City of Quincy City Council met May 4.

Here is the minutes provided by the council:

Due to COVID-19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced that all City buildings will be closed to the public on March 17, 2020.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically and virtually present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Reis, Uzelac, Holtschlag. 8.

Virtual: Ald. Ernst, Farha, Sassen, Rein, Mast, Awerkamp. 6.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

PETITION

By the Optimist Club of Quincy resubmitting their request to close 18th St. from Kochs Lane to Seminary Rd. with new dates of July 24th and July 25th from 7:00 a.m. to 7:00 p.m. for the Quincy Derby. They request barricades and “Road Closed to Through Traffic” signs at 18th and Koch’s Lane, 18th and Seminary Rd., the intersection of Hollister Whitney Blvd. and Quintron Way and by the south entrance to Tom Awerkamp Bridge. Barricades needed at Hollister Whitney Blvd. and Quintron Way and the intersection of Quintron Way and Schneidman St. “No Parking” signs are needed along the east side of Schneidman St. from Hollister Whitney Blvd. to Quintron Way.

Ald. Bauer moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

REPORTS OF THE QUINCY PLAN COMMISSION

Recommending approval of a request for a zoning change from R2 to C1B on property located at 1501 Broadway, 1503 Broadway, and 1507 Broadway. The committee notes that the petitioner no longer plans to build a dental clinic and parking area on the lots as initially proposed.

Ald. Farha moved the report be received and concurred in and an ordinance drafted. Motion carried.

Recommending approval of a request for a zoning change from R2 to R3 on property located at 300 Cedar Street to comply with multi-family density requirements.

Ald. Entrup moved the report be received and concurred in and an ordinance drafted. Motion carried.

PUBLIC FORUM

Jeff Kerkhoff, 1221 Spruce, Quincy, IL 62301, on “the 323nd Anniversary of the publication of Federalist #84, the 9th Amendment plus related topics.”

The City Clerk read a synopsis of the written comment from Jeff Kerkhoff. A copy of the comment was emailed to the City Council prior to the meeting.

PROCLAMATION

By Kyle A. Moore proclaiming the Week of May 3rd - 9th as “Professional Municipal Clerks Week.” Ald. Farha moved the proclamation be received and filed. Motion carried.

RESOLUTION

WHEREAS, Chapter 111 of the Municipal Code of the City of Quincy requires a license for the sale of alcoholic liquor within the corporate limits of the city; and

WHEREAS, said license is renewable on an annual basis each July 1; and

WHEREAS, the Governor of Illinois issued an Executive Order suspending on-premises consumption at bars and restaurants on Monday, March 16, 2020; and

WHEREAS, on April 23, 2020, the Governor of Illinois extended that Executive Order through May 30, 2020; and WHEREAS, the Illinois Gaming Board ordered the suspension of all video gaming operations at all licensed video gaming establishments on Monday, March 16, 2020; and

WHEREAS, all licensed liquor establishments except Class B, packaged liquor, have been financially impacted by these actions; and

WHEREAS, on March 30, 2020, the City Council passed a resolution authorizing a one-time credit for one month for all licensed liquor establishments except Class B, towards the annual renewals on July 1, 2020;

NOW, THEREFORE BE IT RESOLVED, the Mayor and the City Treasurer recommend that the Mayor and City Council agree to issue an additional credit for one month to the City Liquor License Classes in the following amount for the annual renewals on July 1, 2020:

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Entrup, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

RESOLUTION

WHEREAS, Quincy Aviation Inc. d/b/a Great River Aviation is a tenant at Quincy Regional Airport who provides essential fixed-base operator services; and

WHEREAS, the ongoing global pandemic has caused a dramatic decrease in air travel at Quincy Regional Airport and across the country; and

WHEREAS, Quincy Aviation has and continues to apply for federal assistance to be able to maintain essential operations; and,

WHEREAS, Quincy Aviation has yet to receive said assistance; and,

WHEREAS, Quincy Aviation has requested financial relief from the City in the form of rent abatement, rent deferment, and fuel-flowage fees, totaling approximately $6,500 in relief, and;

WHEREAS, these revenues shall be reimbursed by the Hangar Fund; and,

WHEREAS, Quincy Aviation has invested in the airport while providing world class services to our business partners; and,

NOW, THEREFORE, BE IT RESOLVED that upon the recommendation of the Airport Director and Mayor, the City Council hereby approves the financial relief as requested by Quincy Aviation.

COUNCIL RESOLUTION DSBS-2020-05-04-#3 AUTHORIZING SUBMISSION AND SUPPORT FOR GROWN-N-GATHERED DOWNSTATE SMALL BUSINESS STABILIZATION GRANT APPLICATION

WHEREAS, the City of Quincy is applying to the State of Illinois for a Community Development Block Grant Program grant, and

WHEREAS, a public hearing on the application was held on Friday, May 1 at 2:10 pm in Quincy City Hall, and WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) that the City of Quincy apply for a grant under the terms and conditions of the State of Illinois and shall enter in to and agree to the understandings and assurances contained in said application.

2) that the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said application.

3) that the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 5th day of May, 2020.

1) that the City of Quincy apply for a grant under the terms and conditions of the State of Illinois and shall enter in to and agree to the understandings and assurances contained in said application.

2) that the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents necessary for the carrying out of said application.

3) that the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

Ald. Reis, seconded by Ald. Holtschlag, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 14 Aldermen voted yea. Motion carried.

MOTION

Ald. Holtschlag moved to allow scaffolding to be set up at 729 Maine for three weeks. Motion carried. The City Council adjourned at 7:21 p.m. on a motion of Ald. Reis. Motion carried.
