City of Quincy City Council met Feb. 5.

PUBLIC COMMENT

PETITIONS

By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Quincy Golden K Kiwanis from 2/5/24 through 4/26/24.; Quincy Humane Society from 2/21/24 through 7/31/24; and Quincy Medical Group Foundation Cancer Crush from now until April 5, 2024. The City Clerk recommends approval of the permits.

MONTHLY REPORTS

LIMOUSINE OWNER’S LICENSE

By Chief of Police Adam C. Yates stating that the necessary public hearing was held and Mr. John Frankenhoff, representing his business, Quincy Premium Transportation, 1816 Amber Ave., Quincy, IL, does satisfactorily meet the requirements of a limousine owner and he is therefore recommending approval of the license.

MAYOR’S APPOINTMENT

Alderwomen Kelly Mays to the Animal Control Commission, term expiring February 15, 2026

RESOLUTIONS

Resolution authorizing Quincy Transit Lines to submit an application for the Downstate Operating Assistance Grant in the amount of $3,612,429.00 for the purpose of offsetting a portion of the Public Transportation Program operating expenses and deficits of Quincy Transit Lines.

Resolution to approve amendments to the Blue Cross-Gallagher services agreement.

ORDINANCE

First presentation of an Ordinance entitled:

Ward 3 An Ordinance Granting a Special Use Permit for a Planned Development. (To obtain a liquor license as a means to operate video gaming terminals at 1002 North 24th Street and 1006 North 24th Street.)
