Adams County Board Legislative and Judicial Committee met Oct. 6.

Here is the minutes provided by the committee:

The Adams County Board Legislative & Judicial Committee held their regular meeting in the County Board room at 507 Vermont Street, Quincy, Illinois.

The following members were present:

Barney Bier

Todd Deusterhaus

Raquel Piazza (zoom)

Others present:

The meeting was called to order at 6:00 p.m. by Barney Bier.

The committee reviewed bills and stamped as “Checked.”

The committee discussed the issue of the Election Day holiday. Overall the committee agreed that the Courthouse would still be open and individual office holders, i.e. the States Attorney, can decide if they want to remain open to the public. This decision will carry unless another legal opinion states otherwise.

Mr. Niekamp presented the committee with 3 resolutions to change polling locations. These changes are being requested to fall in line with COVID-related safety recommendation to not hold polling locations in nursing homes and to ensure proper social distancing measures. Mrs. Piazza made a motion to approve the polling location changes. Mr. Deusterhaus seconded the motion. The motion carries.

Mr. Niekamp also presented the committee with a resolution to close certain services in the County Clerk’s office on November 2nd and November 3rd to focus efforts on the election. Mrs. Piazza made a motion to approve the resolution. Mr. Deusterhaus seconded the motion. The motion carries.

The committee held a discussion about liquor licenses, and the interpretation of the code. The understanding is if the license is being re-issued, it does not require County Board approval, but a new license would require County Board approval. Mr. Bier mentioned that he wants to look at the one day special permits. The current application does not require proof of insurance. Mr. Farha suggested sending out a letter at the beginning of the year notifying the applicants that the County will require proof.

Mr. Bier stated that the County Code requires a bid for purchases up to $10,000, but that should be increased. He presented the committee with a draft of revised changes to the County Code to increase the RFP amount after the Executive Committee agreed to the increase. Mrs. Piazza made a motion to present the revised code to the County Board for approval. Mr. Deusterhaus seconded the motion. The motion carries.

Mr. Deusterhaus made a motion to adjourn the meeting. Mrs. Piazza seconded the motion. Mr. Bier adjourned the meeting at 6:19 p.m.
