City of Quincy City Council met Sept. 24.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Sassen, Rein, Lepper, Reis, Heinecke, Holtschlag. 12. Absent: Ald. Farha, VanCamp. 2.

Ald. Sassen moved the absent Aldermen be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held September 17, 2018, were approved on a motion of Ald. Havermale. Motion carried.

The Deputy City Clerk presented and read the following:

PETITIONS

By the Quincy Lions Club requesting permission to hold their annual “Candy Day” sales on October 5th and October 6th at various locations throughout the City from 7:30 a.m. to 7:30 p.m.

Ald. Sassen moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

Ald. Farha arrived at 7:03 p.m.

By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Quincy University/Women’s Basketball from October 3rd to December 1st; Quincy Elks Lodge #100 from now until November 3rd. The City Clerk recommends approval of these permits.

Ald. Sassen moved the prayer of the petition be granted. Motion carried.

By Club West of Quincy, 1023 N. 10th, requesting permission to waive Section 111.096 (a) (Consumption and Possession of Alcoholic Liquor on Public Streets, Alleys, and Sidewalks and Lots), Section 111.096 (d) (Permitting open liquor to leave licensed premises) and Section 111.067(a) (Selling outside of Licensed Premises) on September 29th from 1:00 p.m. to 6:00 p.m. for a benefit for Mike Fritz with proper licenses being obtained. They are also requesting N. 10th Street from Chestnut to Cherry closed. There will be a fenced in area with only one way in and out. Barricades needed at 10th & Cherry, 10th & Chestnut and both the east and west alleys on North 10th. This has been reviewed and approved by the Quincy Police Department.

Ald. Bauer moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

A revocable permit application for encroachment of city right-of-way from The Red Light Bar and Grill located inside the Granite Bank Gallery, 428 Maine St., requesting permission to place two park benches against the building on the City-owned sidewalk in front of 428 Maine St. The Utilities and Engineering Director presents this request subject to five conditions.

Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

A revocable permit application for encroachment of city right-of-way from the Kroc Center, 405 Vermont, requesting permission to place temporary ADA parking signs on Vermont St. They will be placed at six parking stalls beginning at the parking lot entrance on the north side of Vermont St. and running to the east towards 5th St. from October 1st through December 7th during an upcoming parking lot reconstruction project at their facility. The Utilities and Engineering Director presents this request subject to three conditions.

Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

NOTICES OF PREHEARING CONFERENCES

Notice of prehearing conference by the Illinois Commerce Commission on its own motion vs. Northern Illinois Gas Co. d/b/a Nicor Gas Co. reference petition to determine the accuracy of the Rider 26 reconciliation statement in the office of the Commission, Chicago, IL on October 2nd at 11:00 a.m.

Ald. Havermale moved the notice be referred to the Legal Department. Motion carried.

Notice of prehearing conference by the Illinois Commerce Commission on its own motion vs. Liberty Utilities (Midstates Natural Gas) Corp. d/b/a Liberty Utilities reference to a verified petition for review and reconciliation under Rider GUA in the office of the Commission, Chicago, IL on October 9th at 1:00 p.m.

Ald. Havermale moved the notice be referred to the Legal Department. Motion carried.

RESOLUTION

WHEREAS, the Illinois Department of Transportation (IDOT) Phase I Memorial Bridge Replacement Study proposes York Street as the preferred alignment for the new Memorial Bridge; and,

WHEREAS, the IDOT Phase I Memorial Bridge Replacement Study does not provide the evaluation of traffic flow beyond the termination point of the proposed bridge at Third and York Streets; and,

WHEREAS, in March of 2018, the Quincy City Council approved the adoption of the Quincy Next Strategic Plan that identifies the importance of providing the efficient movement of traffic through the community while encouraging development and pedestrian experience; and,

WHEREAS, the City of Quincy has received a grant from the Illinois Department of Transportation in the amount of $120,000 for the Quincy Regional Transportation Plan that will study the altered traffic patterns resulting from the proposed bridge alignment with York Street; and,

WHEREAS, the grant requires a 20% match, or an amount not to exceed $30,000, which will be shared equally between the Motor Fuel Tax and TIF funds; and,

WHEREAS, the State of Illinois will reimburse the City of Quincy for its share of the transportation plan; and,

WHEREAS, funding for this expenditure is available in the 2018/2019 Motor Fuel Tax Fund and TIF fiscal year budgets; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Director of Planning and Development recommend to the Mayor and Quincy City Council that funding be approved for the Quincy Regional Transportation Plan and the Mayor be authorized to sign any necessary documents on behalf of the City of Quincy.

