City of Quincy City Council Met Dec. 28.

Here is the minutes provided by the council:

Due to COVID–19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced that City Council meetings will be closed to the public starting August 10, 2020. 

The following members were physically present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Reis, Awerkamp, Holtschlag.8.

Virtual: Ald. Farha, Sassen, Rein, Uzelac.4.

Absent: Ald. Holbrook, Mast.2.

Ald. Entrup moved the absent Aldermen be excused. Motion carried.

MINUTES AMENDED

Ald. Bergman moved to amend the minutes under Reports of Traffic Commission, the referral to implement a “4-Way Stop” at the intersection of 7th & Lind St. and have an ordinance drafted. This motion was made by Ald. Bergman not Ald. Entrup. Motion carried.

The minutes of the regular meeting of the City Council held December 21, 2020, were approved, as amended, on a motion of Ald. Bergman. Motion carried.

The City Clerk presented and read the following:

REPORTS OF QUINCY PLAN COMMISSION

Recommending approval of the vacation of the eastern 40’ of the east-west-public alley bounded by Chestnut, Cherry, North 5th and North 6th.

Ald. Bergman moved the report be received and concurred in and an ordinance drafted. Motion carried.

Recommending approval of the subdivision of property located at 3400 Quincy Mall, Quincy, IL, under the “small tracts” provision of the subdivision ordinance.

Ald. Finney moved the report be received and concurred in. Motion carried.

Recommending approval of a Special Permit for a Planned Development to operate a gaming parlor with limited alcohol sales at 1207 Harrison Street with condition that the permit is non-transferrable.

Ald. Reis moved the report be received and concurred in and an ordinance drafted. Motion carried.

The petition for a Special Permit for a Planned Development to operate a pizzeria with sit down and delivery service at 2001 Jefferson was withdrawn due to the lack of a completed application.

Ald. Farha moved the report be received and filed. Motion carried.

APPOINTMENT OF DEPUTY CITY CLERK

To the Honorable Mayor and members of the City Council:

Subject to approval and confirmation by your Honorable Body, we hereby appoint Amanda Keck as Deputy City Clerk & Ex-Official Town Clerk to start January 4, 2021.

Ald. Reis moved the appointment be confirmed. Motion carried.

RESOLUTION

WHEREAS, the sworn personnel of the Quincy Police Department are required to carry firearms and be proficient in  their use; and

WHEREAS, the Quincy Police Department conducts regular firearms training for all sworn personnel; and 

WHEREAS, since 2015 the Quincy Police Department has entered into an agreement with RKBA, LLC., to provide a firearms training facility; and

WHEREAS, the cost to use this facility is $115.00 per officer (71), for a total cost of $8,165.00 which includes individual memberships; now

THEREFORE BE IT RESOLVED, the Chief of Police recommends to the Mayor and City Council that $8,165.00 be paid to RKBA, LLC., for use of the facility for Quincy Police Department firearms training.

Bergman, Bauer, Finney, Farha, Sassen, Rein, Entrup.7 Nays: Ald. Reis, Awerkamp, Uzelac, Holtschlag, McKiernan.5. Absent: Ald. Holbrook, Mast.2. The Mayor cast a vote of yea. Motion carried.

Second presentation of an Ordinance entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (To operate a window tinting business, operate a rental business for solar light tower trailers and to allow outdoor storage of solar light tower trailers at 1629 South 57th Street.)

First presentation of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Traffic Schedules) of The Municipal Code Of The City Of Quincy Of 2015. (Replace Yield with Stop signs, 6th & Cherry, Cherry stops for traffic on N. 6th)

Ald. Bergman moved the ordinance be read by its title, seconded by Ald. Entrup. Motion carried.

The City Clerk read the ordinance by its title.

Ald. Bergman moved the requirements of Section 32.31 of the Code of the City of Quincy be waived and the ordinance adopted, seconded by Ald. Bauer, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Entrup moved the ordinance be read by its title, seconded by Ald. McKiernan. Motion carried. The City Clerk read the ordinance by its title.

First presentation of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (No Parking Zones) Of The Municipal Code Of The City Of Quincy Of 2015. (No Parking, M-F, 7 -9 a.m. and 2-4 p.m. at Harrison Plaza from Harrison St., north 300’; Cadbury Ridge from Harrison St., north 300’)

Ald. Rein moved the ordinance be read by its title, seconded by Ald. Reis. Motion carried.

The City Clerk read the ordinance by its title.

Ald. Holtschlag moved the ordinance be read by its title, seconded by Ald. Reis. Motion carried. The City Clerk read the ordinance by its title.

Ald. Reis, seconded by Ald. Awerkamp, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

MOTION

Ald. Bergman referred to the Street Lights/Right-of-Way Committee the possibility of a streetlight midblock on North 5th between Chestnut and Cherry. Motion carried.

The City Council adjourned at 7:30 p.m. on a motion of Ald. Holtschlag. Motion carried.
