City of Quincy City Council met Jan. 21.

Monday, January 20, 2020, being a legal holiday, the regular meeting of the City Council was held this day at 7:00 p.m. and with Mayor Kyle A. Moore being absent, the meeting was called to order by the City Clerk.
The following members were present:
Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Ernst, Farha, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 13. Absent: Ald. Sassen. 1.
ALD. FARHA ELECTED TEMPORARY CHAIRMAN
Ald. Ernst nominated Ald. Farha for Temporary Chairman.
There being no further nominations, Ald. Ernst moved the nominations be closed. Motion carried.
Ald. Ernst moved Ald. Farha be declared elected Temporary Chairman. Motion carried.
Ald. Farha took the chair and presided over the meeting.
Ald. Ernst moved Ald. Sassen be excused from this meeting. Motion carried.
The minutes of the regular meeting of the City Council held January 13, 2020, were approved as printed on a motion of Ald. Ernst. Motion carried.

The City Clerk presented and read the following:
PETITION
By the following organizations requesting to hold a raffle and have the bond requirement waived: Quincy Firefighters Local 63 from now until 1/21/2021 and the American Business Women’s Assoc. from now until 2/22/2020; South Side Boat Club from 2/1/2020 to 1/30/2021. The City Clerk recommends approval of the permits.
Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.
SALES TAX REPORT
The report of the Illinois Department of Revenue showing sales tax collected for the month of October, 2019, in the amount of $865,293.69 was ordered received and filed on a motion of Ald. Reis. Motion carried.
HOME RULE SALES TAX REPORT
The report of the city’s 1-1/2% home rule sales tax collected for the month of October, 2019 in the amount of $790,659.80 was ordered received and filed on a motion of Ald. Reis. Motion carried.
RESOLUTION
WHEREAS, under the State of Illinois Constitution and related statutes, all low-rent housing so developed and administered shall be exempt from all property taxes; and
WHEREAS, under the statutes of the State of Illinois, Quincy Housing Authority and/or its affiliated entities, may enter into cooperation agreements with local municipalities to make an annual payment in lieu of taxes (“PILOT”); and
WHEREAS, the QHA and City entered into a Cooperation Agreement on September 9, 1959, which provided for the construction of public housing within the City and acknowledged the QHA properties were exempt from property taxation; and
WHEREAS, the QHA and City desire to update the Cooperation Agreement to account for the new development, replacement and rehabilitation of low-income housing within the City and maintain the exemption from property taxation; and
WHEREAS, this Cooperation Agreement supersedes and replaces the September 9, 1959, Agreement.
NOW THEREFORE, BE IT RESOLVED that the Mayor and City Clerk be authorized to execute the Agreement for Payment in Lieu of Taxes for Quincy Housing Authority and QHA’s affiliates.
This Resolution shall be in full force and effect from and after its passage, as provided by law.

RESOLUTION
WHEREAS, Quincy police canine Kilo has served the citizens of Quincy for the last 8 years; and
WHEREAS, Quincy police canine Kilo is now 9 1/2 years old and has been showing signs of slowing down; and
WHEREAS, Kilo’s handler, Officer Raymond Tyler, has transferred to dayshift patrol, which is not consistent with canine work; and
WHEREAS, according to Quincy Police Department policy, and Illinois State Statutes, if a retiring canine’s handler is willing to accept all responsibilities associated with the ownership of the retired canine, then the department will, by resolution, seek Council’s approval to donate the canine to its handler; now
THEREFORE BE IT RESOLVED, the Chief of Police recommends to the Mayor and City Council that Quincy police canine Kilo be officially retired and transferred to his handler, Officer Raymond “Mike” Tyler, who is prepared to humanely care for Kilo for the rest of his life.

RESOLUTION
WHEREAS, the Central Services Fund was established as an Internal Services Fund when the new chart of accounts was created in FY 1998; and,
WHEREAS, Internal Services funds are used to pool resources for a specific purpose or to centralize certain services to allocate the cost of the services within the government; and
WHEREAS, the public works provided by Central Services are not charged out to another department, and are subsidized by the General Fund and should be reflected in the General Fund as such; and,
WHEREAS, the city’s auditor, Wade Stables, has made the recommendation to the finance committee on December 9, 2019, that the Central Services Fund should be reclassified with the Garbage and Recycle operations as Enterprise Funds and the other Central Services departments (Forestry, Paint & Sign, Concrete, and Brush Collection) as General Fund departments; and,
WHEREAS, this accounting change would take effect with the budget presented for the fiscal year beginning May 1, 2020, ending April 30, 2021; and,
THEREFORE BE IT RESOLVED, the Mayor and City Council hereby authorize the Comptroller to plan the new fiscal year budget with Garbage and Recycle as Enterprise Funds and to move the remaining Central Services divisions to the General Fund.

