City of Quincy City Council met June 29.

Here is the agenda provided by the council:

PETITIONS

By State Street Bar and Grill, 1638 State St., requesting permission to waive Sections 111.096(a), 111.096(d) and 111.067(a) on July 11, 2020 and have Live Entertainment/Public Gathering for a Bag Tournament benefiting Juvenile Diabetes. They are requesting to close 17th Street from State St. south to alley. Barricades requested. The Police Department approves as long as they follow Governor Pritzker Phase 4 Order. A Certificate of Insurance and a signed City of Quincy indemnification agreement has been provided.

A revocable permit application for encroachment of City right-of-way by The District requesting permission for businesses to place items for sale on city owned sidewalks for the Districts annual sidewalk sales from July 3rd to August 31st during normal business hours. The Utilities and Engineering Director presents this request subject to five conditions.

By the Muddy Rivers Motorcycle Club requesting permission to conduct a raffle and have the bond requirement waived from July 1st to July 31st. The City Clerk recommends approval of the permit.

By Re-Open Adams County, requesting permission to close Front Street from Broadway to Maine St. on July 4th from 3:00 p.m. – 10:00 p.m. for a Street Fair. A Live Entertainment/Public Gathering application was approved by the Quincy Police Department. QPD has no issue with the street closure assuming all prior provisions set by Mayor Moore are met. A Certificate of Insurance and a signed City of Quincy indemnification agreement will be provided. There will be food vendors. The Park District has not granted a permit for use of the park.

REQUEST TO SPEAK

By Roni Quinn, 2600 Sunset Court, Fowler, IL, requesting permission to speak on petition for July 4th Street Fair.

RESOLUTIONS

Utilities and Engineering Director and Barge Dock Committee recommending approval of engineering design services from Klingner and Assoc. in an amount not to exceed $121,500 to redesign the Quincy Regional Barge Dock.

Council Resolution DSBS-2020-06-29-#1 Authorizing Submission And Support For Mr. Bill‘s Bar & Grill Downstate Small Business Stabilization Grant Application.

Resolution Regarding City Actions In Response To COVID-19.

Central Services Director and Central Services Committee recommending approval of the purchase of 500 roll-out trash carts @ a cost of $42.25 per cart.

Police Chief recommending approval of the purchase from Axon Taser 60 plan, 40 battery packs, 30 duty cartridges and 19 holsters for a total cost of $6,148.50.

ORDINANCE 

First presentation of an ordinance entitled:

An Ordinance By The City Of Quincy Authorizing And Approving The Sale Of Surplus Park District Property. (Giving consent to the Quincy Park District to sell Lenane Park.)

Written requests to speak under suspended rules by Erik Strunk, 641 Madison, concerning pressing issues and Joseph Principe, 517 N. 27th, concerning civil rights and virtue signaling.
