Monday, October 8, 2018 being a holiday, the regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.
The following members were physically present:
Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Farha, Sassen, Rein, Lepper, VanCamp, Reis, Heinecke, Holtschlag. 14.
The minutes of the regular meeting of the City Council held October 1, 2018, and the Town Business minutes of September 10, 2018, were approved on a motion of Ald. Havermale. Motion carried.
Legal Counsel: Corporation Counsel Lonnie Dunn.
Ald. Heinecke moved the City Council sit as a Town Board. Motion carried.

The meeting resumed its sitting as a City Council on motion of Ald. Heinecke.
PETITIONS
By the Quincy Elks Lodge #100 requesting permission to conduct a raffle and have the bond requirement waived from 10/16/18 to 10/15/19. The City Clerk recommends approval of the permit.
Ald. Sassen moved the prayer of the petition be granted. Motion carried.
By Quincy School District #172 requesting consideration to vacate a 200-foot-long public alley running north and south and situated south of Maple between North 8th and North 9th.
Petitioner has withdrawn their petition.
Ald. Sassen moved the petition be received and filed. Motion carried.
By William Weinberg requesting consideration for a subdivision (dividing one lot into two) of property located east
of Cannonball Rd. and north of Greenbriar Ave. under the “small tracts” provision of the subdivision ordinance presently zoned RU1.

PROCLAMATIONS
By Mayor Kyle A. Moore proclaiming the week of October 7th to 13th as “Fire Prevention Week” and the week of October 8th to 14th as “Adams County Home and Community Education Week.”

RESOLUTION
WHEREAS, the City of Quincy’s Fire Department is an emergency response agency who’s operational capabilities must be maintained while providing for firefighter safety; and,
WHEREAS, the diesel exhaust removal system at Central Fire Station is in excess of 15 years old and no longer meets the service requirements of the department; and,
WHEREAS, the Quincy Fire Department has received a federal grant covering 90% of the replacement costs of a new, direct capture system; and,
WHEREAS, the Quincy Fire Department has the additional 10% funding match for the cost of the system contained within its operational budget; and,
WHEREAS, the City of Quincy advertised for proposals and quotes for the design, purchase and installation of a new direct capture diesel exhaust removal system and associated equipment; and,
WHEREAS, proposals and quotes were received as follows: Hastings (Plymovent) for $141,740
MagneGrip for $142,625
NOW THEREFORE BE IT RESOLVED, that the Fire Chief and the Purchasing Director recommend to the Mayor and City Council that the Fire Chief be empowered to contract with Hastings (Plymovent) for the installation of a direct capture diesel exhaust removal system for all City of Quincy Fire Stations in the amount of $141,740; with the City’s portion of the expense to be $12,885.45.

RESOLUTION
WHEREAS, Brinkman Plumbing recently notified the Department of Utilities that they had been hired to repair a water leak at St. Vincent’s Home near 10th and Sycamore; and,
WHEREAS, during the repair it was determined that the leak was located near the City’s watermain at which time the City assumed responsibility for the necessary repairs; and,
WHEREAS, Brinkman Plumbing Contractors of Quincy was on site and qualified to make the repair under Section 44.056 of the Municipal Code of the City of Quincy; and,
WHEREAS, the repair work has been completed in a satisfactory manner and an invoice received in the amount of $3,491.80 for all costs associated with this work; and,
WHEREAS, funds for this type of repair work are available in the 2018/2019 fiscal year budget; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the invoice from Brinkman Plumbing Contractors of Quincy
totaling of $3,491.80 be approved for payment.

RESOLUTION
WHEREAS, the Department of Utilities requires the purchase of eight (8) fire hydrants, fittings and hot taps for dead end mains in Silverthorne Estates Subdivision; and,
WHEREAS, the Department of Utilities recently requested quotes for the purchase of the fire hydrants and fittings; and,
WHEREAS, the following quotes were received: IMCO Utility Supply Co. Springfield, Illinois $28,800.00
Core & Main Washington, Illinois $25,256.00
WHEREAS, the quotes have been reviewed by the Director of Utilities and Engineering and found to be acceptable;
and,
WHEREAS, funding for this purchase is available in the 2018/2019 fiscal year budget; now,
THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee
recommend to the Mayor and Quincy City Council that the low quote from Core & Main of Washington, Illinois, in the amount $25,256.00 be accepted.

ORDINANCE
Adoption of an ordinance entitled: An Ordinance Annexing Certain Territory To The City Of Quincy, Adams County, Illinois. (4100 Harrison Street) was tabled for one week by Ald. Rein.
Ald. Lepper moved the adoption of the ordinance, seconded by Ald. Rein, and on a roll call each of the 14 Aldermen voted yea.
The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.
ORDINANCE
Adoption of an ordinance entitled: An Ordinance Amending The 2018-2019 Fiscal Year Budget. (Increase Expenditure by $74,000 to fund the partial roof replacement at the Oakley-Lindsey Center)
Ald. Sassen moved the adoption of the ordinance, seconded by Ald. Farha, and on a roll call each of the 14 Aldermen voted yea.
The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Second presentation of an ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (No Parking Zones) Of The Municipal Code Of The City Of Quincy Of 2015. (Remove: “No Parking” zones from Dewey School and Washington School.)

Ald. Bauer moved to table this ordinance indefinitely, seconded by Ald. Bergman. Motion carried.

First presentation of an ordinance entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (1203 Harrison)
Ald. VanCamp moved the ordinance be read by its title, seconded by Ald. Reis. Motion carried. The City Clerk read the ordinance by its title.
Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 14 Aldermen voted yea. Motion carried.
MOTIONS
Ald. Bauer referred to Central Services to mark the parking stalls on Elm between 10th and 11th Streets. Motion carried.
Ald. Heinecke moved to allow On The Rail have the alley blocked from 3:00 p.m. to 11:00 p.m. on October 11, 2018. Motion carried.
The City Council adjourned at 7:41 p.m. on a motion of Ald. Havermale. Motion carried.
