PETITIONS

Ward 7 Application for Revocable Permit for Encroachment of City Right-of-Way from John Rupp, owner of Rupp Rentals requesting permission to install a ramp on the front of the building located at 926 Hampshire Street. The Engineering Manager presents this request subject to the following conditions: 1) Petitioner is to take full responsibility and liability for the design, installation and maintenance of the ramp. 2) The ramp must comply with the Americans with Disabilities Act (ADA) standards. 3) Placement of the ramp must allow an 8-foot clearance on the existing sidewalk. 4) The petitioner will assume full responsibility for any damage to City infrastructure caused by the installation and maintenance of the structure. 5) All pertinent City permits must be obtained from the Department of Planning and Development prior to the start of the project.

Wards 3 & 4 Special Event Application from the Quincy Family YMCA requesting permission to hold the 43rd annual Turkey Run on Thursday, November 23, 2023. The run/walk event consists of one (1) mile, 5K, and 10K routes that begin and end at the YMCA at 3101 Maine Street. The following street closures are requested from 7:30 a.m. until 10:30 a.m. on the day of the event and the applicant requests that the City provide barricades for the street closures: Maine Street, 16th to 33rd Streets; Jersey Street, 16th to 20th Streets; East Avenue; West Avenue; Aldo Boulevard, 22nd to 23 Streets; Washington Street, 16th to 22nd Streets; Jackson Street, 14th to 22nd Streets; 16th Street, Maine to Jersey Streets; 16th Street, Washington to Jackson Streets; 22nd Street, Grove Avenue to Jackson Street; 23rd Street, Maine Street to Aldo Boulevard. Maine Street from 24th Street to St. Peter Church will be open to traffic for those attending services at the church. The applicant will also have signage in place directing traffic to a secondary access point for the church parking lot. Approval is recommended by the Department of Utilities & Engineering.

RESOLUTIONS

Resolution authorizing purchase of street trees. (37 ornamental and shade trees from Leffer’s Landscaping and Nursery, Inc. in the amount of $16,000 for the 2023 Tree Planting Program.)

Transportation Director, Transportation Committee, Administration Director and the Purchasing Director recommending approval of the purchase of 5 Desktop radios from Gem Electronics in the amount of $8,990.

Engineering Manager, Public Works Director and Central Services Committee recommending approval of the bid from Diamond Construction Co.in the amount of $1,299,859 for the 2023 Motor Fuel Tax Fund (MFT) Asphalt Maintenance Project, subject to approval by the Illinois Department of Transportation.

Engineering Manager, Public Works Director, and Central Services Committee recommending approval of the low bid from Gem City Ford in the amount of $53,248.00 for the purchase of two (2) 2024 Ford Maverick trucks.

Engineering Manager, Public Works Director, and Central Services Committee recommending the bids received for the Bayview Bridge Lights Replacement Project be rejected, and the project be re evaluated.

Engineering Manager, Public Works Director, and Central Services Committee recommending the bid received for the Municipal Landfill 4 – 2023 Gas Header Improvements Project be rejected, and the project be re-bid at a later date.

ORDINANCES

Adoption of an ordinance entitled:

Ward 6 An Ordinance Granting A Special Use Permit For A Planned Development. (1800 Jackson, allow construction of two-family residential unit (duplex).