RESOLUTION

WHEREAS, the City of Quincy has been allocated funding from the Division of Public Transportation, Department of Transportation, State of Illinois, for a financial assistance grant under Section 5311 of the Federal Transit Act of 1991, as amended (49 U.S.C. § 5311), in the amount of $600,253 for the purpose of off-setting a portion of the Public Transportation Program operating deficits of Quincy Transit Lines;

WHEREAS, in addition to the above-mentioned grant, the City of Quincy has prepared and submitted an application for grant funding from the Illinois Downstate Public Transportation Operating Assistance (DOAP) with the State of Illinois under the provisions of the Illinois Downstate Public Transportation Act (30 IL CS 740/2-1, et. seq.) up to an amount of $2,276,369,

WHEREAS, the City will also make a request for advanced funds as allowed by IDOT under the new FY2019 grant programs. In addition, the city will be submitting a timely request for reimbursement of actual expenditures for the first quarter ending September 30, 2018, plus an advancement for the second quarter in amounts to be determined based on actual expenses incurred at that time.

WHEREAS, in order to cover the costs of providing uninterrupted essential transit service for the citizens of the Quincy area, it will be necessary to secure a short-term loan from the Cash Reserve Fund in the estimated amount up to $750,000, said amount to be repaid with grant funds once received; and,

THEREFORE, the Director of Quincy Transit Lines and the Comptroller respectfully request that the Mayor and City Council approve a short-term loan of up to $750,000, as needed, from the Cash Reserve Fund to the Quincy Transit Lines to pay operating expenses.

RESOLUTION

WHEREAS, the Quincy Police Department needs to replace three patrol vehicles this year; and

WHEREAS, the department, based on testing to this point, has determined the Ford Police Interceptor Utility Vehicle to be the best patrol vehicle to suit its needs; and

WHEREAS, the Department sought competitive bids for these three vehicles; and WHEREAS, the Department received only two bids:

• Gem City Ford, Quincy, IL

Vehicle Cost: $90,606.00

Trade-In: $ 6,000.00

Total Net Cost: $84,606.00

• Marrow Brothers Ford, Quincy, IL

Vehicle Cost $97,440.00

Trade-In: $ 1,300.00

Total Net Cost: $96,140.00

WHEREAS, Gem City Ford is lowest bidder and meets all bid specifications; now

THEREFORE BE IT RESOLVED, the Chief of Police and the Police Aldermanic Committee recommend to the City Council that the Quincy Police Department be granted authority to purchase three Ford Police Interceptor Utility Vehicles from Gem City Ford, Quincy, IL, in the amount of $90,606.00 minus $6,000.00 in trade-in value ($84,606.00 net cost).

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending Section 162.194 (Designation Of Landmarks) Of Chapter 162 (Zoning Regulations) Of Title XV (Land Usage) Of The Municipal Code Of The City Of Quincy Of 2015. (1470 Vermont)

Ald. Sassen moved the adoption of the ordinance, seconded by Ald. Holtschlag and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Adoption of an ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Traffic Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (Remove School Speed Zone, Washington School)

Ald. Entrup moved the adoption of the ordinance, seconded by Ald. Goehl and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Adoption of an ordinance entitled: An Ordinance Amending Title I (General Provisions) Of Chapter 10 (Rules Of Construction) Of The Municipal Code Of The City Of Quincy Of 2015. (Animal Ordinance Fines)

Ald. Entrup moved the adoption of the ordinance, seconded by Ald. Sassen and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Second presentation of an ordinance entitled: An Ordinance Annexing Certain Territory To The City Of Quincy, Adams County, Illinois. (4100 Harrison Street)

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending The 2018-2019 Fiscal Year Budget. (Increase Expenditure by $74,000 to fund the partial roof replacement at the Oakley-Lindsey Center.)

Ald. Sassen moved the ordinance be read by its title, seconded by Ald. Farha. Motion carried. The Deputy City Clerk read the ordinance by its title.

Ald. Farha, seconded by Ald. Sassen, moved the reports be råeceived and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

MOTIONS

Ald. Rein referred to the Plan Commission to change the annexation process, establishing criteria that is for the benefit of the City of Quincy and freeze annexations till an approved process is in place and to report back. Motion carried.

Ald. Reis moved to close 9th Street from Van Buren north to the alley from 5:00 p.m. to 11:00 p.m. for Notre Dame Home Football games on Sept 28th, Oct 5th, Oct 19th, with barricades.

The City Council adjourned at 7:25 p.m. on a motion of Ald. Havermale. Motion carried.
