City of Quincy City Council met Nov. 26.

Here is the minutes provided by the council:

he regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. Entrup, Bergman, Bauer, Ernst, Havermale, Farha, Sassen, Rein, VanCamp, Reis, Heinecke, Holtschlag. 12. Ald. Goehl, Lepper. 2.

Ald. Rein moved the absent Aldermen be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held November 19, 2018, were approved on a motion of Ald. Havermale. Motion carried.

ANNUAL TAX LEVY REPORT/REQUEST FROM THE QUINCY FIREFIGHTERS PENSION BOARD

The Annual Tax Levy Report/Request from the Quincy Firefighters Pension Board was ordered received and filed on a motion of Ald. Farha. Motion carried.

ANNUAL TAX LEVY REPORT/REQUEST FROM THE QUINCY POLICE PENSION BOARD

The Annual Tax Levy Report/Request from the Quincy Police Pension Board was ordered received and filed on a motion of Ald. Farha. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy is committed to improving the quality of life of its residents and elimination of blight; and

WHEREAS, the City of Quincy has established a program through the Department of Planning and Development to address unsafe and dangerous buildings; and

WHEREAS, Department of Planning and Development advertised for sale properties acquired under the Fix or Flatten Program; and

WHEREAS, the City received a proposal on the sale of 1025 North 6th Street to Tri State Veteran Community Village in the amount $10.00; and

NOW, THEREFORE BE IT RESOLVED that the Finance Committee recommends the sale of 1025 North 6th to Tri State Veteran Community Village for $10.00 to build a small home for a veteran and will keep the property in clean and appealing condition. The Mayor and City Council authorize the sale and the necessary paperwork to effectuate the sale thereof.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 27th day of November, 2018.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Bergman, and on the roll call each of the 12

Aldermen voted yea, with 2 absent. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy adopted an Enterprise Zone program in 1984 and again in 2016; and

WHEREAS, the City adopted Tax Increment Financing East Districts in 2010; and

WHEREAS, the Adams County tax collection software will not allow property tax abatements for properties that are located in TIF districts; and

WHEREAS, previous to the 2010 adoption of the TIF East District, six properties received or filed enterprise applications for building projects; and

WHEREAS, the six properties are entitled to property tax abatements for the remaining years of their Enterprise Zone terms; and

WHEREAS, due to the Adams County’s tax collection software, the TIF East District collected property taxes from the six enterprise zone properties and now needs to refund the property taxes back to property owners.

NOW THEREFORE, BE IT RESOLVED, that the City Council authorize refunding a total amount of $5,265.79 back to the six property taxpayers and those funds be distributed based on the attached Exhibit A.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 27th day of November, 2018.

Ald. VanCamp moved for the adoption of the ordinance, seconded by Ald. Reis, and on the roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Adoption of an ordinance entitled: An Ordinance Amending Chapter 90 (Animals) Of The Municipal Code Of The City Of Quincy. (Animals running at large)

Ald. Rein moved for the adoption of the ordinance, seconded by Ald. Heinecke, and on the roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Rein moved for the adoption of the ordinance, seconded by Ald. Sassen, and on the roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Rein moved for the adoption of the ordinance, seconded by Ald. Heinecke, and on the roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Finance Committee

Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

The City Council adjourned at 7:21 p.m. on a motion of Ald. Havermale. Motion carried.
