City of Quincy City Council met Dec. 26.

Here is the minutes provided by the council:

Monday, December 24th, City Hall only having a half day and Tuesday, December 25th, being a holiday, the regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Farha, Rein, VanCamp, Reis, Heinecke, Holtschlag. 12. Absent: Ald. Sassen, Lepper. 2.

Ald. Ernst moved the absent Aldermen be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held December 17, 2018, were approved on a motion of Ald. Havermale. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn. The City Clerk presented and read the following:

REPORTS OF THE QUINCY PLAN COMMISSION

Recommending approval of the requested amendment to the special permit for a planned development to locate a styling salon in the east building at 520 S. 21st.

Ald. Farha moved the report be received and concurred in and an ordinance drafted. Motion carried.

Recommending approval of the special permit to operate a nightclub at 600 Hampshire St. in the 800 sq. ft. area and subject to City Council authorization of the use of Parking Lot I by club patrons.

Ald. Holtschlag moved the report be received and concurred in. Motion carried.

NOTICE OF PREHEARING CONFERENCE

Notice of Prehearing Conference by the Illinois Commerce Commission on its own motion vs. Ameren Illinois Co. d/b/a Ameren Illinois on reconciliation of revenues collected under gas adjustment charges with actual cots prudently incurred in the office of the Commission, Chicago, IL, on January 3rd at 10:00 a.m.

Ald. Havermale moved the notice be referred to the Legal Department. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy Information Technology Department has the responsibility of maintaining the City of Quincy’s website for use by residents, visitors and city departments; and,

WHEREAS, the City’s website has not been restructured for 7 years; and,

WHEREAS, the Information Technology Department received a quote from Granicus Inc., to provide software and technical support to refresh the City’s website; and,

THEREFORE BE IT RESOLVED, the Technology Committee and the Director of Information Technology recommend to the Mayor and City Council that the low quote from Granicus Inc., of Saint Paul, MN, be accepted for a 5-year agreement with the 1st year cost of $7,500 for website development.

Ald. Reis moved for the adoption of the resolution, seconded by Ald. VanCamp, and on the roll call the following vote resulted: Yeas: Ald. Bauer, Ernst, Havermale, Farha, VanCamp, Reis, Heinecke, Holtschlag, Goehl, Entrup, Bergman. 11. Nays: Ald. Rein. 1. Absent: Ald. Sassen, Lepper. 2. Motion carried.

RESOLUTION

WHEREAS, leadership and management ability are essential to identification of individuals that are capable of filling officer roles within the fire service; and,

WHEREAS, it is the responsibility of the Board of Police and Fire Commissioners to conduct the promotional process and fill vacant officer positions within the fire department; and,

WHEREAS, the City of Quincy has a standing Collective Bargaining Agreement that covers processes and procedures utilized within the promotional process; and,

WHEREAS, Article 31 specifies that the Illinois Fire Chiefs Association will be utilized for assessment testing of candidates for the ranks of Captain and Assistant Chief; and

WHEREAS, the testing will take place on January 26th; and

WHEREAS, the fees for the assessment exercises totaled $15,670.00, and

NOW THEREFORE BE IT RESOLVED, that the Board of Police and Fire Commissioners recommend to the Mayor and City Council that the invoice in the amount of $15,670.00 be paid to the Illinois Fire Chiefs Association for assessment center services rendered.

Nays: Ald. Rein, Farha. 2. Absent: Ald. Lepper, Sassen. 2. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy is one of the few municipalities in Illinois that still elect their city government officials on a partisan basis, it is determined that the voters of Quincy should decide if they want to continue this form of election. NOW, THEREFORE, BE IT RESOLVED by the Mayor and the City Council of the City of Quincy that the following question and explanation be submitted to the voters of the City of Quincy, Illinois, at the April 2, 2019, general election: QUESTION: Shall the City of Quincy elect its Mayor, Alderman, City Clerk and City Treasurer through nonpartisan elections without regard to political party affiliation beginning with the 2021 Primary Election.

