City of Quincy City Council met November 4

City of Quincy City Council met Nov. 4.

Here is the agenda provided by the council:

PETITIONS

Ward 3 By the Festival of Lights, which will be held at Wavering Park from Thanksgiving to New Years, requesting permission to have the left turn lane in front of the entrance to the park be closed to south bound traffic. They are also requesting traffic cones be used to direct northbound traffic into the left turn lane in order to drive north past the park.

Ward 7 By On The Rail, 129 S. 4th, requesting permission to waive Section 111.096 (a) (Consumption and Possession of Alcoholic Liquor on Public Streets, Alleys, and Sidewalks and Lots), Section 111.096 (d) (Permitting open liquor to leave licensed premises) and Section 111.067(a) (Selling outside of Licensed Premises) on May 9, 2020 from noon to 12:00 a.m. for a Summer Kickoff event with proper licenses being obtained. They are also requesting to block the north alley and the north city lot. There will be a fenced in area with only one way in and out. The Police Department approves the request with no recommendation on using the city lot.

REPORT OF THE QUINCY PLAN COMMISSION

Ward 7 The report recommending approval of a zoning change from R3 (Multi-Family Residential) to D5 (Downtown Industrial) for the property at 620 York St., was tabled for one week by Ald. Holtschlag.

RESOLUTIONS

Aeronautics Committee and Airport Director recommending approval of the agreement with Crawford, Murphy and Tilly Inc. for the preliminary engineering design services to rehabilitate Runway 4/22 at the total contract cost of $306,000 with 90% funded by the FAA, 5% by the state and 5% ($15,300) by the City of Quincy.

Aeronautics Committee and Airport Director recommending approval of the agreement with Federal Aviation Administration for a study to determine the impact of of the Runway 4/22 project on the runway’s navigational aids at the total contract cost of $50,258.59 with 90% funded by the FAA, 5% by the state and 5% ($2,512.93) by the City of Quincy.

ORDINANCES

Adoption of an ordinance entitled:

An Ordinance Amending The 2019-2020 Fiscal Year Budget. (Add Census Grant revenues/expenditure $74,000, amend Self-insurance budget for additional premium from Transit due to additional costs $60,000.)

An Ordinance Amending The 2019-2020 Fiscal Year Budget. (Additional revenues to increase General Fund $707,179 and Central Services $70,000.)

ECONOMIC GROWTH PRESENTATION BY MAYOR MOORE

First presentation of an ordinance entitled:

An Ordinance To Establish A Prepared Food And Beverage & Alcohol Beverage Tax.

An Ordinance Amending Chapter 132 (Offenses Against Public Peace) Of The Code Of Ordinances Of Quincy, Illinois Regarding Unauthorized Video Recording In Sensitive Areas)

Ward 5 An Ordinance Vacating Easements. (Located between Lot 26 and Lot 27 of The Estates at Willow Creek 4th Addition Phase II.)
