City of Quincy City Council met Aug. 19.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore being absent the meeting was called to order by the City Clerk.

The following members were present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Ernst, Farha, Sassen, Rein, Mast, Reis, Awerkamp, Holtschlag. 13. Absent: Ald. Uzelac. 1.

ALD. FARHA ELECTED TEMPORARY CHAIRMAN

Ald. Rein nominated Ald. Farha for Temporary Chairman.

There being no further nominations, Ald. Rein moved the nominations be closed. Motion carried.

Ald. Rein moved Ald. Farha be declared elected Temporary Chairman. Motion carried.

Ald. Farha took the chair and presided over the meeting.

The minutes of the regular meeting of the City Council held August 12, 2019, were approved as printed on a motion of

Ald. Ernst. Motion carried.

Ald. Holtschlag moved Ald. Uzelac be excused from this meeting. Motion carried. Legal Counsel: Assistant Corporation Counsel Bruce Alford.

The City Clerk presented and read the following:

PETITIONS

By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Blessed Sacrament Parish from now through 9/7/19 and Quincy Notre Dame High School from 8/20/19 through 6/30/20. The City Clerk recommends approval of the permits.

Ald. Sassen moved the prayer of the petition be granted. Motion carried.

By Quincy Senior High School Music Department and Friends Of The Performing Arts requesting permission to hold the 24th annual Octoberfest Marching Band Parade on October 19th at 2:00 p.m. beginning at 33rd and Maine going west on Maine to the QJHS parking lot at 14th and Maine. They also request “No Parking” signs be placed on both sides of Maine, 12th to 33rd, on both sides of Jersey, 14th to 16th, and on the east side of 14th, Maine to Jersey, at the end of the day on Oct. 18th. They request to close 14th, Maine to Jersey, and Jersey, 12th to 16th, for the loading of the buses and if possible, have Maine Street cleaned prior to the event. Barricades requested for intersections of: 12th, 14th, 16th, 18th, 20th, 21st, 22nd, 24th, 25th, 27th, 28th, 30th, and 33rd, for the safety of the bands participating.

Ald. Sassen moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By Kelly’s, 2902 Broadway, requesting permission to have live music outdoor on the patio on August 21st, September 4th and 18th from 7:00 p.m. to 10:00 p.m.

Ald. Ernst moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

Revocable permit application by First Union Congregational Church, 105 N. 12th, requesting permission to install a single set of speed bumps in the alley between 11th and 12th, Maine to Hampshire. Utilities and Engineering Director presents this request subject to three conditions.

Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

Revocable permit application by The People’s Choice Gift Shop, 120 N. 5th, requesting permission to place items for sale on the City sidewalk in front of his business August 29th through September 5th during normal business hours. Utilities and Engineering Director presents this request subject to five conditions.

Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

REPORT OF THE FIRE AND POLICE COMMISSIONERS

The Fire and Police Commissioners making the re-appointment of Police Chief Rob Copley as Chief of the Quincy Police Department pursuant to Section 38.02(a) retroactive as of May 1, 2019, to April 30, 2022.

Ald. Sassen moved the report be received and filed. Motion carried.

REPORT OF THE FIRE AND POLICE COMMISSIONERS

The Fire and Police Commissioners making the re-appointment of Fire Chief Joe Henning as Chief of the Quincy Fire Department pursuant to Section 37.02(a) retroactive as of May 1, 2019, to April 30, 2022.

Ald. Ernst moved the report be received and filed. Motion carried.

MAYOR’S APPOINTMENT

By Mayor Kyle A. Moore making the appointment of Cheryl Predmore to Quincy Public Library Board of Trustees. Ald. Ernst moved the appointment be confirmed. Motion carried.

RESOLUTION

WHEREAS, The City of Quincy, Quincy Transit Lines, owns and operates a fleet of 16 buses; and

WHEREAS, the City of Quincy, Quincy Transit Lines, receives buses from the State of Illinois at no cost to the City; and

WHEREAS, the Quincy Transit Lines is mandated to maintain and repair these buses by the Illinois Department of Transportation; and

WHEREAS, bus 1604 a 2016 Ford Super Medium Duty bus has Engine failure; and

WHEREAS, the warranty on the engine has expired

WHEREAS, Gem City Ford, Quincy, is the sole source for engines for this vehicle

WHEREAS, Gem City Ford has quoted a cost of $12,000 for this engine repair, now

THEREFORE BE IT RESOLVED, the Transportation Director recommends to the Mayor and City Council that Gem

City Ford be hired to complete this repair.

Ald. Rein moved for the adoption of the resolution, seconded by Ald. Sassen, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy recently advertised for bids for dumpster services at the Airport, Water Treatment Plant and Waste Water Treatment Plant; and,

WHEREAS, the following bids were received: Republic Services

Quincy, Illinois $8,090.00 

Area Disposal

Peoria, Illinois $7,164.00

WHEREAS, the bids have been reviewed by the Director of Utilities and Engineering and found to be acceptable; and, 

WHEREAS, funds for this service are available in the 2019/2020 fiscal year budget; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the low bid from Area Disposal of Peoria, Illinois, in the amount of $7,164.00 be accepted and that the Mayor be authorized to sign the necessary contract documents.

RESOLUTION

WHEREAS, the City of Quincy is committed to improving the quality of life of its residents and elimination of blight;

and

WHEREAS, the City of Quincy has established a program to address unsafe and dangerous buildings; and 

WHEREAS, the Department of Planning and Development annually prepares a list of unsafe properties, and seeks authorization to demolish, repair, enclose and/or remediate, pursuant to City of Quincy Ordinance 9196; and

WHEREAS, the Director of Inspection & Enforcement has reviewed building conditions of twelve (12) substandard structures and determined that said structures constitute a hazard to the public health, safety and welfare; and 

WHEREAS, the Department of Planning and Development proposes a new list of dangerous and unsafe properties for 2019.

