Due to COVID-19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.
Mayor Kyle A. Moore announced that all City buildings will be closed to the public on March 17, 2020.
The following minutes reflect those Aldermen who were virtually present.
The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

I, Virginia Hayden, do hereby certify that I am the City Clerk duly elected, qualified and acting in and for the City of Quincy and ExOfficio Clerk of said Town; and that in pursuance of authority vested in them by Sections 126.3 and 126.4 of Article XIII of “An Act to Revise the Law in Relation to Township Organization” approved March 4, 1874, as amended, the City Council of the City of Quincy in regular session assembled and sitting as the Town Board of the Town of Quincy, on the 13th day of April, 2020, did direct that there be raised by general taxation the amount hereinafter set down, to be levied upon all taxable property in said Town, in order to meet and defray all the necessary expenses and liabilities of the Town as required by statute or voted by the Town Board in accordance with law, for the fiscal year beginning March 21, 2020, and ending March 20, 2021, the amounts so required are itemized and needed for uses and purposes as follows, as appears from the record of the proceedings of said City Council of the City of Quincy, sitting as the Town Board of the Town of Quincy now on file in my office, to wit:
(1) For necessary expenses for the general corporate purposes of the Town (Town Fund):
1. General Town Fund expenses including salaries, professional services, insurance, printing, advertising, unemployment, utilities, dues, IMRF contribution, social security contribution. $211,593.72 2. Making the aggregate sum of $332,000.00 to be raised by taxation and levied on all the taxable property in said Town, in order to meet and defray all the necessary costs and liability of the Town as required by statute or voted by the Town Board in accordance with law.
And it is hereby directed that the aforesaid sum be and the same is hereby assessed levied upon and against all taxable real and personal property within the limits of the said Town as the same is assessed and equalized for State and County Purposes for the current fiscal year.

DISCUSSION OF CITY ACTIONS IN RESPONSE TO COVID-19 DECLARATIONS
PETITIONS
By Capitol City Rentals, LLC, requesting consideration for a zoning change from R2 (Two Family Residential) to C1B (Limited Commercial) on property located at 1501 Broadway, 1503 Broadway, and 1507 Broadway to allow for the construction of a dental clinic and associated parking area.
Ald. Farha moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.
By Dustin Day requesting consideration for a zoning change from R2 (Two Family Residential) to R3 (Multi-Family Residential) on property located at 300 Cedar Street to comply with multi-family density requirements.
Ald. Entrup moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.
The revocable permit application for encroachment of city right-of-way from The People’s Choice Thrift Shop, 120 North 5th St. requesting permission to place items for sale on the City sidewalk in front of the business March 26, 2020, through April 4, 2020, during normal business hours. The City Engineer presents this request subject to five conditions. Was tabled for two weeks by Ald. Holtschlag.
Ald. Holtschlag moved the petition be tabled indefinitely. Motion carried.
SALES TAX REPORT
The report of the Illinois Department of Revenue showing sales tax collected for the month of January, 2020, in the amount of $732,733.49 was ordered received and filed on a motion of Ald. Reis. Motion carried.
HOME RULE SALES TAX REPORT
The report of the city’s 1-1/2% home rule sales tax collected for the month of January, 2020 in the amount of $643,858.51 was ordered received and filed on a motion of Ald. Reis. Motion carried.
RESOLUTION
WHEREAS, the Quincy Police Department maintains a fleet of police vehicles and needs to keep them in working order and safe for the officers to drive; and
WHEREAS, the Quincy Police Department works diligently to control the costs associated with the maintenance of the fleet; and
WHEREAS, the Department routinely keeps our vehicles until they have 100,000 miles or more and know that our repair costs increase substantially after 60,000 miles; and
WHEREAS, the Department must use factory authorized parts for some repairs to prevent further damage to the vehi- cles and ensure the safety of the officer; and
WHEREAS, the Department recently purchased three Ford police utility vehicles; and
WHEREAS, an extended warranty, with a vanishing deductible, can be purchased that will provide bumper to bumper coverage for five years and up to 125,000 miles; and
WHEREAS, the extended warranty on these vehicles must be purchased while they are low mileage; and
WHEREAS, based on the average repair costs of our vehicles, we expect to see significant savings by purchasing an extended warranty; and
WHEREAS, the purchase of an extended warranty is a sole source purchase from our local Ford dealer, Gem City Ford, for $2,860 per car, for a total of $8,580.00; now
THEREFORE BE IT RESOLVED, the Chief of Police and the Police Aldermanic Committee recommend to the City Council that the Quincy Police Department be granted authority to purchase three extended warranties from Gem City Ford for $8,580.00.

RESOLUTION
WHEREAS, the City of Quincy is the owner of property located at 1074 East 1363rd Lane, commonly known as Quincy Municipal Landfill #4; and,
WHEREAS, Adams Telephone Co-Operative of Golden, Illinois, desires a perpetual Right-of-Way easement from the City of Quincy for the construction, operation and maintenance of telecommunications (fiber optic) facilities on City- owned property located at 1074 East 1363rd Lane; and,
WHEREAS, in consideration of the covenants and promises herein, the parties hereby agree as follows:
1. The City of Quincy shall permit the telecommunications (fiber optic) facilities to encroach upon said property.
2. Adams Telephone Co-Operative shall be responsible for damages, if any, to crops and/or improvements located on the subject premises, due to Adams Telephone Co-Operative’s actions.
3. Adams Telephone Co-Operative agrees to hold the City of Quincy harmless for any damage done to the telecommunications (fiber optic) facilities located on the said easement, other than damages resulting from willful and wanton acts or omissions of the City of Quincy. The hold harmless provision shall not apply to any person, corporation, or entity other than the City of Quincy and its employees.
WHEREAS, City staff has reviewed the proposed easement and has determined that it will not cause hardship to the City with respect to the safety and maintenance of the closed municipal landfill; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering recommends to the Mayor and Quincy City Council that the City enter into the Right-of-Way Easement on behalf of the City of Quincy. Said Right-of- Way Easement is attached hereto.
This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 14th day of April 2020.

RESOLUTION
WHEREAS, the City of Quincy owns and operates the water treatment plant and water pumping stations that supply, treat and distribute the City’s public drinking water; and,
WHEREAS, the City of Quincy has received a permit from the Illinois Environmental Protection Agency to move forward with Phase II of the planned Water Supply Improvement Projects; and,
WHEREAS, the estimated cost of the Phase II projects that include the refurbishing of gravity filters 1 through 6, replacement of the filter backwash water tank fill system, modification to filter piping, expansion to the SCADA system and miscellaneous structural and masonry repairs to the treatment plant building is $5 million; and,
WHEREAS, the IEPA offers low interest loans through its Public Water Supply Loan Program to assist municipalities with such repairs and improvements; and,
WHEREAS, the City desires to partially finance these projects with a $4 million low interest (2%) loan for a term of twenty (20) years through this program; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the Mayor be authorized to sign the necessary Illinois Environmental Protection Agency Public Water Supply Loan Program documents on behalf of the City of Quincy.
