City of Quincy City Council met June 8.

Here is the agenda provided by the council:

Due to the closure of City Hall to the general public, the city is working on a solution that will allow live broadcasting of City Council meetings to our residents. The City currently broadcasts City Council meetings on Adams channel 19 and Comcast channel 15. If you are interested in listening and/or watching the city council meeting live through the internet, please send an email to coq-meeting@quincyil.gov by 2:00 PM on Monday. This access will be limited to the first 80 individuals. The City Council meeting rebroadcast is also available on the city’s website, Adams channel 19 or Comcast channel 15 within 24 hours of the meeting.

PETITIONS

Ward 1 By The Dock, 1021 Bonansinga, requesting permission to have Live Entertainment/Public Gatherings on June 14th from 2 p.m. to 5 p.m., June 20th from 3:00 p.m. to 10:00 p.m. and June 27th from 7:00 p.m. to 10:00 p.m. The Police Department recommends approval.

Ward 2 Revocable permit application for encroachment of city right-of-way by Blick’s Construction to block the right turn lane on 12th Street at the 12th and Broadway intersection and sidewalks surrounding the property located at 1139 Broadway. The request is being made to accommodate the demolition of the building at 1139 Broadway which is owned by Blessing Health System. Utilities and Engineering Director presents this request subject to 9 conditions.

Ward 7 Revocable permit application for encroachment of city right-of-way by South Side Boat Club, 640 South Front Street, to install a gate across right-of-way at the Payson Avenue entrance to the property. Utilities and Engineering Director presents this request subject to 4 conditions.

ANNUAL REPORTS RESOLUTIONS

Resolution Authorizing Execution And Amendment Of Section 5311 Grant Agreement. (Emergency Relief-Operating Assistance 100% Federal Share - CARES ACT in the amount of $2,261,960 with non matching requirement from the City.)

Resolution Authorizing Execution And Amendment Of Section 5311 Grant Agreement. (Rural Grantees funding in the amount of $600,253 subject to a match requirement from the City.)

Utilities and Engineering Director and Utilities Committee recommending approval of the invoice from Richards Electric in the amount of $20,723.90 for Raw Water Pump #1 emergency repairs.

Utilities and Engineering Director and Utilities Committee recommending approval of payment to Wiemelt Plumbing and Excavating in the amount of $11,500 upon receipt for extended water service along N. 18th between Koch’s Lane and Highland Lane.

Utilities and Engineering Director and Utilities Committee recommending approval of the invoice from Core & Main, Washington, IL, in the amount of $9,032.74 for water pipe and pipe fittings for the extension of watermain along N. 18th between Koch’s Lane and Highland Lane.

Utilities and Engineering Director and Utilities Committee recommending approval of the quote of Midwest Meter Inc., Edinburg, IL, in the amount of $46,500 for 300 Badger M-25 automatic meter readers for replacement of old meters and installation of new meters.

Utilities and Engineering Director and Utilities Committee recommending the City enter into a Memorandum of Agreement with the State Historic Preservation Office for the demolition and replacement of the Water Treatment Plant pump station building with the City to hire a contractor to research and record historical information about the building’s architectural features that must be incorporated in the design of the new pump station building.

Utilities and Engineering Director and Utilities Committee recommending approval of the quote from Traffic Control Corporation, Fenton, MO., in the amount of $10,200 to replace a traffic control cabinet damaged from a lighting strike at 36th & Maine.

Aeronautics Committee, Comptroller and Airport Director recommending authorization to execute the Quincy Regional Airport’s CARES Act grant in the amount of $1,047,865 for operating and payroll expenses over the next two years.

Airport Director and Comptroller requesting approval of a short-term loan of up to $500,000, as needed, from the Cash Reserve Fund to the Quincy Regional Airport to pay operating expenses to be repaid with grant funds once received.
