City of Quincy City Council met May 6.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were present:

Ald. Goehl, Entrup, Bergman, Bauer, Finney, Ernst, Farha, Sassen, Rein, Reis, Awerkamp, Uzelac, Holtschlag. 13. Vacancy: 5th Ward. 1.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

PETITIONS

By On The Rail, 129 S. 4th, requesting to have live music in the beer garden on Saturday, May 11th and May 18th from 7:00 p.m. to 11:00 p.m.

Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By Chicks On The River, 236 N. Front, requesting permission to waive (Permitting open liquor to leave licensed premises) and Section 111.067(a) (Selling outside of Licensed Premises), on May 18th from 9:00 a.m. to 10:00 p.m. for “Save the Bay” and “Bridge the Gap” event on the lot adjacent to the south, with proper licenses being obtained. There will be a fenced in area with only one way in and out.

Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By St. James Lutheran School, requesting permission to have a 5K Fun Run on June 29th from 8:00 a.m. to 10:00 a.m. The run will begin at 16th & Madison, heading south to Jackson St., west to 12th St., South to Harrison St., west to South Park entrance, through South Park, back to 12th & Harrison, north to Jackson St., east to 17th St., north to Madison, then west to 16th. They request Auxiliary assistance at 12th & Jackson, 12th & Harrison and the entrance of South Park. Barricades needed.

Ald. Reis moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By Quincy Gems Baseball/Fireworks Authority Inc. requesting permission to hold a fireworks display on May 31st, July 2nd, July 3rd and July 20th at Q-Stadium after the ballgame. The Quincy Fire Department has given their approval.

Ald. Bauer moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By the Quincy Vo-tech Center requesting to have 5 semi trucks park on Van Buren St. between 8th and 9th for a “Big Truck Day” at Denman K-1 formally Berrian on May 17th from 8:30 a.m. - 11:30 a.m. Barricades are needed to block both ends of the street.

Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

REPORTS OF THE PLAN COMMISSION

The report recommending approval of an ordinance granting a special permit for a planned development for properties at 2032 and 2034 Broadway as requested, subject to the five conditions, was tabled for one week by Ald. Farha.

Requests to Speak

Written requests to speak under suspended rules by Don Crim, 2069 Vermont, Mary Schoenekase, 2735 N. 16th, Jean Murray, 2046 Broadway, J. Michael Haubrich, 1800 Maine, and Bill Stowell, 2026 Vermont, regarding the planned development at 2032-34 Broadway.

Rules Suspended

Ald. Farha moved the rules be suspended at this time to hear from the above individuals. Motion carried.

Don Crim, 2069 Vermont, presented the City Council with a petition signed by 41 people in the neighborhood opposing the Special Use Permit for a Planned Development at 2032 and 2034 Broadway for commercial uses allowed in the C1A and C1B Districts. He challenged those decisions of not following plan use that have been established plan use in our neighborhood and others. He asked the new Aldermen seated tonight be given a chance to review the established Plan Use and staff resources and community input before making a decision.

Mary Schoenekase, 2735 N. 16th, supports the planned development the Plan Commission has recommended. It would be economically feasible. It has been 50 years and no one has asked to build a residential home at this location. It is the land value not the value of homes that makes this feasible. It is along Broadway that has constant traffic making it not the best for a residential home. She also stated she had a personal interest in this development.

Jean Murray, 2046 Broadway, stated she had walked down along this area from 18th to 24th and Broadway and found it not to be attractive. That spot zoning being allowed would not be good. The neighbors do not need a strip mall here. She suggested an apartment building would be more suitable. She asked the council to walk through this neighborhood before voting on it. Please keep it residential.

J. Michael Haubrich, 1800 Maine, stated he did not feel you could build a home to rent because of traffic. He stated they looked at a lot of options and feel this planned development is the best option. He asked the council to pass this.

Bill Stowell, 2026 Vermont, stated he is not opposed to this development and he is pro change for the simple reason that it would add revenue to the city in the form of increased real estate taxes.

Ald. Farha moved the rules be resumed. Motion carried.

Ald. Rein moved the petition be received and filed. Motion carried.

Ald. Bergman moved the report be received and concurred in. Motion carried.

PUBLIC FORUM

Jeff Kerkhoff, 1221 Spruce, on the 102nd Birthday of John F. Kennedy plus related topics. He had a handout for the City Council.

Joseph Principe, 517 N. 27th, on the legacy of Willard “Irene” Kaufman and the status of marginalized people in Quincy.

