City of Quincy City Council met March 18.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were present:

Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Farha, Sassen, Rein, Lepper, VanCamp, Reis, Heinecke, Holtschlag. 14.

The minutes of the regular meeting of the City Council held March 11, 2019, were approved on a motion of Ald. Havermale. Motion carried.

Legal Counsel: Assistant Corporation Counsel Bruce Alford.

The Deputy City Clerk presented and read the following:

PETITIONS

By St. Francis Solanus requesting permission to conduct a raffle and have the bond requirement waived from 4/19/19 to 6/8/19. The City Clerk recommends approval of the permit.

Ald. Sassen moved the prayer of the petition be granted. Motion carried.

By St. Francis Parish, 17th & College, requesting permission to block off College Ave., 17th & 18th St. and 17th St., Oak and Elm, from noon to midnight on Saturday June, 8th for the annual parish picnic.

Ald. Bergman moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By Northside Boat Club, 200 South Front Street, requesting permission to waive Section 111.096 (a) (Consumption and Possession of Alcoholic Liquor on Public Streets, Alleys, and Sidewalks and Lots), Section 111.096 (d) (Permitting open liquor to leave licensed premises) and 111.067(a) Selling Outside of Licensed Premises with proper licenses being obtained, on May 26th from 11:00 a.m. to 12:45 a.m. Closed area will be fenced off with only one way in and out of the building to the parking lot. There will be live music outside on the parking lot.

Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By Veterans Parade Committee requesting permission to hold the 12th annual Veterans Day Parade on November 9th starting at 10:00 a.m. at 12th & Maine and ending at 5th & Maine, closing streets on Maine, 12th to 5th. They are requesting Maine, 12th to 24th, be blocked for lining up of parade units at 8:30 a.m.

Ald. Sassen moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

REPORTS OF TRAFFIC COMMISSION

Recommending “15 minute parking” along the west side of South 10th Street, commencing at the south curb line of Jersey Street extending south a distance of 200’ to the alley entrance.

Ald. Holtschlag moved the report be received and concurred in and an ordinance drafted. Motion carried.

Recommending permission be granted to the Quincy School District to close South 14th Street between Maine and Jersey Streets from 7:00 a.m. to 7:45 a.m. on days that school is in session.

Ald. Farha moved the report be received and concurred in and an ordinance drafted. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy is committed to improving the quality of life of its residents and elimination of blight; and

WHEREAS, the City of Quincy has established a program to address unsafe and dangerous buildings; and WHEREAS, the City of Quincy contracted with Schmiedeskamp, Robertson, Neu and Mitchell to pursue twenty (20) substandard structures which constitute a hazard to the public health, safety and welfare, and

WHEREAS, the Department of Planning and Development received a statement of cost from Schmiedeskamp, Robertson, Neu and Mitchell for ling and lis pendens fees related to processing of the City’s unsafe and dangerous building complaints.

NOW, THEREFORE, BE IT RESOLVED as follows: the City Council authorizes the payment of $4,565.10 to Schmie- deskamp, Robertson, Neu and Mitchell for court ling and lis pendens fees associated with the unsafe and dangerous buildings.

This Resolution shall be in full force and effect from and after its passage, as provided by law.

PASSED BY THE CITY COUNCIL OF THE CITY OF QUINCY, ADAMS COUNTY, ILLINOIS, IN REGULAR AND PUBLIC SESSION THIS 18TH DAY OF MARCH, 2019.

Ald. Entrup moved for the adoption of the resolution, seconded by Ald. Heinecke, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy has entered into agreement with Adams County to provide space in the new facility being built to house the Quincy Police Department; and

WHEREAS, as the project progressed the Quincy Police Department became aware that some items were left out of the final plans; and

WHEREAS, the Quincy Police Department also became aware that there were needs that were never put in the plans; and

WHEREAS, the cost to cover these revisions is $60,472.23; and

WHEREAS, this money would be paid to Adams County for these revisions; and,

WHEREAS, the Quincy Police Department is projecting to have excess budget funds available to make this payment this fiscal year to cover the cost of these revisions; now,

THEREFORE BE IT RESOLVED, the Chief of Police recommends to the Mayor and City Council that $60,472.23 be paid to Adams County to cover the cost of the revisions.

Ald. Havermale moved to amend the resolution amount to $54,472.23, seconded by Ald. VanCamp. Motion carried.

Ald. Havermale moved for the adoption of the resolution, as amended, seconded by Ald. VanCamp, and on the roll call the following vote resulted: Yeas: Entrup. Havermale, Sassen, VanCamp, Reis, Heinecke, Holtschlag. 7. Nays: Goehl, Bergman, Bauer, Ernst, Farha, Rein, Lepper. 7. The Mayor cast a vote of yea. Motion carried.