EXPLANATION: The purpose of this referendum is to decide whether candidates for city office should run for election without declaring political party affiliation, and whether voters should participate in the city primary election without declaring a party affiliation. It is believed that this type of election would increase the number of candidates for city office. It is further believed that this type of election would result in more citizens casting ballots in the city election.

In the case of more than two candidates for a specific office, a primary election would be held. If no candidate gets more than 50% of the vote, a runoff election between the top two vote getting candidates would take place in the general election.

If the voters pass this referendum, it will only affect those city offices up for normal election starting in 2021 and then subsequent election years. It will not require a mass city-wide re-election.

Requests to Speak

Written requests to speak under suspended rules by Charles W. Scholz, 518 Vermont, and Iris Nelson, Adams County League of Women Voters, concerning the referendum resolution.

Rules Suspended

Ald. VanCamp moved the rules be suspended at this time to hear from the above individuals. Motion carried.

Iris Nelson, 1011 S. 21st, representing the Adams County League of Women Voters, stated it is time to allow the citizens to respond to the referendum on the April Ballot. Nelson said an Aldermen vote tonight to pass this resolution is merely to place it on the ballot.

Charles W. Scholz, 518 Vermont, thanked the public for its positive response. Scholz stated most cities in Illinois have gone to non-partisan government. Scholz stated more people want to run for city government but don’t want to declare a party. He questioned why would we not open this up to our citizens to decide. It doesn’t prohibit there being a party, but it isn’t required. Voting yes is not changing to non-partisan tonight. Adopting the resolution tonight does allow it to be put on the ballot letting the citizens decide what type of government they want. A no vote denies the citizen that right.

Ald. VanCamp moved the rules be resumed. Motion carried.

Ald. VanCamp moved for the adoption of the resolution, seconded by Ald. Havermale, and on the roll call the following vote resulted: Yeas: Ald. Bauer, Havermale, VanCamp, Reis, Holtschlag. 5. Nays: Ald. Goehl, Entrup, Bergman, Ernst, Farha, Rein, Heinecke. 7. Absent: Sassen, Lepper. 2. Motion lost.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Vacating A Utility Easement. (Located in Lots 2 and 3 of Brink

Business Park, 4917-5011 Oak St.)

Ald. Havermale moved the adoption of the ordinance, seconded by Ald. Ernst, and on a roll call each of the 12

Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (RU1 (Rural) to M1 (Light Industrial) to develop a solar farm at 2815 Ellington Rd.)

Ald. Ernst moved the adoption of the ordinance, seconded by Ald. Bergman, and on a roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (For office, gym, catering, day care, and meeting uses at 2040 Cherry St.)

Ald. Bauer moved the adoption of the ordinance, seconded by Ald. Bergman, and on a roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending Chapter 53 (Water And Sewer Extensions) Of The Municipal Code Of The City Of Quincy (2015). (Annexation petition requirement.)

Ald. Holtschlag moved the ordinance be read by its title, seconded by Ald. VanCamp. Motion carried. The City Clerk read the ordinance by its title.

Finance Committee

Ald. Farha, seconded by Ald. Rein, moved the reports be received and vouchers be issued for the various amounts and on the roll call the following vote resulted: Yeas: Ald. Farha, Rein, VanCamp, Reis, Heinecke, Holtschlag, Goehl, Entrup, Bergman, Bauer, Ernst. 11. Nay: Ald. Havermale. 1. Absent: Ald. Sassen, Lepper. 2. Motion carried.

MOTIONS

Ald. Entrup referred to the Street Lights/Right-Of-Way Committee the street light out in the alley at 1323 N. 12th. Motion carried.

Ald. Heinecke referred to the Street Lights/Right-Of-Way Committee a new street light on existing pole across the street from 1219 S. 5th. Motion carried.

The City Council adjourned at 7:31 p.m. on a motion of Ald. Havermale. Motion carried.
