City of Quincy City Council met Dec. 17.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.
The following members were physically present:
Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Farha, Sassen, Lepper, VanCamp, Reis, Holtschlag. 12. Absent: Ald. Rein, Heinecke. 2.
Ald. Lepper moved the absent Aldermen be excused from this meeting. Motion carried.
The minutes of the regular meeting of the City Council held December 10, 2018, were approved on a motion of Ald.
Havermale. Motion carried.
Legal Counsel: Assistant Corporation Counsel Bruce Alford. The City Clerk presented and read the following:
PETITION
By the Right To Life Of Adams County requesting permission to hold their annual “Memorial Walk” on January 20, 2019 beginning at 1:30 p.m., using only the sidewalks, starting at the Rock Church, 307 N. 36th, walking south on 36th to Maine St., circling the bank parking lot and returning to the Rock Church.
Ald. Havermale moved the prayer of the petitions be granted. Motion carried.
SALES TAX REPORT
The report of the Illinois Department of Revenue showing sales tax collected for the month of September, 2018 in the amount of $778,597.16 was ordered received and filed on a motion of Ald. Farha. Motion carried.
HOME RULE SALES TAX REPORT
The report of the city’s 1-1/2% home rule sales tax collected for the month of September, 2018 in the amount of $743,428.12 was ordered received and filed on a motion of Ald. Farha. Motion carried.
RESOLUTION
WHEREAS, the City of Quincy Purchasing Department did advertise for sealed competitive bids for the purchase of tires for city owned vehicles for a term of two-years beginning January 1, 2019, and ending December 31, 2020; and
WHEREAS, the following bids were received, and the total contract costs are. Expressway Tire Inc. $6,320.00
Summy Tire $6,077.45
WHEREAS, bids meet the required specifications; and
WHEREAS, funding has been appropriated for the first year of this contract; now
THEREFORE BE IT RESOLVED, the Director of Central Services and the Central Services Committee recommend to the Mayor and the City Council that the bid is awarded to Summy Tire.

RESOLUTION
WHEREAS, the City of Quincy Central Services Dept. takes care of City streets during snow storms; and WHEREAS, one of the front line snow trucks #72 a 2008 7400 SFA 4x2 International experienced a broken cam shaft;
and
WHEREAS, it has been determined that it would be more economical to replace the cam shaft; and
WHEREAS, the Central Services Department considers Rush Truck Center as a sole source for labor and parts since they are the only International dealer in Quincy, which comes with a 1 year warranty:

WHEREAS, the Director of Central Services and the Central Services Committee approve the repairs;

ORDINANCE
Adoption of an ordinance entitled: An Ordinance Levying Taxes For Special Service Area Known As The Historic Quincy Business District In The City Of Quincy, County Of Adams, State Of Illinois, For The Fiscal Year Beginning May 1, 2019 And Ending April 30, 2020.
Ald. Holtschlag moved the adoption of the ordinance, seconded by Ald. Havermale and on a roll call the following vote resulted: Yeas: Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Farha, VanCamp, Reis, Holtschlag. 10. Nays: Ald. Sassen, Lepper. 2. Absent: Ald. Rein, Heinecke. 2.
The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.
ORDINANCE
Adoption of an ordinance entitled: An Ordinance Levying Taxes For The City Of Quincy, In The County Of Adams, And State Of Illinois, For The Fiscal Year Beginning May 1, 2018 And Ending April 30, 2019.
Ald. Farha moved to amend the ordinance using Amendment A using revenue from general fund, seconded by Ald. Sassen, and on the roll call the following vote resulted: Yeas: Ald. Bauer, Ernst, Farha, Sassen, Lepper, Goehl. 6. Nays: Ald. Havermale, VanCamp, Reis, Holtschlag, Entrup, Bergman. 6. Mayor cast a vote of yea. Absent: Ald. Rein, Heinecke. 2. Ordinance needs 8 votes to pass. Motion failed.
Ald. Havermale moved to adopt the original levy as proposed of 14.12% tax rate. Motion failed due to lack of a second.
Ald. Havermale moved to amend the ordinance as noted in Amendment B, seconded by Ald. VanCamp, and on the roll call the following vote resulted: Yeas: Ald. VanCamp, Holtschlag, Goehl, Entrup, Bergman, Havermale. 6. Nays: Ald. Lepper, Reis, Bauer, Ernst, Farha, Sassen. 6. Absent: Ald. Heinecke, Rein. 2. Motion failed needing 8 votes to pass.
Ald. Farha offered the Public Safety money plus this up to the amount that would offset it in accordance to Amendment A. Motion failed due to lack of a second.
Ald. Sassen made a motion to take a re-vote on Amendment B, seconded by Ald. Havermale, and on the roll call the following vote resulted: Yeas: Ald. Entrup, Bergman, Havermale, VanCamp, Holtschlag, Goehl. 6. Nays: Ald. Bauer, Ernst, Farha, Sassen, Lepper, Reis. 6. Nays: Ald. Rein, Heinecke. 2. Motion failed needing 8 votes to pass.
Ald. Sassen moved we continue our agenda and come back to this at the end of our meeting, seconded by Ald. VanCamp. Motion carried.
Returned to this ordinance after all other business was taken care of.
Ald. Bauer stated he would change his vote on Amendment B to “yea” getting it to 7 votes. The Mayor cast a vote of “yea” getting the needed 8 votes to pass.
Ald. Havermale moved the adoption of the ordinance, as amended by Amendment B, seconded by Ald. VanCamp and on a roll call the following vote resulted: Yeas: Ald. VanCamp, Holtschlag, Goehl, Entrup, Bergman, Bauer, Havermale. 7. Nays: Ald. Sassen, Lepper, Reis, Ernst, Farha. 5. Nays: Ald. Rein, Heinecke. 2. The Mayor cast a vote of yea giving the needed 8 “yea” votes to pass.
The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted, as amended.

Ald. Havermale moved to move this ordinance to the end of the meeting, seconded by Ald. Farha. Motion carried. Returned to this ordinance after adopting the Tax Levy at the end of the meeting.

Ald. Entrup moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the ordinance adopted, seconded by Ald. Goehl, and on the roll call each of the 12 Aldermen voted yea, with 2 absent.

Ald. Entrup moved the ordinance be read by its title, seconded by Ald. Bergman Motion carried.
The City Clerk read the ordinance by its title.

Lepper, VanCamp, Reis, Holtschlag, Goehl, Entrup, Bergman, Bauer, Ernst, Farha, Sassen. 11. Nay: Ald. Havermale. 1. Absent: Ald. Heinecke, Rein. 2. Motion carried.
REQUEST TO SPEAK
Written request to speak under suspended rules by Joseph Principe, 517 N. 27th, concerning the conduct of Law Enforcement and the City Attorney.

Ald. VanCamp moved the rules be suspended at this time to hear from the above individual. Motion carried.

MOTION
Ald. Sassen moved to allow the Central Service Director to go with the low bid of $5,000 to get the emergency repair on the boom truck repaired, seconded by Ald. Farha. Motion carried.
The City Council adjourned at 7:55 p.m. on a motion of Ald. Havermale. Motion carried.