RESOLUTION

WHEREAS, the Quincy Police Department must replace several police vehicles each year to maintain a functioning fleet, and

WHEREAS, the Department determined the need to replace three front line patrol cars this fiscal year, and WHEREAS, we are in need of replacing three light bars and siren controllers, and

WHEREAS, the department uses Federal Signal sirens, and

WHEREAS, the department has set up a direct account with Federal Signal to get their package pricing, and WHEREAS, we cannot get this pricing from other vendors, and

WHEREAS, we have budgeted for this purchase in the City’s capital account, and

WHEREAS, the price for this purchase is $5,031.00, now

THEREFORE BE IT RESOLVED, the Chief of Police and the Police Aldermanic Committee recommend to the Mayor and City Council to purchase three light bars and siren controllers from Federal Signal in the amount of $5,031.00. Robert A. Copley

Ald. Rein moved for the adoption of the resolution, seconded by Ald. Sassen, and on the roll call each of the 14 Aldermen. Motion carried.

RESOLUTION

The resolution by the Central Services Director and the Central Services Committee recommending approval of the proposal from Nova Products in the amount of $11,500/$12,000 for 2000 NEW recycle bins, was tabled one week by Ald. Sassen.

Ald. Farha moved to table the resolution for one week, seconded by Ald. Entrup. Motion carried.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending Chapter 91 (Streets And Sidewalks) Of The Municipal Code Of The City Of Quincy (2015). (Restrictions of placing a dumpster on city right-of-way.)

Ald. Entrup moved the adoption of the ordinance, seconded by Ald. Havermale, and on a roll call each of the 14 Aldermen voted yea, with absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending The 2018-2019 Fiscal Year Budget. (General Fund #001 Revenue increase to $1,223,584 and Capital Projects Fund #301, increase $250,000)

Ald. Farha moved the adoption of the ordinance, seconded by Ald. Sassen, and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Second presentation of an ordinance entitled: An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (RU1 (Rural) to C2 (Commercial), 4827 State)

ORDINANCE

Second presentation of an ordinance entitled: An Ordinance Amending Chapters 111 (Alcoholic Liquor Dealers) And 112 (Amusements) Of The Municipal Code Of The City Of Quincy Of 2015.

Request To Speak

Written request to speak under suspended rules by Mark Neiswender/owner/operator of Elkton Hotel, 133 S. 4th, on the proposed ordinance changes regarding live entertainment and music in Beer Gardens and the Outdoor Dining Areas.

Rules Suspended

Ald. Havermale moved the rules be suspended at this time to hear from the above individual. Motion carried.

Mark Neiswender/owner/operator of Elkton Hotel, 133 S. 4th, stated all the Elkton Hotel apartment people are looking for is quiet. Over the years the neighboring business site has gone from a small business to an amphitheater. He recommends the council approve this ordinance. This is a problem with every ward. He suggests that businesses have live entertainment outside only two times a year.

Ald. Ernst moved the rules be resumed. Motion carried.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending The 2018-2019 Fiscal Year Budget. (Tourism Tax Fund #743 additional expense transfer to General fund - $35,500, Health Insurance Fund #612 additional expense to Health Claims - $125,000)

Ald. Farha moved the ordinance be read by its title, seconded by Ald. Entrup. Motion carried. The Deputy City Clerk read the ordinance by its title.

Finance Committee

Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 14 Aldermen voted yea. Motion carried.

Bergman, Rein and Sassen left at 7:48 p.m. Bergman, Rein and Sassen returned at 7:50 p.m.

BUDGET PRESENTATION

Mayor Kyle Moore gave a PowerPoint presentation on the budget.

MOTIONS

Ald. Entrup moved to allow a dumpster at 830 Cherry St. starting March 11th for one week. Motion carried.

Ald. Bauer moved to close College St. from 9th to 10th from 9:00 a.m. to 11:00 a.m. on April 11th for Blessing Day Care. Barricades needed. Motion carried.

Ald. Ernst moved to amend the recycling ordinance by taking out the opt-in program. Motion carried.

Ald. Reis moved to allow South Side Bar and Grill to close 17th St. from State St., south to alley on July 20th and September 14th from 11:00 a.m. to 9:00 p.m. for bag tournaments benefiting Juvenile Diabetes and Fishing for Freedom. Barricades needed. Motion carried.

Ald. Heinecke stated that the Town Board Committee met and has tentatively approved an Annual Township Budget for the fiscal year 2019/2020. The Tax Levy will remain the same as the previous year and will be placed with the Township Clerk and made available for public inspection. The hearing on the proposed budget is scheduled for May 13, 2019, at the regular township meeting at 7:00 p.m.

The City Council adjourned at 8:10 p.m. on a motion of Ald. Farha. Motion carried.
