Call to Order 

The Regular Business meeting of the Board of Education of Community Consolidated School District 181, DuPage and Cook Counties, Illinois, was called to order by Board President William Cotter at 6:00 pm on April 21, 2025, at Hinsdale Middle School, 100 S. Garfield Ave., Hinsdale, IL.

Roll Call

Jean Duggan, Recording Secretary, took roll call. Board members present were Margaret Cooper, Grace Shin, William Cotter, Sinead Duffy, Michael Martin, Asim Aleem, and Margaret Kleber. Also present, Dr. Hector Garcia, Superintendent.

Pledge of Allegiance

William Cotter led the Pledge of Allegiance.

Executive Session 

William Cotter made a motion to adjourn into Executive Session at 6:01 p.m. to discuss personnel and student discipline. Margaret Kleber seconded the motion. On roll call, the following members voted “Aye”: Grace Shin, Margaret Cooper, William Cotter, Michael Martin, Sinead Duffy, Margaret Kleber, and Asim Aleem. ”Nay”: None. The motion carried.

Board of Education Celebrations 

The Board celebrated the results of the April Board of Education election. Congratulations were extended to returning members Bill Cotter and Grace Shin for their continued service. A warm welcome was also shared for new board member Adam East.

The Board also recognized the D181 community, which demonstrated remarkable generosity during the annual "Stuff the Squad" event. This initiative, a collaboration with the Clarendon Hills, Hinsdale, and Burr Ridge Police Departments, saw enthusiastic participation from staff, students, families, and community members. Together, the district donated 2,726 pounds of food and supplies for HCS Family Services.

The D181 board recognized the incredibly successful Young Writers Night that was held on April 10th at Hinsdale Middle School. Author Refe Tuma praised the event, the culmination of the "INKspired Minds" project, where student authors received their published works.

Action Items

Approval of Resolution Designating the Continued Existence of Serious Safety Hazard Conditions  Ms. Mindy Bradford, Assistant Superintendent of Business and Operations, presented the Resolution Designating the Continued Existence of Serious Safety Hazard Conditions for approval

Ms. Bradford said that the Illinois School Code mandates an annual Board resolution reaffirming the existence of serious safety hazards for students walking to school or bus stops, which may qualify the district for state transportation reimbursement for distances under 1.5 miles.

She said that based on the review of the locations, she recommended that nine of the twelve previously designated locations continue to be recognized as serious safety hazards.

William Cotter made a motion to approve the Resolution Designating the Continued Existence of Serious Safety Hazard Conditions, as presented. Margaret Cooper seconded the motion. On roll call, the following members voted “Aye:” Meg Cooper, Margaret Kleber, Asim Aleem, Bill Cotter, Grace Shin, and Michael Martin. “Nay:” None. Absent: Sinead Duffy. The motion carried.

Informational Items 

Safety Update 

Jeffrey Alstadt, Director of Communications, provided the Board with a Safety Update. He highlighted the district's unwavering commitment to safety and security across all D181 schools.

Past Efforts - Robust Safety Framework:

● Facilities: Enhanced entry security (three-point system), door security upgrades, clear identification (room numbering), and comprehensive camera installation.

● Standard Operating Procedures: Improved visitor management, CrisisGo implementation, comprehensive training, emergency preparedness (reunification procedures, Safety and Crisis Teams), staff safety training, ongoing refinement (reunification training, CrisisGo practice), substitute support, threat assessment enhancements, and Cardiac Emergency Response Plan (CERP) initiation.

● Safety Officers: Pilot program (2023-2024), dedicated team (2024-2025) with increased officers, strategic deployment, positive stakeholder feedback, summer coverage, and expanded presence. Ongoing Enhancements for 2025-2026:

● Strengthening Procedures: Refined Standard Operating Procedures (SOPs) with CrisisGo integration for drills and real-time emergencies.

● Expanded Safety Team: Increasing Safety Officer presence with strategically designed schedules and continued utilization of the D181 Safety Officer Operations Manual.