RESOLUTION
WHEREAS, the City of Quincy Central Services Department has the distinct responsibility to provide a safe transportation system for the citizens of Quincy; and
WHEREAS, snow and ice control is essential to provide a safe transportation system for the citizens of Quincy; and
WHEREAS, the City of Quincy applied for and is eligible to participate in the Illinois Central Management Services
(CMS) joint procurement process for rock salt; and
WHEREAS, the city’s bid quantity for the 2019/2020 contract is 4,000 tons; and
WHEREAS, the city is obligated to purchase 80% of the bid quantity; and
WHEREAS, the obligated remaining quantity of rock salt is 200 tons; and
WHEREAS, CMS has stated that they have made every effort to secure salt at the best available price for their participants; and
WHEREAS, it is in the best interest of the citizens of Quincy that the Department of Central Services secure adequate salt quantities before supplies become limited; and
WHEREAS, inadequate supplies of salt during snow and ice events may cause a situation that is a detriment to public health and safety; now
THEREFORE BE IT RESOLVED, the Director of Central Services recommends to the Mayor and City Council that the unit price per ton of $69.26 for a requested amount of 200 tons, totaling in the amount of $13,852.00, be accepted.

RESOLUTION
WHEREAS, City-owned garbage trucks are used daily to haul refuse from residences within the City of Quincy to the landfill in LaGrange, Illinois; and,
WHEREAS, the Central Services Department requires the replacement of two (2) 2002 Mack garbage trucks that are in poor physical and mechanical condition; and,
WHEREAS, in October of 2019 the City of Quincy sought Requests for Proposals for the replacement of these garbage trucks; and,
WHEREAS, five (5) proposals were received and the Director of Central Services and Director of Utilities and Engineering have reviewed these proposals and find them to be acceptable; and,
WHEREAS, the proposal from R.N.O.W. Inc., of West Allis, Wisconsin, offers the City the purchase of two (2) 2021 Mack rear loading garbage trucks at the cost of $411,782; and,
WHEREAS, funds for this purchase are available in the current 2019/2020 fiscal year Central Services budget; now,
THEREFORE BE IT RESOLVED, that the Director of Central Services, the Director of Utilities and Engineering and the Central Services Committee recommend to the Mayor and Quincy City Council that the purchase of two (2) 2021 Mack rear loading garbage trucks from R.N.O.W. Inc., of West Allis, Wisconsin, in the amount of $411,782 be approved.

RESOLUTION
WHEREAS, in 2018, Timothy G. Schmitt, Dale H. Wiewel and LeRoy A. Klauser cooperatively financed the construction of an expansion to the City of Quincy’s municipal sewer system along east Broadway near the Hickory Grove Subdivision; and,
WHEREAS, the City of Quincy assumed ownership and operation of this expansion upon its completion; and,
WHEREAS, these individuals have requested that the City enter into a Sewer Extension Reimbursement Agreement that will reimburse them for an amount not exceeding the cost of construction ($231,953.71) or a term of twenty (20) years; and,
WHEREAS, the reimbursements will be paid from the Sewer Fund upon the collection of the sewer connection fees by the City; and,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the City enter into the Sewer Extension Reimbursement Agreement, and the Mayor be authorized to execute the Agreement on behalf of the City of Quincy. Said Sewer Extension Reimbursement
Agreement is attached hereto.
This Resolution shall be in full force and effect from and after its passage, as provided by law.

MOTIONS
Ald. Bergman referred to the Utilities Committee to look at discontinuing the rebate program for water sprinkler.
Motion carried.
Ald. Bergman referred to the Traffic Commission the intersection of 20th and Cherry changing it from a 4-Way Stop to a Two-Way Stop, with 20th being through traffic. Motion carried.
Ald. Bauer referred to the Traffic Commission 20th Street at 20th and Maple to make this a 4-Way Stop. Motion carried.
Ald. Ernst referred to the Street Lights/Right-Of-Way Committee the streetlight that needs repair one half block north of 25th and Cedar. Motion carried.
Ald. Rein referred to the Street Lights/Right-Of-Way Committee for streetlights on Garden Court if feasible. Motion carried.
Ald. Uzelac referred to the Traffic Commission to study the intersection of 7th and Maine to determine the visibility as to whether we may need to remove one spot on the northeast or southeast. Motion carried.
