City of Quincy and Adams County Joint Emergency Telephone System Board met May 29.

9 members present: Joint ETSB Chairman and Quincy Alderman Mike Farha, Adams County Board Member Ryan Niekamp Quincy Alderman Jeff Bergman, Quincy Alderman Richie Reis, Quincy Police Chief Rob Copley, Adams County EMS Chief John Simon, Adams County Rural Fire Association Representative Tom Bentley, PSAP Representative John Myers, Adams County Public Member Sue Hester.
0 members absent.
Also present: States Attorney Gary Farha, First Assistant States Attorney Todd Eyler, Attorney Chris Schuering, Quincy Alderman Tom Ernst, 9-1-1 Director Steve Rowlands, 9-1-1 Assistant Director Jessica Douglas, 9-1-1 Systems Administrator John Frankenhoff, 9-1-1 Dispatch Supervisors John Creech and Josh Howell.
Quorum Call. Chairman Mike Farha called the meeting to order and indicated a quorum was present.
Ryan Niekamp made a motion to approve the minutes of the May 8, 2019 special meeting and John Myers seconded the motion. The motion carried and the minutes were approved as distributed with no changes.
Chairman Farha stated that the purpose of the special meeting was to discuss a Memorandum of Understanding regarding 9-1-1 Director Steve Rowlands. He asked Attorney Chris Schuering if he agreed that the document was correct. Chris Schuering stated that it was. Chairman Farha asked States Attorney Gary Farha if he agreed that the document was correct. Gary Farha stated that it had been approved by the Executive Committee of the County Board.
Chairman Farha asked for a motion to move into executive session to discuss personnel matters.
Ryan Niekamp made a motion to move into executive session for the purpose of discussing personnel matters. Jeff Bergman seconded the motion. The motion carried and the Joint ETSB moved into executive session.
Executive session started at 5:14 p.m.
Open session was resumed at 5:59 p.m.
Memorandum of Understanding. Chairman Farha asked for a motion to approve the Memorandum of Understanding regarding Director Rowlands.
Ryan Niekamp made a motion to approve the Memorandum of Understanding. John Myers seconded the motion. The motion carried with 8 yes and 1 no (Jeff Bergman).
Next Meeting. The next quarterly meeting of the Joint ETSB is scheduled for Wednesday, July 17, 2019 at 5:15 p.m.
Meeting Adjournment. Richie Reis made a motion to adjourn the meeting. Jeff Bergman seconded the motion. The motion carried and the meeting was adjourned.
