Adams County Board Legislative & Judicial Committee met Feb. 4.

Here is the minutes provided by the committee:

The Adams County Board Legislative & Judicial Committee held their regular meeting in the Adams County Board Room at 507 Vermont Street, Quincy, Illinois.

The following members were present:

Ryan Niekamp

Theresa Bockhold

Raquel Piazza

Todd Deusterhaus

The meeting was called to order at 6:00 p.m. by Ryan Niekamp.

Bills

The committee reviewed bills and stamped as “Checked.”

Minutes

Mr. Deusterhaus made a motion to approve the minutes from the January 7 meeting. Mrs. Bockhold seconded the motion. The minutes were approved.

Discussion on closing of County Clerk’s office to normal business on election-day in order to conduct election business only. This is something we have done in the past, Chuck can do this with county board approval. There is a resolution drafted by Chuck. Mrs. Bockhold made a motion to approve the change. Mrs. Piazza seconded the motion. The motion carries.

Special One Day Permit for Mustangs Football Boosters for event April 4th – Mr. Deusterhaus made a motion to approve the permit. Mrs. Piazza seconded the motion. The motion carries.

Mr. Simon presented the committee with a redlined mark-up of proposed changes to the Ambulance Code, Article IV – Adams County Ambulance System. The change allows the Adams County Board to have exclusive authority to provide ambulance transportation services within the County. Mr. Niekamp asked for Todd Eyler to weigh in on the legality of the proposed changes. Mr. Eyler reminded that the goal is to ensure the services offered to the citizens of Adams County are safe. Mr. Simon will be working with the Ambulance Board to establish the permitting process further if the County Board approves this authority.

Changes to the Ambulance Board Makeup under Section 4-6-3, based on the agreement we made in the collective bargaining agreement, to allow an employee to have a non-voting seat on the Ambulance Board.

Mr. Deusterhaus made a motion to table. Mrs. Piazza made a motion to approve and recommend the changes to the County Board. Mrs. Bockhold seconded the motion. Mr. Deusterhaus would like the minutes to reflect the committee is approving an amended version of what was handed out. The motion carries.

Reimbursable Transportation Expenses – Mr. Niekamp stated that there were recommended changes to the mileage rate to be aligned with the IRS rate, and a few other changes to Section 1-11-2(d) of the County Code.

Mr. Simon and Mrs. Hester will work on changes to the travel voucher. Lori asked if we would reimburse the jurors the IRS rate as well. Mr. Niekamp asked her to look into that.

Mr. Frankenhoff provided the committee with a presentation on the new website.

Theresa brought cherry pie for the committee to enjoy.

Mrs. Bockhold made a motion to adjourn the meeting. Ms. Piazza seconded the motion. Mr. Niekamp adjourned the meeting at 7:15 p.m.
