City of Quincy City Council met Aug. 6.

Here is the minutes provided by the Council:

The regular meeting of the City Council was held this day at 7 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. Goehl, Bergman, Bauer, Havermale, Farha, Sassen, Rein, Lepper, VanCamp, Reis, Heinecke, Holtschlag. 12.

Absent: Ald. Entrup, Ernst. 2.

Ald. Bauer moved the absent Aldermen be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held July 30, 2018, were approved as printed on a motion of Ald. Havermale. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

Petition

By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: The American Legion, Post 37 from 8-7-18 through 8-6-19 and Friends of the Log Cabins Association from 8-7-18 through 9-8-18. The City Clerk recommends approval of the permits.

Ald. Sassen moved the prayer of the petition be granted. Motion carried.

Monthly Reports

The monthly reports of the City Clerk, the City Treasurer, the City Comptroller, the Sign & Paint Dept., the Street Cleaning Dept., the Recycling Division, the Mosquito Abatement Program and the Forestry Dept. for the month of July, 2018, and the Sign & Paint Dept., the Street Cleaning Dept., the Recycling Division, the Mosquito Abatement Program, the Forestry Dept, and the Quincy Police Department for the month of June, 2018, were ordered received and filed on a motion of Ald. Farha. Motion carried.

Public Forum

Jeff Kerkhoff, 1221 Spruce, regarding “the 230th Anniversary of the New York Ratifying Convention of the U.S. Constitution” plus related topics. He also had a handout for the City Council.

Resolution

Whereas, the Washington Theater is owned by the City of Quincy; and

Whereas, the Washington Theater Redevelopment Commission was established by the City with the responsibility of renovating the Washington Theater; and

Whereas, the Washington Theater Redevelopment Commission would like to conduct fundraising events as well as lease the auditorium for revenue producing events; and

Whereas, some of the fundraising and lease opportunities involve a bonded, licensed vendor selling alcohol; and

Whereas, the Washington Theater Redevelopment Commission requests a waiver of the prohibition of the Sale of Alcohol in Public Buildings; and

Whereas, the City of Quincy is a home rule unit of local government pursuant to the provisions of §6, Article VII

(Local Government) of the Constitution of the State of Illinois; and

Whereas, pursuant to such authority and such other authority as may be established by law, this Resolution is being adopted.

Now, therefore, be it resolved by the City Council of the City of Quincy, that Section 111.081 Sale of Alcohol in Public Buildings of the Municipal Code of Quincy be waived for the Washington Theater Auditorium.

This Resolution shall be in full force and effect from and after its passage, as provided by law.

Ald. Holtschlag moved for the adoption of the resolution, seconded by Ald. Heinecke, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

Resolution:

Whereas, the City of Quincy annually applies for the Justice Authority Grants (JAG); and

Whereas, there is a requirement that a resolution be adopted allowing for the application of the JAG grants, and

Whereas,, the Quincy Police Department and the Adams County Sheriff’s Department jointly agreed that the Quincy Police Department will act as administrator of the JAG grant; and

Whereas, the $18,008.00 grant will be shared equally with the Adams County Sheriff’s Department; now

Therefore be it resolved, the Chief of Police and the Police Aldermanic Committee recommend to the Mayor and City Council that the Police Department be granted authority to apply for a Justice Authority Grant.

Resolution

Whereas, the City of Quincy recently advertised for bids for the rehabilitation of the Chestnut Street Pumping Station and improvements to the Water Treatment Plant pumping systems; and,

Whereas, the following bids were received:

Laverdiere Construction Inc.

Macomb, Illinois $1,094,000.00

Bleigh Construction Company

Hannibal, Missouri $ 997,200.00

Leander Construction Inc.

Canton, Illinois $ 990,000.00

Prairie State Plumbing & Heating Inc.

Athens, Illinois $ 886,176.00

Engineers Estimate $ 905,000.00

Whereas, the Director of Utilities and Engineering has reviewed these bids and finds the low bid of Prairie State Plumbing & Heating Inc., of Athens, Illinois, to be acceptable; and,

Whereas, to allow for the uninterrupted progression of this project in the event that changes or modifications are required, an additional 10 percent over the amount of the low bid shall be included in the encumbrance for this project; and,

Whereas, this project will be funded through the Illinois Environmental Protection Agency’s low interest loan program and Fund 501 cash reserves; now,

Therefore be it resolved, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the low bid from Prairie State Plumbing & Heating Inc., of Athens, Illinois, in the amount of $886,176.00 be accepted.

Resolution

Whereas, the Department of Utilities requires the purchase of piping and pipe fittings for the installation of a new 6” meter setting; and,

Whereas, the Department of Utilities recently requested quotes for the purchase of the 6” piping and pipe fittings; and,

Whereas, the following quotes were received: IMCO Utility Supply Co.

Springfield, Illinois $6,587.90

Core & Main

Washington, Illinois $5,660.00

Whereas, the quotes have been reviewed by the Director of Utilities and Engineering and found to be acceptable; and,

Whereas, funding for this purchase is available in the 2018/2019 fiscal year budget; now,

Therefore be it resolved, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the low quote from Core & Main of Washington, Illinois, in the amount $5,660.00 be accepted.

Resolution

Whereas, the Department of Utilities and Engineering requires land surveying services for the extension of water mains that will serve new customers and improve water flow and pressure for existing water customers on the south and east sides of Quincy; and,

Whereas, the Department of Utilities and Engineering recently requested quotes for this service; and,

Whereas, the following quotes were received:

Poepping, Stone, Bach & Associates

Quincy, Illinois $30,500.00

Four Points Land Surveying

Palmyra, Missouri $23,110.00

Klingner and Associates

Quincy, Illinois $22,500.00

Whereas, the Director of Utilities and Engineering has reviewed these quotes and finds the low quote from Klingner and Associates of Quincy, Illinois, to be acceptable; and,

Whereas, funding for this purchase is available in the 2018/2019 fiscal year budget; now,

Therefore be it resolved, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the quote from Klingner and Associates of Quincy, Illinois, in the amount $22,500.00 be accepted.

Whereas, the Director of Utilities and Engineering has reviewed these bids and finds the low bid of Williams Brother Construction Inc., of Peoria, Illinois, to be acceptable; and,

Whereas, to allow for the uninterrupted progression of this project in the event that changes or modifications are required, an additional 10 percent over the amount of the low bid shall be included in the encumbrance for this project; and,

Whereas, this project will be funded through the Illinois Environmental Protection Agency’s low interest loan program and Fund 501 cash reserves; now,

Therefore be it resolved, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the low bid from Williams Brother Construction Inc., of Peoria, Illinois, in the amount of $3,120,000.00 be accepted.
