City of Quincy City Council met June 5.

Here are the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding. The following members were physically present:

Ald. Fletcher, Bergman, Bauer, Rivera, Mays, Farha, Sassen, Rein, Ebbing, Reis, Reed, Uzelac, Holtschlag. 13. Absent: Ald. Entrup. 1.

Ald. Bergman moved Alderman Entrup be excused and be allowed the usual compensation for this meeting. Motion carried.

The minutes of the regular meeting of the City Council held May 30, 2023, were approved as printed on a motion of Ald. Bergman. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

PUBLIC FORUM

Glen Brassfield stated that he has been mowing the city right-of-way east of Cadbury Ridge and Harrison to Hampton Ave. for the past 2 1/2 years. He is wanting the City to start mowing that area.

Jon Schinderling stated that he and Glen Brassfield have been mowing East Harrison city right-of-way. Private citizens have been doing this to keep the area from being overgrown.

Stacy Young stated that there are too many kids with guns. She has been robbed several times and feels that the police are not doing anything about it.

Kathleen Helsabeck stated that the Quincy Public Library had a successful Summer Read Kick-Off with 1,800 attending. Next in the summer series is Illinois Humanities Road Scholar Ted Williams III, on June 6th.

PETITIONS

The Crossing Church requesting to rezone property commonly known as 150 South 48th Street from R1A (Single Family Residential) to C1B (Commercial) to allow for the continued operation of a restaurant at 150 South 48th Street. Ald. Farha moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

William Spear requesting a Special Permit for Planned Development to allow for the demolition of the dwelling at 424 South 16th Street while continuing to use the existing garage with plans to demolish the existing garage and build a new garage without being required to construct a new dwelling at 424 South 16th Street, zoned R2.

Ald. Farha moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

William Spear requesting to rezone property commonly known as 1515 State Street from R2 (Two-Family Residential) to C1B (Commercial) to align the zoning of 1515 State Street with the zoning of 1535 State Street. Ald. Farha moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

JTP of Quincy, Inc. requesting a Special Permit for Planned Development to allow for the commercial sale of portable buildings at 900-920 Maine Street, zoned D2.

Ald. Uzelac moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

By Blessed Sacrament Parish requesting to conduct a raffle and have the bond requirement waived from August 14th to September 9, 2023. The City Clerk recommends approval of the permit.

Ald. Sassen moved the prayer of the petition be granted. Motion carried.

Special Event Application from the Quincy Notre Dame Cross Country Team requesting permission to hold the 21st Annual Raider Challenge on Saturday, June 24, 2023. They request the closure of Jackson Street, 8th Street to 12th Streets; R.J. Peters Drive, Gardner Expressway to 8th Street; South bound lane of South 12th Street, R.J. Peters Drive to Jackson Street and eastbound lane of Jackson Street, Gardner Expressway to 5th Street from 6:00 a.m. through 10:00 a.m.

on Saturday, June 24th and the City provide barricades. The Quincy Park District has approved the closure of roads in South Park and Indian Mounds Park to accommodate the race route. They have submitted all required documentation and approval is recommended by the Department of Utilities & Engineering.

Ald. Reis moved the prayer of the petition be granted and the proper authorities notified. Motion carried. Special Event Application from The District requesting permission to hold Midsummer Arts Faire on Friday, June 23rd through Sunday, June 25th in downtown Quincy. They request the closure of 6th Street, Maine to Hampshire; Jail Alley (east-west portion) and Parking Lot I from 12:00 (noon) on Friday, June 23rd through 6:00 p.m. on Sunday, June 25th and the City provide barricades. The Quincy Police Department has approved the application to waive liquor ordinance 111.096(a) to allow for the consumption and possession of liquor on a public street and the Live Entertainment/Public Gathering application for various bands playing throughout the event. They ask the noise ordinance be waived to allow for the playing of music until 11:30 p.m. on Saturday June 24th. All required documentation has been submitted and approval is recommended by the Department of Utilities & Engineering.

Ald. Uzelac moved the prayer of the petition be tabled for one week, seconded by Ald. Holtschlag. Motion carried.

