Adams County Board Finance Committee met January 13

Adams County Board Finance Committee met Jan. 13.

Here is the minutes provided by the committee:

The following members were present:

Bret Austin, Chairman

Taylor Rakers

Matt Obert

David Hoskins

Others present:

Kent Snider

Gary Farha

Chuck Venvertloh

Bryden Cory

Sue Hester

Barney Bier

The meeting was called to order at 6:15 p.m. by Bret Austin.

Approval of Prior Minutes:

Mr. Hoskins made a motion to approve the December 9, 2019 meeting minutes. Mr. Rakers seconded the motion. The minutes were approved.

Bills:

The committee reviewed bills and stamped as “Checked.”

Resolutions:

a. Resolution Supporting the Continued Operation of the Office of the State’s Attorneys Appellate Prosecutor and to appropriate and pay the sum of $28,000.

a. Need a transfer of funds for the budget; budget is $26,000. Mr. Obert made a motion to approve; Mr. Hoskins seconded the motion. The motion carries.

b. Tax Resolution Parcel Number: 23-5-0493-000-00 located at 638 Oak Street in Quincy, IL.

a. Mr. Rakers made a motion to approve; Mr. Hoskins seconded the motion. The motion carries.

Finance:

i. Fund Appropriation

a. Additional Fund Appropriation – Wendy Venvertloh – Director of Court Services – an increase of $4,500.00 to expense line item 311-311-5853- Probation Services, Domestic Violence Surveillance Program for a new budgeted amount of $4,500.00 and an increase of $4,500.00 to revenue line item 311-311-4113 - Probation Services, Earnings-Domestic Violence Surveillance Program for a new budgeted amount of $4,500.00 and an increase of $3,000.00 to expense line - Probation Services, Specialty Court Program Expenses for a new budgeted amount of $3,000.00.

b. Additional Fund Appropriation – Bryden Cory, Treasurer – an increase of $35,500.00 to expense line item 001-001-5997- City of Quincy, Aviation Fuel Tax for a new budgeted amount of $35,500.00 and an increase of $12,600.00 to revenue line item 001-001-4179 City of Quincy, Aviation Fuel Tax for a new budgeted amount of $12,600.00.

New Business

a. Update/approval of collective bargaining agreements – Mrs. Hester provided an update on the negotiations.

b. Discussion/possible action – Article XI – Section 1-11-2(d) Reimbursable Transportation Expenses – The committee requests that each department create a separate line item to track mileage reimbursements. Mr. Hoskins made a motion to recommend increasing the mileage rate to the IRS mileage rate and send this to the Legislative Committee. Mr. Rakers seconded the motion. Mr. Hoskins, Mr. Austin and Mr. Rakers voted in favor. Mr. Obert voted against. The motion carries.

Mr. Obert made a motion to go into Executive Session. Mr. Rakers seconded the motion. The committee went into Executive Session.

Mr. Obert made a motion to go back into regular session. Mr. Rakers seconded the motion. The committee went into regular session.

Mr. Obert made a motion to approve the workers compensation settlement for the employee discusses in executive session. Mr. Hoskins seconded the motion. The motion carries.

Mr. Hoskins made a motion to adjourn the meeting. Mr. Rakers seconded the motion. Mr. Austin adjourned the meeting at 7:15 p.m.
