City of Quincy City Council met June 22.

Here is the minutes provided by the council:

Due to COVID-19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced that all City buildings will be closed to the public on March 17, 2020.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically and virtually present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Mast, Reis, Awerkamp, Holtschlag. 9.

Virtual: Ald. Ernst, Farha, Sassen, Rein, Uzelac. 5.

The minutes of the regular meeting of the City Council held June 15, 2020, be approved, as printed, on a motion of Ald. Finney. Motion carried.

The City Clerk presented and read the following:

RESOLUTION

WHEREAS, the Department of Central Services is responsible for the maintenance of all City owned vehicles and rolling stock; and,

WHEREAS, the maintenance of this fleet requires the replacement of motor oil, transmission fluid and hydraulic fluid on a regular basis; and,

WHEREAS, the city did advertise for sealed competitive bids for the purchase of the necessary fluids; and, 

WHEREAS, the following bids were received:

Rainbo Oil Co.

Palmyra, Missouri 63461 $43,944.00

Valley Distribution Corp.

West Burlington, IA 52655 $61,137.50

Prairieland FS Inc.

Paloma, Illinois 62359 $52,868.40

Energy Petroleum

Quincy, Illinois 62301 $47,461.00

WHEREAS, the bids have been reviewed by the Director of Central Services and the Central Services Committee; and, 

WHEREAS, the lowest bid from Rainbo Oil Co. is disqualified because they didn’t meet specifications on Transmission fluid, the second lowest bid is with Energy Petroleum who meets all specifications and requirements of the request for bids; and,

WHEREAS, funding for this project has been appropriated in the Current Fiscal Year Budget.

NOW, THEREFORE IT BE RESOLVED, that the Director of Central Services and the Central Services Committee recommend to the Mayor and City Council that the second lowest bid of Energy Petroleum of Quincy, Illinois that meets all specifications and requirements in the amount of $47,461.00 be accepted for the contract period of July 1, 2020, through June 30, 2021.

COUNCIL RESOLUTION AUTHORIZING SUBMISSION AND SUPPORT FOR RIVERFRONT GRANT APPLICATION

WHEREAS, the City of Quincy is applying for grant funds administered by the Illinois Department of Commerce and Economic Opportunity; and

WHEREAS, the intent of the grant is to fund a riverfront project that improves the quality of life in Quincy; and 

WHEREAS; the total grant amount is $350,000; and

WHEREAS, the Riverfront Master Plan Steering Committee voted unanimously to seek funding for the burial of the Ameren electric lines from Hampshire Street north to Kessler Park on Front Street; and

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) that the City of Quincy apply for a grant under the terms and conditions of the State of Illinois and shall enter in to and agree to the understandings and assurances contained in said application.

2) that the grant amount requested is $350,000, which is the estimated cost of the electric line burial.

3) that the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said application.

4) that the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 23rd day of June 2020.

COUNCIL RESOLUTION RBIED-2020-06-22 AUTHORIZING SUBMISSION AND SUPPORT FOR QUINCY REGIONAL BARGE DOCK REBUILD ILLINOIS REGIONAL ECONOMIC DEVELOPMENT GRANT APPLICATION

WHEREAS, the City of Quincy is applying to the State of Illinois has taken action to submit a Rebuild Illinois com- petitive economic development application, and

WHEREAS, receipt of Rebuild Illinois Grant assistance is essential to allow the City of Quincy to undertake the project to elevate the Quincy Regional Barge Dock to allow the facility to operate during flood events; and

WHEREAS; criteria are such that financial participation by the grantee is required in conjunction with the Rebuild Illinois Funds; and

WHEREAS the City of Quincy has certain monies allocated for the above references project with cash on hand, as needed, and

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) that the City of Quincy does hereby commit funds from the Barge Dock account for the use in conjunction with a Rebuild Illinois Grant, such funds equal 44.5 % of the estimated total project cost of $1,339,700 or $596,500.

2) that the City of Quincy apply for $743,200 in grant funds under the terms and conditions of the State of Illinois and shall enter in to and agree to the understandings and assurances contained in said application.

3) that the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said application.

4) that the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 23rd day of June 2020.

