Quincy Police Department issued the following announcement on Sept. 27.
At approximately 1300 hours, Roger Parker, Jr. turned himself in to Quincy Police at the Adams County Sheriff’s Department. We do not know when he will make a court appearance. The investigation continues and more information will be released when available.
