City of Quincy City Council met June 15.

Here is the minutes provided by the council:

Due to COVID-19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced that all City buildings will be closed to the public on March 17, 2020.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically and virtually present:

Ald. McKiernan, Entrup, Bauer, Finney, Mast, Reis, Uzelac, Awerkmap, Holtschlag. 9.

Virtual: Ald. Bergman, Ernst, Farha, Sassen, Rein. 5.

The minutes of the regular meeting of the City Council held June 8, 2020, be approved, as printed, on a motion of Ald. Mast. Motion carried.

Legal Counsel: Assistant Corporation Counsel Bruce Alford

The City Clerk presented and read the following:

PETITIONS

By Quincy Country Club/Fireworks Authority Inc. requesting permission to hold a fireworks display on July 3rd at Quincy Country Club, 2410 State St. The Administration recommends approval subject to a signed indemnification agreement.

Ald. Farha moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

A revocable permit application for encroachment of City right-of-way from the Quincy Public School District requesting permission to install LED spotlights on two (2) traffic signal poles located on the SE corner of 12th and Maine St. for the illumination of a sculpture located on Quincy Junior High School property. The Utilities and Engineering Director presents this request subject to six conditions.

Ald. Holtschlag moved the prayer of the petition be granted and on the roll call the following vote resulted: Yeas: Ald. McKiernan, Entrup, Bauer, Finney, Farha, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 10. Nays: Ald. Bergman, Ernst, Sassen, Rein. 4. Motion carried.

By The District requesting permission to conduct a raffle and have the bond requirement waived from June 26, 2020, to August 9, 2020. The City Clerk recommends approval of the permit.

Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

REPORTS OF THE TRAFFIC COMMISSION

Recommending the reinstatement of parking along Locust Street between 4th and 5th Streets be denied.

Ald. Entrup moved the report be received and concurred in. Motion carried.

Recommending the referral to remove the stop signs on Lindell Ave. at Shirlen Dr. be granted with traffic on Shirlen Drive stopping for traffic on Lindell Ave.

Ald. Finney moved the report be received and concurred in and an ordinance drafted. Motion carried.

ANNUAL REPORT OF THE QUINCY FIRE DEPARTMENT

The annual report of the Quincy Fire Department for the fiscal year ending April 30, 2020, was ordered received and filed on a motion of Ald. Finney. Motion carried.

SALES TAX REPORT

The report of the Illinois Department of Revenue showing sales tax collected for the month of March, 2020, in the amount of $757,277.77 was ordered received and filed on a motion of Ald. Reis. Motion carried.

HOME RULE SALES TAX REPORT

The report of the city’s 1-1/2% home rule sales tax collected for the month of March, 2020, in the amount of $669,903.97 was ordered received and filed on a motion of Ald. Reis. Motion carried.

MAYOR’S APPOINTMENTS

By Mayor Kyle A. Moore making the appointments of Ald. Jeff Bergman, Ald. Tonia McKiernan, Ald. Jason Finney, Ald. Ben Uzelac, Michael Seaver, Kevin McClean and Bruce Alford to the new Neighborhood Beautification Ad-Hoc Committee and the re-appointments of Kate Daniels, Macy Ferguson-Smith, Joel Logue, Dennis Williams and Father Joe Zimmerman to the Human Rights Commission.

Ald. Reis moved the appointments be confirmed. Motion carried.

RESOLUTION 

Acceptance of the Special Warranty

WHEREAS, Section 5311 of the Federal Transit Act of 1964, as amended, makes funds available to help offset certain operating deficits of a system providing public transit service in non-urbanized areas; and

WHEREAS, 49 U.S.C. § 5333(b) requires that fair and equitable arrangements must be made to protect the interests of employees affected by such assistance as a condition of receipt of funds under Section 5311; and

WHEREAS, a simplified process for assuring employee protections that accommodates the needs of participants in the Section 5311 program has been agreed upon by the U.S. Department of Labor and the U.S. Department of Transportation by allowing execution of a Special Section 5333(b) Warranty for Section 5311 projects (Special Warranty), which the Secretary of Labor certified on May 31, 1979.

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE CITY OF QUINCY D/B/A QUINCY TRANSIT LINES:

Section 1. That an application be made to the Office of Intermodal Project Implementation, Department of Transporta- tion, State of Illinois, for a financial assistance grant under Section 5311 of the Federal Transit Act of 1964, as amended.

Section 2. As a condition of the receipt of Section 5311 funds, the City of Quincy d/b/a Quincy Transit Lines hereby agrees in writing to the terms and conditions of the special Warranty (attached) regarding fair and equitable arrangements to protect the interests of employees affected by such assistance.

PASSED by the Quincy City Council on the 15th day of June, 2020.

Ald. Reis moved for the adoption of the resolution, seconded by Ald. Awerkmap, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (“No Parking” south side of Maine at centerline of South 7th west 105’ and north side of Maine at centerline of South 7th east 90’)

Ald. Holtschlag moved the adoption of the ordinance, seconded by Ald. Uzelac, and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Authorizing Loan From Mercantile Bank For The Department Of Utilities.

Ald. Bauer moved the adoption of the ordinance, seconded by Ald. Holtschlag, and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Second presentation of an ordinance entitled: An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (C1A to C1B, 707 N. 24th; R1C to C1B, 2269 College Ave.)

ORDINANCE

Second presentation of an ordinance entitled: An Ordinance Amending The 2020-2021 Fiscal Year Budget. (General Fund/Capital Projects Fund, Motor Fuel Tax Fund, DCEO Grant Fund, Water Fund & Sewer Fund).

Ald. Reis seconded by Ald. Holtschlag, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 14 Aldermen voted yea. Motion carried.

MOTIONS

Ald. McKiernan referred to the Traffic Commission the request to change the “Yield” signs to “Stop” signs at 15th and Maple. Motion carried.

Ald. McKiernan referred to the Planning and Development Department to study the ordinance regarding the parking of campers and boat trailers in personal driveways. Motion carried.

Ald. Mast moved to allow a wedding and reception party be held on July 3rd at 2800 Cheswick Road with a live DJ and respectable volume of music until 11:30 p.m. Motion carried.

Ald. Uzelac moved to allow the Quincy Brewing Co. to close 6th Street, Maine to Hampshire, on June 20th from 1:00 p.m. to 10:00 p.m. Motion carried.

The City Council adjourned at 7:23 p.m. on a motion of Ald. Holtschlag. Motion carried.
