The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.
The following members were present:

Ald. Farha moved Ald. Sassen be excused from this meeting. Motion carried.
The minutes of the regular meeting of the City Council held August 5, 2019, and the Town Business minutes of July 8, 2019, were approved as printed on a motion of Ald. Finney. Motion carried.

Resolution
A resolution Stating The Quincy Township Board Support Of Extending The Term Of The City Of Quincy’s Central Business District West Tax Increment Financing (TIF) Redevelopment Project.
Ald. Bauer moved to table the resolution indefinitely, seconded by Ald. Uzelac. Motion carried. The meeting resumed its sitting as a City Council on motion of Ald. Entrup.
PETITIONS
By On The Rail, 129 S. 4th, requesting to have live music in the outdoor enclosed eating area on August 17th from 7:00 p.m. to 10:00 p.m. Live Entertainment/Public Gathering license application was approved by the Quincy Police Department.
Ald. Uzelac moved the prayer of the petition be denied, seconded by Ald. Holtschlag. Motion carried.
By Wright’s Auto & Tractor Parts requesting consideration for a one-lot subdivision of property located at 2124 North 24th, to be known as Wright’s Subdivision, under the “small tracts” provision of the subdivision ordinance presently zoned M1.
Ald. Ernst moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.
By the 2nd Annual Brett Miller Memorial requesting permission to have a 5k race on October 5th in the Wavering/ Moorman park including one lane of 39th St. (possibly both directions), and one lane into Abbey Ridge subdivision.
Ald. Ernst moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
BANK STATEMENTS OF CONDITION
The bank statements of condition of the Town & Country Bank Midwest, State Street Bank and First Bankers Trust as of March 31, 2019 were ordered received and filed on a motion of Ald. Farha. Motion carried.
SALES TAX REPORT
The report of the Illinois Department of Revenue showing sales tax collected for the month of May, 2019 in the amount of $882,019.14 was ordered received and filed on a motion of Ald. Farha. Motion carried.
HOME RULE SALES TAX REPORT
The report of the city’s 1-1/2% home rule sales tax collected for the month of May, 2019 in the amount of $822,735.48 was ordered received and filed on a motion of Ald. Farha. Motion carried.
MAYOR’S RE-APPOINTMENT
By Mayor Kyle A. Moore making the re-appointment of Bob Klingele to the Quincy Housing Authority Board. Ald. Farha moved the appointment be confirmed. Motion carried.
PROCLAMATION
By Kyle A. Moore proclaiming the first week of September as “National Payroll Week.” Ald. Holtschlag moved the proclamation be received and filed. Motion carried.
RESOLUTION
WHEREAS, the City of Quincy adopted the Quincy Next Strategic Plan in March 2018; and
WHEREAS, the Strategic Plan recognizes the importance of connecting to major transportation corridors and convert- ing 3rd Street to a major north-south arterial linking U.S. 24 and the C-KC Expressway on the north to Illinois Route 57 on the south side of Quincy; and
WHEREAS, Illinois Route 57 is a dangerous, narrow, two-lane highway with numerous industrial driveways that carries significant local traffic, commuting traffic and regional truck traffic between Interstate 172, Interstate 72, the South Quincy Industrial District, Downtown Quincy, and the Mississippi River bridges; and
WHEREAS, the growth of Quincy and the west-central Illinois region depends upon providing adequate transportation infrastructure and safe, modern highway access to the South Quincy Industrial District along Illinois Route 57; and
WHEREAS, modernizing Illinois Route 57 from Illinois Route 104 to 1-172/72 to a four-lane highway is critical to the economic well-being of the City and region,
NOW THEREFORE, BE IT RESOLVED, that the Quincy City Council supports the modernization of Illinois Route 57 and that the improvements be included in the State of Illinois Infrastructure Initiative.
This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED this 12th day of August, 2019.

RESOLUTION
WHEREAS, the provision of public transportation service is essential to the people of Illinois; and
WHEREAS, the Downstate Public Transportation Act (30 ILCS 740/2-1 et seq.) (“Act”) authorizes the State of Illinois, acting by and through the Illinois Department of Transportation, to provide grants and make funds available to assist in the development and operation of public transportation systems, and
WHEREAS, grants for said funds will impose certain obligations upon the recipient, including provision by it of the local share of funds necessary to cover costs not covered by funds provided under the Downstate Public Transportation Act.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF QUINCY.
Section 1. That the CITY OF QUINCY enter into a Downstate Public Transportation Operating Assistance Agreement (“Agreement”) with the State of Illinois and amend such Agreement, if necessary, for fiscal year 2020 in order to obtain grant assistance under the provisions of the Act.
Section 2. That the MAYOR of the CITY OF QUINCY is hereby authorized and directed to execute the Agreement or its amendment(s) on behalf of the CITY OF QUINCY for such assistance for fiscal year 2020.
Section 3. That the MAYOR of the CITY OF QUINCY is hereby authorized to provide such information and file such documents as may be required to perform the Agreement and to request and receive the grant funding for fiscal year 2020. Section 4. That while participating in said operating assistance program the CITY OF QUINCY shall provide all required local matching funds.

