Due to COVID–19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.
Mayor Kyle A. Moore announced that all City buildings will be closed to the public on March 17, 2020.
The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

Revocable permit application for encroachment of city right-of-way by Blick’s Construction to block the right turn lane on 12th Street at the 12th and Broadway intersection and sidewalks surrounding the property located at 1139 Broadway. The request is being made to accommodate the demolition of the building at 1139 Broadway which is owned by Blessing Health System. Utilities and Engineering Director presents this request subject to 9 conditions.

Revocable permit application for encroachment of city right-of-way by South Side Boat Club, 640 South Front Street, to install a gate across right-of-way at the Payson Avenue entrance to the property. Utilities and Engineering Director presents this request subject to 4 conditions.

The annual reports of the Quincy Public Library and the City Engineer & Utilities Dept. for the fiscal year ending April 30, 2020, was ordered received and filed on a motion of Ald. Holtschlag Motion carried.
RESOLUTION AUTHORIZING EXECUTION AND AMENDMENT OF SECTION 5311 GRANT AGREEMENT
Emergency Relief-Operating Assistance 100% Federal Share (CARES ACT)
WHEREAS, the provision of public transit service is essential to the transportation of persons in the non-urbanized area; and
WHEREAS, 49 U.S.C. § 5311 (“Section 5311”), makes funds available To the State of Illinois to help offset certain operating deficits and administrative expenses of a system providing public transit service in non-urbanized areas; and
WHEREAS, the State of Illinois, acting by and through the Illinois Department of Transportation, is authorized by 30 ILCS 740/3-1 et seq. to provide the Section 5311 grant; and
WHEREAS, grants for said funds will impose certain obligations upon the recipient, including the provision by it of the local share of funds necessary to cover costs not covered by funds provided under Section 5311.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE CITY OF QUINCY D/B/A QUINCY:
Section 1. That an application be made to the Office of Internodal Project Implementation, Department of Transporta- tion, State of Illinois, for a financial assistance grant under Section 5311 for fiscal year 2021 for the purpose of offsetting a portion of the Public Transportation Program operating deficits of the City of Quincy d/b/a Quincy Transit Lines.
Section 2. That while participating in said operating assistance program, the City of Quincy b/d/a Quincy Transit Lines will provide all required local matching funds.
Section 3. That the Mayor of the City of Quincy d/b/a Quincy Transit Lines, Quincy City Council is hereby authorized and directed to execute and file on behalf of City of Quincy d/b/a Quincy Transit Lines such application.
Section 4. That the Mayor of the City of Quincy d/b/a Quincy Transit Lines, Quincy City Council is authorized to fur- nish such additional information as may be required by the Office of Intermodal Project Implementation and the Federal Transit Administration in connection with the aforesaid application for said grant.
Section 5. That the Mayor of the City of Quincy d/b/a Quincy Transit Lines, Quincy City Council is hereby authorized and directed to execute and file on behalf of the City of Quincy d/b/a Quincy Transit Lines a Section 5311 Grant Agreement (“Agreement”) with the Illinois Department of Transportation, and amend such Agreement, if necessary, in order to obtain grant assistance under the provisions of Section 5311 for fiscal year 2021.
Section 6. That the Mayor of the City of Quincy d/b/a Quincy Transit Lines, Quincy City Council is hereby authorized to provide such information and to file such documents as may be required to perform the Agreement and to receive the grant for fiscal year 2021.

RESOLUTION
WHEREAS, Raw Water Pump #1 at the Water Treatment Plant was unable to operate unless the river was above flood stage and required repair; and,
WHEREAS, Richards Electric of Quincy was qualified and available to make the repair under Section 44.056 of the Municipal Code of the City of Quincy; and,
WHEREAS, the repair work has been completed in a satisfactory manner and an invoice received in the amount of $20,723.90 for all costs associated with this work; and,
WHEREAS, funds for this type of repair are available in the 2020/2021 Water Fund fiscal year budget; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom- mend to the Mayor and Quincy City Council that normal bidding requirements be waived and the invoice from Richards Electric of Quincy in the amount of $20,723.90 be approved for payment.

RESOLUTION
WHEREAS, the City of Quincy recently extended water service along North 18th Street between Koch’s Lane and Highland Lane to service a home that was without water; and,
WHEREAS, the Department of Utilities requested quotes for the directional boring services required for the installation of the 8” water main; and,
WHEREAS, the following quotes were received:
Knuffman Plumbing Liberty, Illinois $27,900.00
Wiemelt Plumbing & Excavating Quincy, Illinois $11,500.00
WHEREAS, the Director of Utilities & Engineering reviewed the quotes and found the low quote of Wiemelt Plumbing and Excavating of Quincy to be acceptable; and,
WHEREAS, funds for this service are available in the 2020/2021 Water Fund fiscal year budget; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that payment to Wiemelt Plumbing and Excavating of Quincy in the amount of $11,500.00 be approved upon receipt of the invoice.

WHEREAS, the Department of Utilities required the purchase of water pipe and pipe fittings for the extension of wa- termain along North 18th Street between Koch’s Lane and Highland Lane; and,
WHEREAS, Core & Main of Washington, Illinois, quoted a price of $9,032.74 for the materials needed for the 8” wa- termain extension; and,
WHEREAS, funds for this purchase are available in the 2020/2021 Water Fund fiscal year budget; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom- mend to the Mayor and Quincy City Council that invoice from Core & Main of Washington, Illinois, in the amount of $9,032.74 be approved for payment.

