City of Quincy City Council met Sept. 23.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.
The following members were present:
Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Ernst, Farha, Sassen, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 14.
The minutes of the regular meeting of the City Council held September 16, 2019, were approved as printed on a motion of Ald. Ernst. Motion carried.
Legal Counsel: Corporation Counsel Lonnie Dunn.
The City Clerk presented and read the following:
PETITIONS
By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Blessing Health System from now until 9/24/2020; Illinois Vet Home/Jon Kammerer Guitars from 9/24/19 to 11/11/19. The City Clerk recommends approval of the permits.
Ald. Sassen moved the prayer of the petition be granted. Motion carried.
By The Scoreboard, 234 S. 8th, requesting permission to waive Section 111.067(d) (Permitting open liquor to leave licensed premises) and 111.096(a) (Consumption outside a licensed premises) on September 28th from 9 a.m. to 1 a.m., October 10th from 12:00 p.m. to 10:00 p.m., October 12th from 9:00 a.m. to 9:00 p.m. and October 19th from 9:00 to 1:00 a.m. for various events, in their north and west parking lots. Closed areas will be fenced off with only one way in and out of the building.
Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
By Debbie Bunfill, requesting permission to waive the noise ordinance until 11:00 p.m. for a wedding reception with a band at 1636 Kentucky scheduled for October 5th.
Ald. Sassen moved to table for one week. Motion carried.
Revocable permit for encroachment of City right-of-way by Tieraney Craig, 110 North 6th St., requesting permission to place a sign over City right-of-way at that location. City Engineering presents this request subject to four conditions.
Ald. Uzelac moved the prayer of the petition be granted. Motion carried.
By Nicholas Seibert requesting to close 16th Street from alley to Kentucky on Halloween, October 31st, from 3:00 p.m. to 11:00 p.m. Hansen Spear funeral home has been contacted.
Ald. Farha moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
By Michele Wilkerson Wellness, 601 Maine/104 N. 6th, requesting permission to waive Sections 111.096 (a) Consumption and Possession of Alcoholic Liquor or Beverage on Public Streets, alleys, Sidewalks and Lots and 111.096(d) (Permitting Open liquor to leave licensed premises) on October 11th from 5:00 p.m. to 11:00 p.m. at 6th Street, Maine to Hampshire, for the “Party on the Promenade.”
Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
ANNUAL REPORT OF THE QUINCY POLICE DEPARTMENT
The annual report of the Quincy Police Department for the fiscal year ending April 30, 2019, was ordered received and filed on a motion of Ald. Sassen. Motion carried.
PROCLAMATION
By Mayor Kyle A. Moore proclaiming September 22nd as “American Business Women’s Association Day.” Ald. Sassen moved the proclamation be received and filed. Motion carried.
RESOLUTION
WHEREAS, the Department of Utilities and Engineering recently requested bids for the 2019 Capital Improvements – Asphalt Project; and,
WHEREAS, the following bid was received:
Diamond Construction Company
Quincy, IL $794,130.00
Engineer’s Estimate $851,411.50
WHEREAS, the bid has been reviewed by the Director of Utilities and Engineering and found to be acceptable; and,
WHEREAS, to allow for the uninterrupted progression of the project in the event that changes or modifications are required, an additional 10% over the amount of the bid shall be included in the encumbrance for this project; and,
WHEREAS, funding for this project is available in the 2019/2020 Capital Fund fiscal year budget; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Central Services Committee recommend to the Mayor and City Council that the bid of Diamond Construction Company of Quincy, Illinois, in the amount of $794,130.00 be accepted and that the Mayor be authorized to sign the necessary contract documents.

RESOLUTION
WHEREAS, the City of Quincy is required by the Illinois Environmental Protection Agency (IEPA) to routinely sample and analyze groundwater at Municipal Landfill #4 as part of the routine maintenance and operation permit for the closed landfill; and,
WHEREAS, the City recently sought Requests for Proposals for the analytical testing services for a two (2) year period beginning October 1, 2019, and ending September 30, 2021, with an option to extend the service contract; and,
WHEREAS, four (4) proposals were received and the Director of Utilities and Engineering has reviewed these propos- als and finds them to be acceptable; and,
WHEREAS, a proposal from Eurofins Test America of Savannah, Georgia, meets the requested requirements at the cost of $27,220.50 per year; and,
WHEREAS, funds for this service are available in the 2019/2020 General Fund fiscal year budget; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Central Services Committee recommend to the Mayor and Quincy City Council that the proposal from Eurofins Test America of Savannah, Georgia, at the cost of $27,220.50 per year be accepted.

Adoption of an ordinance entitled: An Ordinance Annexing Surrounded Territory To The City Of Quincy. (3007 N. 12th Street - Northfield Apartments.)
Ald. Entrup moved the adoption of the ordinance, seconded by Ald. Bergman, and on the roll call each of the 14 Aldermen voted yea.
The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.
ORDINANCE
First presentation of an ordinance entitled: An Ordinance Annexing Certain Territory To The City Of Quincy, Adams County, Illinois. (2910, 2912, 2914, 2916, 2918, 2920 North 23rd St. and 2910, 2911, 2912, 2913, 2914, 2915, 2916, 2917, 2918, 2919, 2920 Bankers Way.)
Ald. Ernst moved the ordinance be read by its title, seconded by Ald. Sassen. Motion carried. The City Clerk read the ordinance by its title.

Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 14 Aldermen voted yea. Motion carried.
MOTIONS
Ald. Farha moved to close Prairie Avenue between 20th and Division on October 11th from 4:00 p.m. to 11:00 p.m. for a rescheduled block party due to the weather. Barricades needed. Motion carried.
Ald. Mast referred to the Traffic Commission for additional traffic controls at 24th and Cherry Lane as people are running through the intersection and ending of in yard on the opposite side. Motion carried.
Ald. Bergman moved the City Council adjourn and sit in Executive Session on 5ILCS 120/2(c)(1) to discuss personnel matters of the Open Meetings Act, seconded by Ald. Uzelac, and on a roll call each of the 14 Aldermen voted yea. Motion carried.
CITY COUNCIL RECONVENED
After sitting in Executive Session on Executive/Closed Session to discuss personnel matters 5ILCS 120/2/(c)(1) of the Open Meetings Act, Ald. Ernst moved the City Council reconvene and sit in regular session at 7:55 p.m. Motion carried
The City Council adjourned at 7:56 p.m. on a motion of Ald. Ernst. Motion carried.