RESOLUTION

WHEREAS, 49 U.S.C. § 5311 (“Section 5311”) makes funds available to the State of Illinois to help offset certain operating deficits and administrative expenses of a system providing public transit service in non-urbanized areas; and
WHEREAS, the State of Illinois, acting by and through the Illinois Department of Transportation, is authorized by 30 ILCS 740/3-1 et seq. to provide the Section 5311 grant; and
WHEREAS, grants for said funds will impose certain obligations upon the recipient, including the provision by it of the local share of funds necessary to cover costs not covered by fund provided under Section 5311.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE CITY OF QUINCY.
Section 1. That an application be made to the Office of Intermodal Project Implementation, Department of Transportation, State of Illinois, for a financial assistance grant under Section 5311 for fiscal year 2020 for the purpose of off-setting a portion of the Public Transportation Program operating deficits of City of Quincy.
Section 2. That while participating in said operating assistance program the City of Quincy will provide all required local matching funds.
Section 3. That the Mayor is hereby authorized and directed to execute and file on behalf of City of Quincy such application.
Section 4. That the Mayor is authorized to furnish such additional information as may be required by the Office of Intermodal Project Implementation and the Federal Transit Administration in connection with the aforesaid application for said grant.
Section 5. That the Mayor is hereby authorized and directed to execute and file on behalf of City of Quincy Section 5311 Grant Agreement
(“Agreement”) with the Illinois Department of Transportation, and amend such Agreement, if necessary, in order to obtain grant assistance under the provisions of Section 5311 for fiscal year 2020.
Section 6. That the Mayor is hereby authorized to provide such information and to file such documents as may be required to perform the Agreement and to receive the grant for fiscal year 2020.

WHEREAS, professional laboratory services are required to assist with routine anlytical testing for the Industrial Pretreatment Program at the Waste Water Treatment Plant; and,
WHEREAS, the City of Quincy has received an invoice from PDC Laboratories Inc., of Peoria, Illinois, in the amount of $4,416.50 for analytical testing services; and,
WHEREAS, funding for this service is available in the 2019/2020 fiscal year budget; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and City Council that the invoice from PDC Laboratories Inc., of Peoria, Illinois, in the amount of $3,416.50 be approved for payment.

RESOLUTION
WHEREAS, the Department of Utilities and Engineering recently requested bids to furnish one (1) light duty and two (2) medium duty pick-up trucks to replace aging trucks in the Water and Sewer Departments; and,
WHEREAS, one (1) bid was received; and,
WHEREAS, the bid from Gem City Ford of Quincy offers the purchase of two (2) 2019 Ford F-350 pick-up trucks at the cost of $36,534.00 per vehicle and one (1) 2020 Ford F-150 at the cost of $25,145.00; and,
WHEREAS, the bid has been reviewed by the Director of Utilities and Engineering and found to be acceptable; and,
WHEREAS, funds for these vehicles are available in the 2019/2020 fiscal year Vehicle Replacement Fund and Water Fund budgets; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom- mend to the Mayor and Quincy City Council that the purchase of two (2) Ford F-350 pick-up trucks and one (1) Ford F-150 pick-up truck from Gem City Ford of Quincy, Illinois, in the amount totaling $98,213.00 be approved.

RESOLUTION
WHEREAS, the Quincy Police Department is in need to send Officer Hummel to training to become a certified traffic reconstructionist; and
WHEREAS, the Northwestern University Center for Public Safety (NUCPS) has training that will certify Officer Hummel as an reconstructionist; and
WHEREAS, to become certified Officer Hummel will have to take Traffic Crash One, Traffic Crash Two, Vehicle Dynamics, Traffic Crash Reconstruction One, and Traffic Crash Reconstruction Two; and
WHEREAS, the total cost for the training from NUCPS is $5,500.00; and
WHEREAS, Traffic Crash One is online and Officer Hummel has already started the training; and
WHEREAS, of the $5,500.00, $1,200.00 has already been paid; and
WHEREAS, the remainder of the classes are in a classroom at NUCPS from 09/23/19 to 11/01/19; and
WHEREAS, no operational budget funds will be used for this training; and
WHEREAS, DUI funds from DUI fines/fees will be used for this purchase; and
WHEREAS, the remaining cost of the training is $3,300.00; now
THEREFORE BE IT RESOLVED, the Chief of Police recommends to the Mayor and City Council that the Police Department be granted authority to purchase training in the amount of $3,300.00 from Northwestern University Center for Public Safety of Evanston, Illinois.

Ald. Finney moved the rules be suspended at this time to hear from the above individual. Motion carried.
Rocky Murry, 210 Maiden Lane, stated he challenges the Board to fund the Police and Fire Pensions without raising taxes. He stated the State of Illinois has to understand people can’t keep paying the increases of taxes and fees. He stated the State of Illinois is the 9th worst State to retire in. He doesn’t want to leave Quincy but his fixed income has not increased as the taxes and fees have. He reminded the Board needs to look at the State and look at Quincy and what this is doing to our town.
Ald. Ernst moved the rules be resumed. Motion carried.
