City of Quincy City Council met April 27.

Here is the agenda provided by the council:

Due to COVID-19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced that all City buildings will be closed to the public on March 17, 2020.

The following minutes reflect those Aldermen who were virtually present.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Reis, Holtschlag. 7.

Virtual: Ald. Ernst, Farha, Sassen, Rein, Mast, Awerkamp, Uzelac. 7.

The minutes of the regular meeting of the City Council held April 20, 2020, were approved as printed on a motion of Ald. Holtschlag. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The Deputy City Clerk presented and read the following:

PROCLAMATION

By Kyle A. Moore proclaiming the month of May as “Preservation Month.”

Ald. Holtschlag moved the proclamation be received and filed. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy annually purchases materials for the maintenance of City streets and sidewalks funded by Motor Fuel Tax Funds (MFT) and City of Quincy funds; and,

WHEREAS, the Department of Utilities and Engineering requested sealed, competitive bids for the materials required for annual street and sidewalk maintenance; and,

WHEREAS, the following bids were received:

R.L. Brink Corporation

Quincy, Illinois $168,145.00

Bleigh Ready Mix

Quincy, Illinois $165,667.50

Engineer’s Estimate $183,200.00

Patching Material

Diamond Construction Company

Quincy, Illinois $ 47,400.00

Engineer’s Estimate $ 55,000.00

WHEREAS, the Director of Utilities and Engineering has reviewed these bids and finds them to be acceptable; and,

WHEREAS, funding for these materials is available in the 2020/2021 fiscal year budget; now,

THEREFORE BE IT RESOLVED, the Director of Utilities and Engineering and Central Services Committee recommend to the Mayor and Quincy City Council that the low, responsible, qualified bid for each material, as listed above, be considered by the Mayor and City Council, subject to full approval from the Illinois Department of Transportation.

Ald. Holtschlag moved for the adoption of the resolution, seconded by Ald. Bauer, and on the roll call each of the 14 voted yea. Motion carried.

ORDINANCE

Adoption Of The Ordinance Entitled: An Ordinance Amending The 2019-2020 Fiscal Year Budget. (Increased Expenses $500,000 for the Small Business Emergency Loan Fund #706.)

Ald. Bauer moved the adoption of the ordinance, seconded by Ald. Reis and on a roll call the following vote resulted.

Yeas: Ald. Awerkamp, Uzelac, Holtschlag, McKiernan, Entrup, Bergman, Bauer, Finney, Ernst, Farha, Sassen, Mast, Reis.  13. Nays: Ald. Rein. 1. Motion carried.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption Of The Ordinance Entitled: An Ordinance Annexing Certain Territories To The City Of Quincy, Adams County, Illinois. (1634 N. 24th, 1707 N. 24th, 1715 N. 24th.)

Ald. Finney moved the adoption of the ordinance, seconded by Ald. Bauer and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption Of The Ordinance Entitled: An Ordinance Authorizing Loan Agreement. (Public Water Supply Loan Program)

Ald. Bauer moved the adoption of the ordinance, seconded by Ald. Finney and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption Of The Ordinance Entitled: An Ordinance Adopting The Annual Operating Budget For The City Of Quincy, Illinois, For The Fiscal Year Ending April 30, 2021.

Ald. Holtschlag moved to amend the ordinance in accordance with Exhibit B, seconded by Ald. Entrup. Motion carried.

Ald. Entrup moved the adoption of the ordinance, as amended, seconded by Ald. Holtschlag and on a roll call the following vote resulted. Yeas: Ald. Entrup, Bauer, Finney, Farha, Sassen, Rein, Reis, Awerkamp, Uzelac, Holtschlag, McKiernan. 11. Nays: Ald. Bergman, Ernst, Mast. 3. Motion carried.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted, as amended.

Ald. Reis seconded by Ald. Holtschlag, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 14 Aldermen voted yea. Motion carried.

MOTIONS

Ald. Ernst moved to refer to the Inspection Dept. the trash problem at the Dollar General store on north 12th Street.

Motion carried.

Ald. Rein moved to refer to the Inspection Dept. 629 Ridgewood Dr. where a vehicle and car parts are littering the front yard. Motion carried.

The City Council adjourned at 7:34 p.m. on a motion of Ald. Holtschlag. Motion carried.
