City of Quincy City Council met December 30

City of Quincy City Council met Dec. 30.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Farha, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 12.

Absent: Ald. Ernst, Sassen. 2.

Ald. Holtschlag moved the absent Aldermen be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held December 23, 2019, were approved as printed on a motion of Ald. Rein. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending The 2019-2020 Fiscal Year Budget. (Increased Expense $175,000 to allow for expenses associated with Downtown Rental Rehab Projects and utilize Unbudgeted Fund balance of $150,000 from TIF #3 Fund 313 to increase the expense line item Infrastructure/Other.)

Ald. Uzelac moved for the adoption of the ordinance, seconded by Ald. Holtschlag, and on the roll call the following vote resulted: Yeas: Ald. Mast, Reis, Awerkamp, Uzelac, Holtschlag, McKiernan, Entrup, Bergman, Bauer, Finney. 10. Nays: Ald. Rein, Farha. 2. Absent. Ald. Sassen, Ernst. 2. The Mayor cast a vote of yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (Allow 13 apartments and four event spaces at 2040 Cherry St., former Dewey School property.)

Ald. Bauer moved the ordinance be read by its title, seconded by Ald. Bergman. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (R1C to R3 to develop apartments on property located at 2435 Maine, former Madison School property.)

Ald. Farha moved the ordinance be read by its title, seconded by Ald. Rein. Motion carried.

The City Clerk read the ordinance by its title.

Ald. Farha moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the

ordinance adopted, seconded by Ald. Rein, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (Allow offices and living units, and also a parking lot on the south side of the building, on property located at 2001 Jefferson.)

Ald. Farha moved the ordinance be read by its title, seconded by Ald. Rein Motion carried.

The City Clerk read the ordinance by its title.

Ald. Farha moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the

ordinance adopted, seconded by Ald. Rein, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Vacating An Alley. (Located in the city block bounded by South 20th, south 21st, Washington and Jefferson.)

Ald. Farha moved the ordinance be read by its title, seconded by Ald. Rein. Motion carried.

The City Clerk read the ordinance by its title.

Ald. Farha moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the

ordinance adopted, seconded by Ald. Rein, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Farha, seconded by Ald. Rein, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

The City Council adjourned at 7:10 p.m. on a motion of Ald. Holtschlag. Motion carried.