COUNCIL RESOLUTION DSBS-2020-06-22-#1 AUTHORIZING SUBMISSION AND SUPPORT FOR DRAKE’S STEAK & ALE DOWNSTATE SMALL BUSINESS STABILIZATION GRANT APPLICATION

WHEREAS, the City of Quincy is applying to the State of Illinois for a Community Development Block Grant Program grant, and

WHEREAS, a public hearing on the application was held on Monday, June 22 at 1:30 pm in Quincy City Hall, and 

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) that the City of Quincy apply for a grant under the terms and conditions of the State of Illinois and shall enter in to and agree to the understandings and assurances contained in said application.

2) that the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said application.

3) that the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 23rd day of June, 2020.

COUNCIL RESOLUTION DSBS-2020-06-22-#2 AUTHORIZING SUBMISSION AND SUPPORT FOR JJ’s CATERING DOWNSTATE SMALL BUSINESS STABILIZATION GRANT APPLICATION

WHEREAS, the City of Quincy is applying to the State of Illinois for a Community Development Block Grant Program grant, and

WHEREAS, a public hearing on the application was held on Monday, June 22 at 1:35 pm in Quincy City Hall, and 

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) that the City of Quincy apply for a grant under the terms and conditions of the State of Illinois and shall enter in to and agree to the understandings and assurances contained in said application.

2) that the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said application.

3) that the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

This Resolution shall be in full force and effect from and after its passage, as provided by law.

WHEREAS, the City of Quincy is applying to the State of Illinois for a Community Development Block Grant Program grant, and

WHEREAS, a public hearing on the application was held on Monday, June 22 at 1:40 pm in Quincy City Hall, and 

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) that the City of Quincy apply for a grant under the terms and conditions of the State of Illinois and shall enter in to and agree to the understandings and assurances contained in said application.

2) that the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said application.

3) that the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

This Resolution shall be in full force and effect from and after its passage, as provided by law.

COUNCIL RESOLUTION DSBS-2020-06-22-#4 AUTHORIZING SUBMISSION AND SUPPORT FOR RIVERSIDE SMOKE HOUSE & GRILL DOWNSTATE SMALL BUSINESS STABILIZATION GRANT APPLICATION

WHEREAS, the City of Quincy is applying to the State of Illinois for a Community Development Block Grant Program grant, and

WHEREAS, a public hearing on the application was held on Monday, June 22 at 1:45 pm in Quincy City Hall, and 

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) that the City of Quincy apply for a grant under the terms and conditions of the State of Illinois and shall enter in to and agree to the understandings and assurances contained in said application.

2) that the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said application.

3) that the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 23rd day of June, 2020.

Ald. Finney moved for the adoption of the resolution, seconded by Ald. Reis, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

RESOLUTION

WHEREAS, the State of Illinois has issued at least three Executive Orders in Response to COVID-19; and,

WHEREAS, the City of Quincy, Illinois, needs to allow for a transition period between Phase 3 and Phase 4 of the Restore Illinois Plan; and,

WHEREAS, the actions listed in the Attachment hereto will aid the City of Quincy, Illinois, in responding to COVID- 19 and were approved by the Quincy City Council on May 26th, 2020;

NOW, THEREFORE, BE IT RESOLVED, item number 1-18, 24-26 listed on the Attachment hereto are allowed to continue until July 6th, or in such time another resolution is adopted and approved by the City Council of the City of Quincy, Illinois.

ACCEPTING THE BJA FY 20 CORONAVIRUS EMERGENCY SUPPLEMENTAL FUNDING PROGRAM ENTITLED CITY OF QUINCY CORONAVIRUS EMERGENCY RESPONSE

WHEREAS, the City of Quincy closed City Hall March 17, 2020, under executive orders issued by Governor Pritzker; and

WHEREAS, City of Quincy applied for the BJA FY 20 Coronavirus Emergency Supplemental Funding Program to seek funds in the amount of $51,877; and

WHEREAS, these funds will be shared between the Quincy Police Department and the Department of Planning & Development/Inspection for projects and supplies to keep employees and citizens safe and healthy during the COVID-19 global pandemic; and

WHEREAS, the Planning & Development Department will act as administrator of the grant; and

THEREFORE BE IT RESOLVED, the Chief of Police and the Director of Planning & Development/Inspection recommend to the Mayor and City Council that the Mayor accept the grant;

This Resolution shall be in full force and effect from and after its passage, as provided by law. Passed this 22nd day of June, 2020.

