City of Quincy City Council met Oct. 1.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.
The following members were physically present:
Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Farha, Sassen, Rein, Lepper, VanCamp, Reis, Heinecke, Holtschlag. 14.
The minutes of the regular meeting of the City Council held September 24, 2018, were approved on a motion of Ald. Havermale. Motion carried.
Legal Counsel: Corporation Counsel Lonnie Dunn.
The City Clerk presented and read the following:
PETITIONS
By Penny Roberts, AirMedCare Network, requesting permission to land the Air Evac Helicopter at the Early Childhood Center, 401 S. 8th, on October 3rd, from 5:00 p.m. to 6:30 p.m. for Meals on Wheels event. The alley at 9th Street will be closed off. The Quincy Fire Department will handle the securing of the landing zones during landing and takeoff.
Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
By the Quincy Family YMCA requesting streets closed for the “39th Annual Turkey Run” on November 22nd starting at 8:00 a.m. The run/walk will start at the “Y”, 3101 Broadway, head west on Maine, going on various routes and back to the “Y” with the intersections of 33rd, 30th, 24th, 18th and 16th and Maine being closed. 22nd and State will need to be closed by 7:45 a.m. to traffic and will be reopened at the conclusion of the event. Maine Street will be open to local traffic from 24th to the St. Peter’s church entrance until 9:20 a.m. The routes will be submitted to the proper authorities.
Ald. Sassen moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
By Nicholas Seibert requesting to close 16th Street from alley to Kentucky on Halloween, October 31st, from 3:00 p.m. to 11:00 p.m. Hansen Spear Funeral Home has been contacted. Litter will be cleaned up after 11:00 p.m.
Ald. Fartha moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
By QHS Music Department/Fireworks Authority Inc. requesting permission to hold a fireworks display on October 20th at 4400 Maine. The Quincy Fire Department has given their approval.
Ald. Sassen moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
By Shane Test/Fireworks Authority Inc. requesting permission to hold a fireworks display for a wedding reception on October 27th at Quinsippi Island. The Quincy Fire Department has given their approval.
Ald. Bauer moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
MONTHLY REPORTS
The monthly reports of the City Clerk, the City Treasurer, the City Comptroller for the month of September, 2018, and the City Forester, Mosquito Abatement, Sign & Paint, Recycling and the Quincy Police Department for the month of August, 2018, were ordered received and filed on a motion of Ald. Farha. Motion carried.
REPORTS OF THE QUINCY PLAN COMMISSION
Recommending approval of a special permit for a planned development for a laundromat with alcohol sales and video gaming on property at 1203 Harrison, subject to hours of operation to be from 7:00 a.m. to 11:00 p.m. daily.
Ald. VanCamp moved the report be received and concurred in and an ordinance drafted. Motion carried.
Recommending approval of the zoning change from R1A (Single-Family Residential) to R1C (Single-Family Residential) for properties at 1124, 1102, and 1100 Hutmacher Rd., and for an unaddressed property abutting 1102 Hutmacher Rd. on the east.
Ald. Entrup moved the report be received and concurred in and an ordinance drafted. Motion carried.
PUBLIC FORUM
Jeff Kerkhoff, 1221 Spruce, regarding the 231st Anniversary of the Federalist Papers plus related topics. He had a MAYOR’S APPOINTMENT
By Mayor Kyle A. Moore making the appointment of Sharon Duss to the Quincy Housing Authority Board. Ald. Sassen moved the appointment be confirmed. Motion carried.

Adoption of an ordinance entitled: An Ordinance Annexing Certain Territory To The City Of Quincy, Adams County, Illinois. (4100 Harrison Street)
Ald. Rein moved the ordinance be tabled for one week, seconded by Ald. Farha. Motion carried.

Second presentation of an ordinance entitled: An Ordinance Amending The 2018-2019 Fiscal Year Budget. (Increase Expenditure by $74,000 to fund the partial roof replacement at the Oakley-Lindsay Center.)

Ald. Bauer moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the ordinance adopted, seconded by Ald. Bergman, and on the roll call each of the 14 Aldermen voted yea. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Finance Committee
Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 14 Aldermen voted yea. Motion carried.
REPORT OF THE ROADMAP TO SUSTAINABILITY COMMITTEE
The Roadmap To Sustainability Committee made a presentation to coincide with the submission of their Final Report to the Council. They highlighted the committee’s work, presenting the options including policy recommendations, revenue enhancements and expense reductions. There was a Question and Answer session following the presentation. Ald. Havermale moved the report be received and filed, seconded by Ald. Lepper. Motion carried.
MOTIONS
Ald. Bauer moved to allow a dumpster on city right of way at 2022 Elm starting October 1st for two weeks. Motion carried.
Ald. Bauer referred to the Street Lights/Right-of-Way Committee behind 1509 Chestnut and the alley the streetlight that is out. Motion carried.
Ald. Havermale referred to Street Light/Right-of-Way Committee to confer with Ameren about putting a streetlight in the area of 28th & Hampshire on the south side of Hampshire as close to 2808 Hampshire as possible using Third Ward Funds. Motion carried.
Ald. Holtschlag referred to the Traffic Commission to study a “4- Way” stop at 9th and Hampshire. Motion carried. The City Council adjourned at 7:45 p.m. on a motion of Ald. Havermale. Motion carried.
