City of Quincy City Council met Feb. 4.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.
The following members were present:
Ald. Goehl, Bergman, Bauer, Ernst, Havermale, Farha, Sassen, Rein, Lepper, VanCamp, Heinecke, Holtschlag. 12. Absent: Ald. Entrup, Reis. 2.
Ald. Sassen moved the absent Aldermen be excused from this meeting. Motion carried.
The minutes of the regular meeting of the City Council held January 28th were approved as printed on a motion of Ald. Havermale. Motion carried.
Legal Counsel: Corporation Counsel Lonnie Dunn.
The City Clerk presented and read the following:
PETITIONS
By ADM requesting North 30th Street be closed from Chestnut Street to just north of the scale house (right before the entrance to Titan Wheel) for an open house on April 3, 2019, from 8:00 a.m. until 3:00 p.m. The County Board has already approved their portion of the street closing.
Ald. Ernst moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
By the Quincy Family YMCA requesting permission to hold the “Annual Kelly’s Fun Run” 5K Run/Walk on March 10th beginning at 9:00 a.m. starting at Kelly’s parking lot going south on 30th to Maine, east to Flynn Stadium, back west on Maine to 30th, north to Kelly’s Parking lot.
Ald. Sassen moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
Application for Revocable Permit for Encroachment of City Right-of-Way from DP Construction requesting permission to block the sidewalk in front of the building located at 511 Maine St. to allow for the removal of windows from February 1st through February 8th, weather permitting. The Utilities and Engineering Director presents this request subject to four conditions.
Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.
By Five Alarm Fireworks requesting permission to hold a pyrotechnics display on February 9th at the Oakley Lindsay Center’s “Hairball” event. The Quincy Fire Department has given their approval.
Ald. Holtschlag moved the prayer of the petition be granted subject to the requirements set by the Quincy Fire Department. Motion carried.
REPORT OF THE PLAN COMMISSION
The report recommending approval of a special permit to allow the sale of alcoholic beverages on the property at 1001 N. 5th, was tabled one week by Ald. Bauer.
MONTHLY REPORTS
The monthly reports of the City Clerk, the City Treasurer and the City Comptroller for the month of January, 2019 and the Forestry Division, the Street Cleaning Dept., the Street & Paint Division and the Quincy Police Department for the month of December, 2018, were ordered received and filed on a motion of Ald. Havermale. Motion carried.
PUBLIC FORUM
Alan C. VanDeBoe, 4200 Pine Tree Rd., Topic of the Recycling plan that was adopted at the 1/28/19 City Council Meeting.
Jeff Kerkhoff, 1221 Spruce, spoke on the 107th Birthday of President Ronald Reagan and other related topics. He also had a handout for the City Council.
Sheree Norman, 5523 Hwy 24 E, Quincy, on advocacy for the connection of Quincy Public Library and the needs of the community.
MAYOR’S APPOINTMENTS
By Mayor Kyle A. Moore making the appointments of Susan Warren and Raquel Piazza to the Enterprise Zone Board. Ald. Sassen moved the appointments be confirmed. Motion carried.
RESOLUTION
WHEREAS, the Department of Utilities and Engineering is responsible for the repair and maintenance of all traffic signals within the City of Quincy; and,
WHEREAS, the City has depleted its supply of traffic control parts that are used for the replacement and repair of failing traffic signals and control units within the City of Quincy; and,
WHEREAS, the City of Quincy is able to purchase the parts necessary for the routine maintenance and repair of traffic signals at a cost of $4,713.25 through the State of Illinois Joint Purchasing Program; and,
WHEREAS, Tri-Star Supply of South Elgin, Illinois, has been awarded this contract through the State of Illinois; and, WHEREAS, funds for this purchase are available in the 2018-2019 fiscal year Traffic Signal Fund budget; now, THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering recommends to the Mayor and City
Council that normal bidding requirements be waived and that the purchase of traffic signal parts in the amount of $4,713.25 from Tri-Star Supply of South Elgin, Illinois, be approved.

RESOLUTION
WHEREAS, the City of Quincy Central Services Department has the distinct responsibility to provide a safe transportation system for the citizens of Quincy; and
WHEREAS, snow and ice control is essential to provide a safe transportation system for the citizens of Quincy; and
WHEREAS, the City of Quincy applied for and is eligible to participate in the Illinois Central Management Services (CMS) joint procurement process for rock salt; and
WHEREAS, CMS has stated that they have made every effort to secure salt at the best available price for their participants; and
WHEREAS, the City of Quincy has approximately 2,500 tons of salt in storage at this time for snow and ice control; and
WHEREAS, it is in the best interest of the citizens of Quincy that the Department of Central Services secure adequate salt quantities before supplies become limited; and
WHEREAS, inadequate supplies of salt during snow and ice events may cause a situation that is a detriment to public health and safety; now.
THEREFORE BE IT RESOLVED, the Director of Central Services and the Central Services Committee recommend to the Mayor and City Council that the unit price per ton of $68.88 for a requested amount up to 1,000 tons, totaling the amount of $68,880 be accepted. Approximately $50,000.00 to be paid from Motor Fuel Tax and approximately $18,880 from Central Services.

Ald. VanCamp moved the adoption of the ordinance, seconded by Ald. Havermale, and on a roll call each of the 12 Aldermen voted yea, with 2 absent.
The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Holtschlag moved the ordinance be read by its title, seconded by Ald. Heinecke. Motion carried. The City Clerk read the ordinance by its title.
Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.
PRESENTATION: Revenue projections for FYE 2020
City Comptroller Sheri Ray did a presentation on the revenue projections for FYE 2020. All the Aldermen had received the actual presentation through their I-Pads.
MOTIONS
Ald. Farha moved to go out for RFP’s for the city to get their own Legal Counsel, seconded by Ald. Havermale. Motion carried.
Ald. Rein referred to the Street Lights/Right-Of-Way Committee the streetlight out at 24th and Monroe. Motion carried.
The City Council adjourned at 8:15 p.m. on a motion of Ald. Farha. Motion carried.