● Enhanced Communication: Ongoing sharing of safety tips and updates through Superintendent and District communications.

Full-Day Kindergarten Construction Update 

Mike Duggan, Director of Facilities, provided an update on the status of the Full-Day Kindergarten construction projects.

KR Miller

Oak:

The interior construction of the four additional classrooms and two office spaces is substantially complete. The contractor is working on a punch list from Healy, Bender, Patton, and Bean. The final cleaning was completed, and furniture for the new classrooms and offices was delivered and installed over Spring Break.

Punch list items in the remodeled area and exterior work were completed over spring break.

Madison:

In addition to miscellaneous MEP rough and finish work completed over Spring Break, the following additional work took place:

● Curtain wall and classroom window frames installed

● Mechanical work continues

The expected completion date for this project remains July 25, 2025.RL Sohol

Walker:

Walker is nearing substantial completion. Healy, Bender, Patton, and Bean have requested a punch list. The ceiling grid, acoustical tile, sprinkler drops, and light fixtures are complete. All casework, marker boards, and tack boards have been installed. Installation of plumbing fixtures is complete. Classroom flooring installation is complete, as is HVAC testing and balancing. All sinks, countertops, and the kiln have been installed.

The original expected completion date was mid-July 2025, but the date is now scheduled to be May 1, 2025.

Monroe:

Window frames and glass have been installed. Ceilings are complete. Casework installation is complete. The original expected completion date was mid-July 2025, which is now expected to be May 1, 2025.

Lite Construction

The Lane:

Continuation of MEP work, framing, soffits, and insulation projects were completed over Spring Break. Ceiling work, painting, and flooring will follow.

This project's expected completion date is June 30, 2025.

Elm:

Painting and MEP rough and finish work were completed over Spring Break.

This project's expected completion date is June 30, 2025.

Ms. Bradford provided a financial update on the Full-Day Kindergarten projects. The total budgeted amount is $19,171,616. As of March 31, 2025, the District has spent $14,101,113 (74%) of the total budget for the projects.

District Office Building Construction Update 

Mike Duggan, Director of Facilities, provided an update on the construction status of the new District Office building at 133 East Ogden Avenue in Hinsdale.

The administration is working with the Village of Hinsdale to receive approval for the exterior site work so that the last portion of the work can be completed as soon as possible. The administration appeared before the Planning Commission and the District Architect on April 9, 2025, when the Commission made recommendations for the exterior design. The matter was continued until May 14, 2025, planning commission meeting, giving the District and its architect time to address the Commission’s concerns. This exterior work that is the subject of these planning meetings is not a roadblock to Construction, Inc. or to the District's occupancy timeline, as continued good progress on all interior work is being made.

Construction Status Update

● 1st floor:

○ Drywall and painting are being completed

○ Ceiling grid being installed

○ Flooring to start week of 4/7

● 2nd floor

○ Drywall is complete, and painting has begun

○ Ceiling grid and flooring to follow in succession with the 1st floor

● 3rd floor

○ Drywall complete

○ Ceiling and equipment room mechanicals are wrapping up

○ Will follow in succession after the 2nd floor with painting, ceilings, and flooring

● Furniture is scheduled for delivery on May 19

● Elevator work is scheduled to begin May 5 and is expected to be complete before move-in.

Financial Update:

Ms. Bradford shared that the total budget for the District Office is $5,105,500. Ms. Bradford provided a financial update on the District Office. The total budgeted amount is $5,105,500. As of March 31, 2025, the District has spent $1,729,493 (34%) of the total project budget.

CSCI Results 

Kristin Reingruber, Director of Assessment, Instruction, and Evaluation, presented the 2025 Comprehensive School Climate Inventory (CSCI) Results. She said the CSCI is a nationally recognized survey measuring twelve essential dimensions of a healthy school climate across four domains: Safety, Teaching and Learning, Interpersonal Relationships, and Institutional Environment. Two additional dimensions in Leadership and Efficacy are measured for staff.

