City of Quincy City Council met Sept. 24.

Here is the agenda provided by the Council:

By the Quincy Lions Club requesting permission to hold their annual “Candy Day” sale on October 5th and October 6th at various locations throughout the City from 7:30 a.m. to 7:30 p.m.

By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Quincy University/Women’s Basketball from October 3rd to December 1st; Quincy Elks Lodge #100 from now until November 3rd. The City Clerk recommends approval of these permits.

Ward 2 

By Club West of Quincy, 1023 N. 10th, requesting permission to waive Section 111.096 (a) (Consumption and Possession of Alcoholic Liquor on Public Streets, Alleys, and Sidewalks and Lots), Section 111.096 (d) (Permitting open liquor to leave licensed premises) and Section 111.067(a) (Selling outside of Licensed Premises) on September 29th from 1:00 p.m. to 6:00 2 p.m. for a benefit for Mike Fritz with proper licenses being obtained. They are also requesting N. 10th Street from Chestnut to Cherry closed. There will be a fenced in area with only one way in and out. Barricades needed at 10th & Cherry, 10th & Chestnut and both the east and west alleys on North 10th. This has been reviewed and approved by the Quincy Police Department.

Ward 7

A revocable permit application for encroachment of city right-of-way from The Red Light Bar Ward and Grill located inside the Granite Bank Gallery, 428 Maine St., requesting permission to place two park benches against the building on the City-owned sidewalk in front of 428 Maine St. The Utilities and Engineering Director presents this request subject to five conditions.

Ward 7

A revocable permit application for encroachment of city right-of-way from the Kroc Center, 405 Vermont, requesting permission to place temporary ADA parking signs on Vermont St. They will be placed at six parking stalls beginning at the parking lot entrance on the north side of

Vermont St. and running to the east towards 5th St. from October 1st through December 7th during an upcoming parking lot reconstruction project at their facility. The Utilities and Engineering Director presents this request subject to three conditions.

NOTICES OF PREHEARING CONFERENCES

Notice of prehearing by the Illinois Commerce Commission on its own motion vs. Northern Illinois Gas Co. d/b/a Nicor Gas Co. reference petition to determine the accuracy of the Rider 26 reconciliation statement in the office of the Commission, Chicago, IL on October 2nd at 11:00 a.m.

Notice of prehearing by the Illinois Commerce Commission on its own motion vs. Liberty Utilities (Midstates Natural Gas) Corp. d/b/a Liberty Utilities reference to a verified petition for review and reconciliation under Rider GUA in the office of the Commission, Chicago, IL on October 9th at 1:00 p.m.

RESOLUTIONS

Utilities and Engineering Director and Planning and Development Director recommending accepting $120,000 in grant funding from the IDOT for the Quincy Regional Transportation Plan that will study the altered traffic patterns resulting from the proposed bridge alignment with York St. and commit $30,000 in TIF and MFT funding.

Quincy Transit Lines Director and the Comptroller recommending approval of a short-term loan of up to $750,000, as needed, from the Cash Reserve Fund to the Quincy Transit Lines to pay operating expenses.

Chief of Police and the Police Aldermanic Committee recommending approval of the bid to purchase three Ford Police Interceptor Utility Vehicles from Gem City Ford in the amount of $90,606.00 minus $6,000.00 in trade-in value ($84,606.00 net cost).

An Ordinance Annexing Certain Territory To The City Of Quincy, Adams County, Illinois. (4100 Harrison Street)

First presentation of an ordinance entitled:

An Ordinance Amending The 2018-2019 Fiscal Year Budget. (Increase Expenditure by $74,000 to fund the partial roof replacement at the Oakley-Lindsey Center.)