MONTHLY REPORTS

The monthly reports of the City Clerk, the City Treasurer, the City Comptroller, Street Cleaning, Sign & Paint and the City Forestry for the month of May 2023, and the Recycling Division for the month of April 2023, were ordered received and filed on a motion of Ald. Uzelac. Motion carried.

MAYOR’S APPOINTMENT

By Mayor Michael A. Troup making the appointment of Jason Traeder to the Plan Commission effective immediately for a one-year term expiring May 31, 2024.

Ald. Uzelac moved the appointment be confirmed. Motion carried.

RESOLUTION

WHEREAS, a raw materials conveyor belt at the Waste Water Treatment Plant recently failed and requires repair; and, WHEREAS, the City has received a quote in the amount of $15,262.40 from Purvis Industries of Hannibal, Missouri, for the purchase of parts necessary to repair the piece of equipment; and,

WHEREAS, the Director of Public Works has reviewed the quote and finds it to be acceptable; and, WHEREAS, funding for the repair parts is available in the 2023/2024 Sewer Fund fiscal year budget. NOW, THEREFORE BE IT RESOLVED, that the Director of Public Works and the Utilities Committee recommend

to the Mayor and Quincy City Council that normal bidding requirements be waived and the quote from Purvis Industries of Hannibal, Missouri, in the amount of $15,262.40 be accepted.

RESOLUTION

WHEREAS, the Department of Utilities and Engineering requires the purchase of sodium permanganate which is used for the treatment of drinking water at the Water Treatment Plant; and,

WHEREAS, the City recently requested bids for the purchase of one (1) tanker truck load (approximately 17 tons) of sodium permanganate and the following bids were received:

Shannon Corporation

Malvern, Pennsylvania $3,434.79 per ton

Carus Corporation

Peru, Illinois $3,000.00 per ton

WHEREAS, the Director of Public Works has reviewed the bids and finds them to be acceptable; and, WHEREAS, funding for this purchase is available in the 2023/2024 Water Fund fiscal year budget. NOW, THEREFORE BE IT RESOLVED, that the Director of Public Works and the Utilities Committee recommend

to the Mayor and Quincy City Council that the low bid from Carus Corporation of Peru, Illinois, for the purchase of one (1) truck load of sodium permanganate at the cost of $3,000.00 per ton be accepted.

RESOLUTION

WHEREAS, the Department of Utilities and Engineering is responsible for the cleaning and inspection of existing CSO interceptor sewers; and,

WHEREAS, on April 11, 2022, the Quincy City Council authorized the purchase of a Truck Loader Bucket Machine and Pull-In Machine to perform routine cleaning of large sewers; and,

WHEREAS, on September 12, 2022, the Quincy City Council authorized hiring a consultant to perform on-site sewer inspections to determine if additional equipment and employee training is needed for City staff to routinely clean and maintain the sewer interceptors; and,

WHEREAS, based on the findings of the inspections, the City desires to contract the services of a consultant to clean a 30” diameter sewer while providing on-site training and supervision of employees during the cleaning process; and,

WHEREAS, Brown Equipment Company of Evansville, Indiana, has submitted a proposal in the amount of $25,736.00 for all expenses associated with the sewer cleaning and employee training during the project; and,

WHEREAS, funding for this service is available in the 2023/2024 Sewer Fund fiscal year budget. NOW,

THEREFORE BE IT RESOLVED, that the Director of Public Works and the Utilities Committee recommend to the Mayor and Quincy City Council that normal bidding requirements be waived, and the City enter into an agreement in the amount of $25,736.00 with Brown Equipment Company of Evansville, Indiana, for sewer cleaning and on-site training services.

Ald. Rein seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

EXECUTIVE SESSION

Ald. Holtschlag moved the City Council adjourn and sit in Executive/Closed Session pursuant to the Open Meetings Act 5 ILCS 120.2 (c) (2) to discuss Collective Bargaining Negotiations, seconded by Ald. Bergman, and on a roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

CITY COUNCIL RECONVENED

After sitting in Executive/Closed Session pursuant to the Open Meetings Act 5 ILCS 120.2 (c) (2) to discuss Collective Bargaining Negotiations, Ald. Farha moved the City Council reconvene and sit in regular session at 7:58 p.m. Motion carried.

The City Council adjourned at 7:59 p.m. on a motion of Ald. Holtschlag. Motion carried.
