City of Quincy City Council met March 4.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were present:

Ald. Entrup, Bergman, Bauer, Ernst, Havermale, Farha, Sassen, Rein, Lepper, VanCamp, Reis, Heinecke, Holtschlag. 13.

Absent: Ald. Goehl. 1.

Ald. Sassen moved Ald. Goehl be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held February 25, 2019, were approved on a motion of Ald. Havermale. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

PETITIONS

The petition from On The Rail, 129 S. 4th, requesting permission to waive Section 111.096 (a) (Consumption and Possession of Alcoholic Liquor on Public Streets, Alleys, and Sidewalks and Lots), Section 111.096 (d) (Permitting open liquor to leave licensed premises) and Section 111.067(a) (Selling outside of Licensed Premises) on May 25th, June 17th and August 20th from 7:00 p.m. to midnight with proper licenses being obtained. They are also requesting to block the north alley and the north grassy lot. There will be a fenced in area with only one way in and out. Quincy Police Department approves with certain recommendations, was tabled for two weeks by Ald. Heinecke. The petitioner has changed the dates to June 1st and July 13th. The Police Department approves the date changes, but the remaining portion of the original recommendation remains the same.

Ald. Heinecke moved the prayer of the petition be granted and the proper authorities notified.

Ald. Heinecke moved to amend the motion to include the city- owned lot to the north, seconded by Ald. Holtschlag, and on the roll call the following vote resulted: Yeas: Ald. Sassen, Lepper, VanCamp, Reis, Heinecke, Holtschlag, Entrup, Bergman, Bauer, Ernst. 10. Nays: Ald. Farha, Rein, Havermale. 3. Absent: Ald. Goehl. 1. Motion carried.

Ald. Heinecke moved the prayer of the petition be granted and the proper authorities notified, as amended, seconded by Ald. Holtschlag. Motion carried.

By the Quincy Humane Society requesting permission to conduct a raffle and have the bond requirement waived from now through 3/30/19. The City Clerk recommends approval of the permit.

Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

By Quincy Senior High School requesting permission to hold their “Dream Big in Color” 5K run on April 27th starting at 8:30 a.m. beginning at QHS, west on Maine to 14th, south to Jersey, east to 22nd, south to Aldo east to 23rd and north to Maine looping back to QHS. Final end time, including clean up, will be noon with streets being available by 10:30 a.m. At six designated spots throughout the route, biodegradable powder will be tossed on individuals as they run past.

Ald. Sassen moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By the Quincy Breakfast Optimist Club requesting permission to close 18th St. from Koch’s Lane to Seminary Rd. from 8:00 a.m. June 14th to 7:00 p.m. on June 15th for the Soap Box Derby. They request barricades and “Road Closed to Through Traffic” signs at 18th and Koch’s Lane, 18th Seminary Rd., the intersection of Hollister Whitney Blvd. and Quintron Way and by the south entrance to Tom Awerkamp Bridge. Barricades needed at Hollister Whitney Blvd. and Quintron Way and the intersection of Quintron Way and Schneidman Dr. “No Parking” signs are needed along the east side of Schneidman Dr. from Hollister Whitney Blvd. to Quintron Way.

Request to Speak

Written request to speak under suspended rules by Ray Wilson, race director, regarding the Quincy Soap Box Derby.

Rules Suspended

Ald. Sassen moved the rules be suspended at this time to hear from the above individual. Motion carried.

Ray Wilson was not present.

Ald. Havermale moved the rules be resumed. Motion carried.

Ald. Ernst moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

REPORT OF PLAN COMMISSION

Recommending approval of a zoning change from RU1 (Rural) to C2 (Commercial) for the property at 4827 State St.

Requests to Speak

Written requests to speak under suspended rules by Gerald Timmerwilke, 226 N. 6th, Gabriel McClean, 2708 Northern Cross and Tom Deters, 6614 State Street, on zoning request for property located at 4827 State Street.

Rules Suspended

Ald. Rein moved the rules be suspended at this time to hear from the above individuals. Motion carried.

