right-of-way at 2603 Brook Drive starting today for one week. Motion carried.

The City Council adjourned at 7:19 p.m. on a motion of Ald. Holtschlag. Motion carried.
