City of Quincy and Adams County Board 911 Joint ETSB met Dec. 4.

Here is the minutes provided by the board:

7 members present: Joint ETSB Chairman and Quincy Alderman Mike Farha, Quincy Alderman Richie Reis, Quincy Police Chief Rob Copley, Adams County Board Member Ryan Niekamp, Adams County EMS Chief John Simon, Adams County Public Member Duane Venvertloh and Adams County Rural Fire Association Representative Tom Bentley.

2 members absent: Quincy Alderman Jeff Bergman, PSAP Representative John Myers.

Also present: First Assistant States Attorney Todd Eyler, 9-1-1 Director Jessica Douglas, 9-1-1 Systems Administrator John Frankenhoff, 9-1-1 Dispatch Supervisors Josh Howell and John Creech.

Quorum Call. Joint ETSB Chairman Mike Farha called the meeting to order and indicated a quorum was present.

Chairman Farha asked for a motion to move into execution session to discuss personnel matters.

Tom Bentley made a motion to move into executive session to discuss personnel matters. Richie Reis seconded the motion.

Executive session started at 5:20 p.m. Open session was resumed at 5:44 p.m.

9-1-1 Joint ETSB Action Item: 9-1-1 Director Salary and Benefits. Chairman Farha stated that Rob Copley and Ryan Niekamp, members of the Director Search Committee, had met to discuss the 9-1-1 Director position salary and benefits.

Rob Copley recommended a salary of $69,000 for the Director position, retroactive to October 17, 2019.

Ryan Niekamp stated that this figure is based on the job being advertised for a salary range of $68, 000 - $80,000 as approved by the Joint ETSB at the July 17, 2019 meeting and considering Director Douglas’s experience with the center.

The board held discussion on an Employment Agreement drawn up by the Adams County States Attorney’s office containing the salary, benefits and responsibilities based on recommendations from the Director Search Committee. During their discussion, it was determined by the board that the best course of action is to establish a Memorandum of Understanding rather than an Employment Agreement, with the States Attorney’s Office changing the appropriate language.

Rob Copley made a motion to set the salary as recommended for the Director position and establish a Memorandum of Understanding. Ryan Niekamp seconded the motion.

The motion carried with 7 yes, 0 no and 2 absent.

A Memorandum of Understanding will be forthcoming.

9-1-1 Joint ETSB Action Item: Appointment of Assistant Director. Director Douglas stated that she intended to promote Dispatch Supervisor Josh Howell to the position of Assistant Director effective December 8, 2019 and asked for the Joint ETSB’s support in her selection.

John Simon motioned to concur with Director Douglas’s selection. Ryan Niekamp seconded the motion.

The motion carried with 7 yes, 0 no, and 2 absent.

Duane Venvertloh suggested the development of an updated job description for the Assistant Director position, in addition to the Director position in the future.

Meeting Adjournment. Richie Reis made a motion to adjourn the meeting; Ryan Niekamp seconded the motion. The motion carried and the meeting adjourned.