Gerald Timmerwilke, 226 N. 6th, representing Quincy Land Developers, LLC, gave justification on having a restaurant and a micro-brewery. He stated the petitioner was willing to work with the City and asked for the City Council’s support. Gabriel McClean, 2708 Northern Cross, owner of the business, showed his plan by using a drawing of the land/layout.

Tom Deters, 6614 State Street, stated he endorses the McClean family on this project.

Ald. Rein moved the rules be resumed. Motion carried.

Ald. Lepper moved the report be received and concurred in and an ordinance drafted. Motion carried.

MONTHLY REPORTS

The monthly reports of the City Clerk, the City Treasurer and the City Comptroller for the month of February, 2019, and the Recycling Division, the Street & Paint Division and the Quincy Police Department for the month of January, 2019, were ordered received and filed on a motion of Ald. Farha. Motion carried.

PUBLIC FORUM

Alan C. VanDeBoe, 1648 South 47th, spoke on garbage and recycling, concurring with City recycle opt-in and trash in covered containers, that was released in the Public News Release today.

Laura Sievert, 2214 Vermont, spoke on the Quincy Public Library as a community asset.

Jeff Kerkhoff, 1221 Spruce, spoke on the 134th Anniversary of the First Inaugural address of President Grover Cleveland. He had a handout for the City Council.

Joseph Principe, 517 N. 27th, spoke on the Complex and Cabaret nightclubs and special treatment.

NOTICE OF PREHEARING CONFERENCE

Notice of Prehearing Conference by the Illinois Commerce Commission on its own motion vs. Northern Illinois Gas Co. d/b/a Nicor Gas Co. on reconciliation of revenues collected under coal tar riders with prudent costs associated with coal tar cleanup expenditures in the office of the Commission, Chicago, IL on March 11th at 11:00 a.m.

Ald. Havermale moved the notice be referred to the Legal Department. Motion carried.

MAYOR’S APPOINTMENT

By Mayor Kyle A. Moore making the appointment of Jeff Mays to the Plan Commission. Ald. Sassen moved the appointment be confirmed. Motion carried.

RESOLUTION

WHEREAS, the Information Technology Department is charged with maintaining the City of Quincy Geographical Information System (GIS); and

WHEREAS, keeping the software under maintenance is critical for the continuous updating and development of the City of Quincy GIS system used by numerous city departments; and

WHEREAS, the annual software maintenance for the ESRI ArcGIS and ArcInfo software licenses is due at a cost of $4,800; now

WHEREAS, the Information Technology Department, the Planning & Development and Engineering Department have budgeted for this annual maintenance expense; now

THEREFORE BE IT RESOLVED, the Technology Committee and the Director of Information Technology recommend to the Mayor and City Council that the normal bidding requirements be waived and the quote from ESRI in the amount of $4,800 be accepted.

Ald. Lepper moved for the adoption of the resolution, seconded by Ald. Rein, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending Chapter 91 (Streets And Sidewalks) Of The Municipal Code Of The City Of Quincy (2015). (Restrictions of placing a dumpster on city right-of-way.)

Ald. Sassen moved the ordinance be read by its title, seconded by Ald. Farha. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending The 2018-2019 Fiscal Year Budget. (General Fund #001 Revenue increase to $1,223,584 and Capital Projects Fund #301, increase $250,000)

Ald. Farha moved the ordinance be read by its title, seconded by Ald. Sassen. Motion carried.

Finance Committee

Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

INFRASTRUCTURE PRESENTATION

Jeffrey Conte, Director of Engineering and Utilities, gave a presentation on the City of Quincy’s infrastructure.

MOTIONS

Ald. Bauer moved to close College, 17th to 18th, on April 16th from 4:30 p.m. to 9:00 p.m. for St. Francis Stem Night. Barricades are needed. Motion carried.

Ald. Lepper referred to the Director of Planning & Development to re-visit garbage pickup for private haulers and consider making their pick-up time in areas the same day the City picks up garbage and recycling. Motion carried.

The City Council adjourned at 7:58 p.m. on a motion of Ald. Havermale. Motion carried.