NOW, THEREFORE, BE IT RESOLVED as follows:

That the Department of Planning and Development shall take all necessary action, including commencing of proceed- ings under Division 21 (Unsafe Property) of Article XI (Corporate Powers and Functions) of the Illinois Municipal Code (65 ILCS 5/1-1-1 et. Seq) to demolish, repair, enclose or remediate the list of buildings, attached as “Resolution Exhibit 1”.

This Resolution shall be in full force and effect from and after its passage, as provided by law.

PASSED BY THE CITY COUNCIL OF THE CITY OF QUINCY, ADAMS COUNTY, ILLINOIS, IN REGULAR AND PUBLIC SESSION THIS 19TH DAY OF AUGUST, 2019.

Ald. Bergman moved for the adoption of the resolution, seconded by Ald. Entrup, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

RESOLUTION

WHEREAS, the Quincy Police Department is in need of duty bag locker storage at the new police department; and

WHEREAS, in the main hall of the new police department there are two sections recessed into the wall for duty bag lockers to be installed; and

WHEREAS, the Quincy Police Department applied for the 2017 JAG grant to pay for the duty bag lockers; and

WHEREAS, the grant for the duty bag lockers was approved and the Quincy Police Department was granted $7,500 for this purchase; and

WHEREAS, the Quincy Police Department went out on request for proposals and received the following proposals; and

Bradford Systems $12,650.00

Locker & Storage 

Systems, INC $ 8,970.00

WHEREAS, the Quincy Police Department would like to purchase the duty bag lockers from Locker & Storage Systems, INC, in the amount of $8,970.00; and

WHEREAS, $7,500 will be paid by the JAG grant with the remaining $1,470.00 coming out of budgeted funds; now

THEREFORE BE IT RESOLVED, the Chief of Police recommends to the Mayor and City Council that $8,970.00 be paid to Locker & Storage, INC, for the cost of the duty bag locker storage.

RESOLUTION

WHEREAS, the City of Quincy annually applies for the Justice Authority Grants (JAG); and

WHEREAS, there is a requirement that a resolution be adopted allowing for the application of the JAG grants, and 

WHEREAS, the grant must be shared with the Adams County Sheriff’s Department; and

WHEREAS, the Quincy Police Department and the Adams County Sheriff’s Department jointly agreed that the Quincy

Police Department will act as administrator of the JAG grant; and

WHEREAS, the $16,101.00 grant will be shared equally with the Adams County Sheriff’s Department; now THEREFORE BE IT RESOLVED, the Chief of Police recommends to the Mayor and City Council that the Police

Department be granted authority to apply for the Justice Authority Grant. Robert Copley

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending Chapter 44 (Purchasing And Bidding) Of The Municipal Code Of The City Of Quincy (2015), As Amended. (Purchasing Manual)

REQUEST TO SPEAK

Written request to speak under suspended rules by Jeff Kerkhoff, 1221 Spruce, on the proposed purchasing manual per ordinance.

Ald. Rein moved the rules be suspended at this time to hear from Mr. Kerkhoff. Motion carried.

Jeff Kerkhoff, 1221 Spruce, spoke concerning the change in the amount that needs City Council approval. He gave two different examples of alternative increases by phasing the change over five years or eight years. He had a handout explaining his plans for the City Council.

Ald. Ernst moved the rules be resumed. Motion carried.

Ald. Holtschlag moved the adoption of the ordinance, seconded by Ald. Entrup, and on a roll call the following vote resulted: Yeas: Ald. Holtschlag, McKiernan, Entrup, Bergman, Finney, Ernst, Farha, Rein, Mast, Reis, Awerkamp. 11. Nays: Ald. Bauer, Sassen. 2. Absent: Ald. Uzelac. 1.

The Temporary Chair, Honorable Mike Farha, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending The District Map Which Is Made a Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (R1C to C2, 2330 Spring St.)

Ald. Sassen moved the adoption of the ordinance, seconded by Ald. Ernst, and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Temporary Chair, Honorable Mike Farha, declared the motion carried and the ordinance adopted.

Adoption of an ordinance entitled: An Ordinance Amending The District Map Which Is Made a Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (R1C and C1A to C1B, 1335 S. 12th.)

Ald. Reis moved the adoption of the ordinance, seconded by Ald. Awerkamp, and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Temporary Chair, Honorable Mike Farha, declared the motion carried and the ordinance adopted.

ORDINANCE

Second presentation of an ordinance entitled: An Ordinance Of The City Of Quincy, Adams County, Illinois, Providing For The Issuance Of Not To Exceed $25,000,000 General Obligation Bonds, In One Or More Series, Providing The Details Of Such Bonds And For A Levy Of Taxes To Pay The Principal Of And Interest On Such Bonds, And Related Matters, Including The Method Of Sale Of Such Bonds.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending Title XI( Business Regulations) Of Chapter 111 (Alcohol Liquor Dealer) And Chapter 112 (Amusements) Of The Municipal Code Of The City Of Quincy of 2015. (Live Music)

Ald. Holtschlag moved the ordinance be read by its title, seconded by Ald. Awerkamp. Motion carried. The City Clerk read the ordinance by its title.

MOTION

Ald. Reis moved to close South 9th, VanBuren to Jackson, on August 22nd from 4:00 p.m. to 10:00 p.m. for the Blue/ Gold soccer scrimmage. Barricades are needed. Motion carried.

The City Council adjourned at 7:31 p.m. on a motion of Ald. Ernst. Motion carried.