PROCLAMATION

By Kyle A. Moore proclaiming the week of May 5th through May 11th as “Municipal Clerks Week.” Ald. Holtschlag moved the proclamation be received and filed. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy is the owner and operator of the Quincy Regional Airport: and

WHEREAS, the City of Quincy is responsible for the maintenance of the airport and its facilities to the standards nec- essary for their tenants to do business; and

WHEREAS, SkyWest Airlines, operated by United, began operating flights originating out of Quincy Regional Airport; and

WHEREAS, to provide such services, modifications to terminal facilities were required; and

WHEREAS, Brinkman Plumbing provided required plumbing services to the Quincy Regional Airport to extend a water line at a cost of $4,324.47.

NOW, THEREFORE BE IT RESOLVED, THAT THE Aeronautics Committee and the Airport Director recommend to the Mayor and City Council that the invoice from Brinkman Plumbing in the amount of $4,324.47 be approved for payment.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Reis, and on the roll call the following vote resulted: Yeas: Ald. Entrup, Bergman, Bauer, Finney, Sassen, Rein, Reis, Awerkamp, Uzelac, Holtschlag, Goehl. 11. Nays: Ald. Ernst, Farha. 2. Vacancy: 1. Motion carried.

RESOLUTION

The resolution recommending approval of the proposed contract of Crawford, Murphy and Tilly for services related to the Passenger Facility Charges Program at Quincy Regional Airport.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Reis.

Ald. Bauer made a substitute motion to table this resolution for two weeks, seconded by Ald. Reis. Motion carried.

RESOLUTION

WHEREAS, the Central Garage Fund has budgeted for postage revenue and postage expenses for all city wide postage billed through the city hall postage machine; and,

WHEREAS, the postage expense is tracked daily and billed monthly to each appropriate fund/department based on usage; and,

WHEREAS, the budget for city wide postage is $37,500 for the current fiscal year (Central Garage account 601-3115-403-41-01); and,

WHEREAS, the city hall postage machine is leased through MailFinance Inc., and all postage refills must be purchased through the United States Postal Service; and,

THEREFORE BE IT RESOLVED, the Director of Central Services, the Purchasing Agent, and the City Comptroller recommend to the Mayor and City Council to proceed with authorizing the purchase of metered postage from the United States Postal Service in the amount of $37,500.

Ald. Sassen moved for the adoption of the resolution, seconded by Ald. Entrup, and on the roll call each of the 13 Aldermen voted yea with 1 vacancy. Motion carried.

ORDINANCE

The Ordinance entitled: The Ordinance Amending Article II (Hotel Operators Tax) Of Chapter 45 Of The Municipal Code Of The City Of Quincy. (Includes homestay, private room, vacation rental), which was up for adoption, was tabled for one week by Ald. Farha.

Ald. Entrup moved to amend the ordinance in Chapter 45, Section 45.019 adding the following: and all other chapters of the Municipal Code of the City of Quincy; and (D) Properties zoned single family residential, must also have an Unrelated Adult Housing License and follow the Unrelated Adult Housing Ordinance if the property is to be rented to more than two (2) unrelated adults in one rental, seconded by Ald. Sassen. Motion carried.

Ald. Entrup moved the adoption of the ordinance, as amended, seconded by Ald. Bergman and on a roll call the following vote resulted: Yeas: Ald. Bauer, Finney, Sassen, Reis, Awerkamp, Uzelac, Holtschlag, Goehl, Entrup, Bergman. 10. Nays: Ald. Ernst, Farha, Rein. 3. Vacancy. 1.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted, as amended.

ORDINANCE

First reading of an ordinance entitled: The Ordinance Granting A Special Use Permit For a Planned Development. (2032, 2034 Broadway, commercial uses allowed in the C1A District and the C1B District.), up for a first reading, was tabled for one week by Ald. Farha.

Ald. Bergman moved the ordinance be read by its title, seconded by Ald. Entrup. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (229 N. 48th, allow sale of alcoholic beverages on premises.)

Ald. Ernst moved the ordinance be read by its title, seconded by Ald. Finney. Motion carried. The City Clerk read the ordinance by its title.

Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 vacancy. Motion carried.

MOTIONS

Ald. Bergman referred to the Traffic Commission the possibility of “2 Hour” parking, Monday through Friday, from 8:00 a.m. to 5:00 p.m. in front of 633 N. 12th. Motion carried.

Ald. Reis referred to the Engineering Department to look at the Stone Arch Bridge on South 8th Street. Motion carried. The City Council adjourned at 7:50 p.m. on a motion of Ald. Ernst. Motion carried.