RESOLUTION
WHEREAS, the City of Quincy utilizes an automated meter reading (AMR) program utilizing Badger Orion radio fre- quency units to secure readings from residential, commercial and industrial customers in an effort to minimize accessibility problems and reduce the number of estimated billings; and,
WHEREAS, the Department of Utilities requires the purchase of three-hundred (300) Badger M-25 automatic meter readers for the replacement of old meters and installation of new meters; and,
WHEREAS, a quote from Midwest Meter Inc., has been received in the amount of $46,500.00 for three-hundred (300) Badger M-25 automatic meter readers; and,
WHEREAS, due to the uniqueness of the hardware/software utilized in the Orion meter management systems and its integration with the City’s current automated meter system, the Director of Utilities and Interim Director of Purchasing have determined that Midwest Meter Inc., of Edinburg, Illinois, qualifies as a sole source provider; and,
WHEREAS, funding for this purchase is available in the 2020/2021 Water Fund fiscal year budget; now,
THEREFORE BE IT RESOLVED, the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that normal bidding requirements be waived and the quote of Midwest Meter Inc. of Edinburg, Illinois, in the amount of $46,500.00 be accepted.

RESOLUTION
WHEREAS, Phase III of the Water Supply Improvement Project includes the relocation of the Water Treatment Plant pump station out of the flood plain; and,
WHEREAS, Phase III of the project will be funded by an Illinois Environmental Protection Agency low interest loan, certain environmental approvals are required prior to the design of the project; and,
WHEREAS, the State Historic Preservation Office has determined the existing pump station building is eligible for listing on the National Register of Historic Places; and,
WHEREAS, the State Historic Preservation Office is requesting the City of Quincy enter into a Memorandum of Agreement (MOA) which requires the City to hire a contractor to research and record historical information about the building’s architectural features that must be incorporated in the design of the new pump station building; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom- mend to the Mayor and Quincy City Council that the City enter into a Memorandum of Agreement with the State Historic Preservation Office for the demolition and replacement of the Water Treatment Plant pump station building and that the Mayor be authorized to sign the necessary agreement documents.

RESOLUTION
WHEREAS, the Department of Utilities and Engineering is responsible for the repair and maintenance of all traffic signals within the City of Quincy; and,
WHEREAS, the traffic signal at 36th and Maine Street recently sustained major damage from a lightning strike; and,
WHEREAS, the City requires the purchase of a replacement traffic control cabinet to replace the damaged cabinet; and,
WHEREAS, the City has received a quote from Traffic Control Corporation of Fenton, Missouri, in the amount of $10,200.00 for the purchase of a new traffic control cabinet; and,
WHEREAS, the Director of Utilities and Engineering has reviewed this quote and finds it to be acceptable; and,
WHEREAS, funds for this purchase are available in the 2020/2021 Traffic Signal Fund fiscal year budget; now,
THEREFORE BE IT RESOLVED that the Director of Utilities and Engineering recommends to the Mayor and Quincy City Council that the normal bidding requirements be waived and the quote from Traffic Control Corporation of Fenton, Missouri, in the amount of $10,200.00 be accepted.

RESOLUTION
WHEREAS, the City of Quincy is the owner and operator of the Quincy Regional Airport; and
WHEREAS, the Coronavirus Aid, Relief, and Economic Security (CARES) Act (H.R. 748, Public Law 116-136), signed into law by the President on March 27, 2020, includes $10 billion in funds to be awarded as economic relief to eligible U.S. airports affected by the prevention of, preparation for, and response to the COVID-19 pandemic; and
WHEREAS, the Quincy Regional Airport has been awarded $1,047,865.00 under the (CARES) Act – Airport Program; and
WHEREAS, the City of Quincy wishes to enter into an agreement with the Federal Aviation Administration and the State of Illinois Department of Transportation to accept and execute a grant for said funds; and
WHEREAS, the funds will be used to cover operating and payroll expenses over the next two years; and
WHEREAS, the funds will be dispersed to the City on a reimbursement basis; and
WHEREAS, this grant is 100% funded by the CARES-Airport Program and requires no local match; and THEREFORE, BE IT RESOLVED, the Aeronautics Committee, Comptroller, and Airport Director recommend to the Mayor and City Council authorization to accept and execute the Quincy Regional Airport’s CARES Act grant and all other agreements and documentation required for its administration.

RESOLUTION
WHEREAS, the Coronavirus Aid, Relief, and Economic Security (CARES) Act (H.R. 748, Public Law 116-136), signed into law by the President on March 27, 2020, includes $10 billion in funds to be awarded as economic relief to eligible U.S. airports affected by the prevention of, preparation for, and response to the COVID-19 pandemic; and
WHEREAS, Quincy Regional Airport has applied for funding from the Federal Aviation Administration for a financial assistance grant under the CARES Act in the amount of $1,047,865.00 for the purpose of covering operating and payroll expenses; and
WHEREAS, the airport will be submitting timely requests for reimbursement of actual expenditures in amounts to be determined based on actual expenses incurred at that time; and
WHEREAS, in order to cover the costs of maintaining the Quincy Regional Airport to federal standards and continue to provide essential air service and infrastructure to airport users, it will be necessary to secure a short-term loan from the Cash Reserve Fund in the estimated amount up to $500,000, said amount to be repaid with grant funds once received.
NOW THEREFORE, BE IT RESOLVED, the Airport Director and the Comptroller respectfully request that the Mayor and City Council approve a short-term loan of up to $500,000, as needed, from the Cash Reserve Fund to Quincy Regional Airport to pay operating expenses.