RESOLUTION

Resolution authorizing submittal of the application dated June 19, 2020, for a Public Transportation Capital Assistance Grant under the Illinois Department of Transportation’s general authority to make such grants.

WHEREAS, The provision and improvement of public transportation facilities, rolling stock, equipment and services is essential to the development of safe, efficient, functional public transportation; and

WHEREAS, The Illinois Department of Transportation has the authority to make such Grants and makes funds avail- able to offset eligible capital costs required for providing and improving public transportation facilities, rolling stock, equipment and services; and

WHEREAS, Grants for said funds will impose certain obligations upon the recipient.

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE City of Quincy

Section 1. That an application be made to the Division of Public & Intermodal Transportation, Department of Transportation, State of Illinois (The Department), for a financial assistance grant under the Illinois Department of Transportation’s general authority to make such Grants, for the purpose of offsetting eligible public transportation capital costs of the City of Quincy.

Section 2. That the Mayor of the City of Quincy is hereby authorized and directed to sign and submit such application on behalf of the City of Quincy.

Section 3. That the Mayor of the City of Quincy is hereby authorized to furnish such additional information as may be required by the Department in connection with the aforesaid application for said Grant.

Section 4. That the Mayor of the City of Quincy is hereby authorized and directed to execute on behalf of the City of Quincy the Grant Agreement or subsequent Grant Agreement Amendments resulting from aforesaid application.

Section 5. That the Mayor of the City of Quincy is hereby authorized and directed to sign such documents as may be required by the Department to request payment for the project funding authorized under aforesaid Grant Agreement.

Ald. Reis moved for the adoption of the resolution, seconded by Ald. Bauer, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy is the owner and operator of the Quincy Regional Airport; and,

WHEREAS, Titan International Inc. desires to lease a certain 10,000 square foot hangar owned by and located at the Quincy Regional Airport for the purpose of housing their aircraft; and,

WHEREAS, Titan International Inc. currently occupies said hangar and a new lease agreement is necessary; and, 

WHEREAS, Titan International Inc. has had and exercised the right to self-fuel for some time now; and, 

WHEREAS, the agreement will establish a fee to self-fuel at the rate of $0.10 per gallon; and,

WHEREAS, the lessee shall pay a rate of $35,000 per year, payable in twelve monthly installments.

NOW, THEREFORE, BE IT RESOLVED, The Aeronautics Committee and the Airport Director recommend that the Mayor and the City Clerk be authorized and directed to execute and attest the lease agreement with Titan International Inc. for the use of certain hangar space.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (C1A to C1B, 707 N. 24th; R1C to C1B, 2269 College Ave.)

Ald. Finney moved the adoption of the ordinance, seconded by Ald.Bauer and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending The 2020-2021 Fiscal Year Budget. (General Fund/Capital Projects Fund, Motor Fuel Tax Fund, DCEO Grant Fund, Water Fund & Sewer Fund).

Ald. Bauer moved to amend the ordinance by using Exhibit Supplemental Budget amended 6-22-20 instead of Exhibit Supplemental Budget amended 6-8-22, seconded by Ald. Entrup. Motion carried.

Ald. Bauer moved the adoption of the ordinance, as amended, seconded by Ald. Entrup and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted, as amended.

Ald. Reis seconded by Ald. Holtschlag, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 14 Aldermen voted yea. Motion carried.

INFRASTRUCTURE UPDATE

City Engineer and Utilities Director Jeff Conte gave an infrastructure update on all projects around town and projects coming up and a date line on them to the City Council. The Aldermen received a handout on these project updates.

MOTIONS

Ald. Ernst referred to the Traffic Commission the possibility of a “Speed Bump” at Josephine Drive and Genevieve Drive. Motion carried.

Ald. Ernst referred to the Street Light/Right-Of-Way Committee the possibility of a street light being installed in the middle of the block on North Avenue. Motion carried.

The City Council adjourned at 7:34 p.m. on a motion of Ald. Holtschlag. Motion carried.