The district achieved very high participation rates in the 2025 administration: 99.3% of students in grades 4-8, 96.6% of certified staff, and 45.8% of parents. Overall median scores for all three respondent groups (students, staff, and parents) in D181 averaged at or above 4.0. The 2025 overall median score (4.35) was higher than the 3-year average (4.26). The overall median scores for all nine D181 schools are well above 3.5, with seven schools and the district overall scoring above 4.0, indicating a positive perception of the learning environment.

Ms. Reingruber said that when viewed by elementary and middle school respondent groups, only two areas showed average median scores below 3.75: sense of social-emotional security for middle school staff and online safety for middle school parents.

Overwhelmingly, D181 students, staff, and families perceive the schools as positive places for learning and growth, with overall averages for each grade level band group (ES and MS students, parents, and staff) above 4.0.

Ms. Reinruber stated that the District and school-level CSCI results were shared with building and district administrators. The building leaders will share these results with their staff and determine any necessary adjustments for the current (2024-2025) and/or upcoming (2025-2026) school years.

IDEA Needs Assessment

Ms. Erica Ekstrom, Assistant Superintendent of Student Services, provided an update about the Individuals with Disabilities Education Act (IDEA) annual needs assessment. Annually, D181 sends a survey to all parents and staff regarding the school district's support and services available to students in an effort to help guide district programming and continuous improvement priorities.

Ms. Ekstrom said the survey is currently being reviewed and updated in order to address feedback regarding some questions being confusing, as well as to align efforts to district strategic goals (ex., Literacy, SEL, Instructional Strategies, etc.). A review of the survey administration timeline is also under review. The goal is to avoid multiple initiatives, communication, and surveys being sent to parents and staff at the same time. The survey is scheduled for later this spring, yet the exact dates are still being determined

FOIA Update

Dr. Garcia shared that the District received fourteen requests and completed fourteen since the last FOIA update at the March 17, 2025, Board meeting.

Approval of Minutes 

The Board was asked to approve the following minutes:

● Regular Business Meeting - March 17, 2025

Approval of the Final School Calendar 2024-2025 

The Board was asked to approve the final 2024-2025 school calendar, declaring May 30, 202,5, as the final student attendance day and June 3, 2025, as the final teacher attendance day.

Resolution of the Board of Education of Community Consolidated School District 181 Approving  Proposed Amendments to the DuPage/West Cook Intergovernmental Agreement  The Board was asked to approve the recommendation to vote to amend the DuPage/West Cook Intergovernmental Agreement, allowing DuPage West Cook Regional Special Education Association (D/WC) to operate as an oversight committee composed of member district representatives who will meet at least twice annually to review programming and budget recommendations.

Release of Closed Session Minutes 

The Board of Education reviewed closed session minutes on March 17, 2025. They reviewed minutes from August 12, 2024, to February 24, 2025, and recommended the following minutes be released to the public:

● August 12, 2024

● November 18, 2024

● December 16, 2024

● February 24, 2025

Destruction of Verbatim Record of Closed Session Minutes 

The verbatim record of a closed session must be kept by the public body for a minimum of 18 months after the meeting and may be destroyed after the expiration of that period of time, but only if: 1. The public body approves the destruction.

2. The public body approves the written minutes of the closed session concerned, and 3. There is no legal action pending concerning the meeting. 5 ILCS 120/2.06(c)

The Board was asked to approve the monthly financial reports for March 2025.

Quarterly Financial Report

The Board was asked to approve the 3rd quarter financial reports for March 2025.

William Cotter made a motion to approve the consent agenda as presented. Margaret Kleber seconded the motion. On roll call, the following members voted “Aye:” William Cotter, Grace Shin, Margaret Cooper, Margaret Kleber, Asim Aleem, and Michael Martin. “Nay:” None. Absent: Sinead Duffy. The motion carried.

Adjournment 

William Cotter made a motion to adjourn at 7:54 p.m. Michael Martin seconded the motion. All in favor. The motion carried.
