City of Quincy City Council met Feb. 18.

Here is the minutes provided by the council:

Monday, February 17, 2020, being a legal holiday, the regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Farha, Sassen, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 12.

Absent: Ald. Ernst, Rein. 2.

Ald. Entrup moved the absent Aldermen be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held February 10, 2020, were approved as printed on a motion of Ald. Entrup. Motion carried.

Legal Counsel: Assistant Corporation Counsel Bruce Alford.

The City Clerk presented and read the following:

PETITION

By St. James Lutheran School requesting permission to have a 5K Fun Run on June 20th from 8:00 a.m. to 10:00 a.m. The run will start at 16th & Madison St., south to Jackson St., west to 12th St., south to Harrison St., west to South Park, through the park back to 12th & Harrison St., north to Jackson St., east to 16th St., north to Madison St. They ask for Police Auxiliary assistance at 12th & Jackson, 12th & Harrison and the entrance of South Park. Barricades are also needed.

Ald. Reis moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

SALES TAX REPORT

The report of the Illinois Department of Revenue showing sales tax collected for the month of November, 2019, in the amount of $868,248.86 was ordered received and filed on a motion of Ald. Farha Motion carried.

HOME RULE SALES TAX REPORT

The report of the city’s 1-1/2% home rule sales tax collected for the month of November, 2019, in the amount of $820,978.57 was ordered received and filed on a motion of Ald. Farha. Motion carried.

MAYOR’S APPOINTMENTS

By Mayor Kyle A. Moore making the reappointment of Steve Meckes to the Police and Fire Commission and Ald. Jason Finney to the Enterprise Zone Board.

Ald. Farha moved to amend the appointment of Steve Meckes for a three-year term, seconded by Ald. Uzelac. Motion carried.

Ald. Farha moved the appointments be confirmed, as amended. Motion carried.

RESOLUTION

WHEREAS, the Quincy Police Department maintains a fleet of police vehicles and needs to keep them in working order and safe for the officers to drive; and

WHEREAS, the Quincy Police Department works diligently to control the costs associated with the maintenance of the fleet; and

WHEREAS, the Department routinely keeps our vehicles until they have 100,000 miles or more and know that our repair costs increase substantially after 60,000 miles; and

WHEREAS, the Department must use factory authorized parts for some repairs to prevent further damage to the vehicles and ensure the safety of the officer; and

WHEREAS, the Department recently purchased three Ford police utility vehicles; and

WHEREAS, an extended warranty, with a vanishing deductible, can be purchased that will provide bumper to bumper coverage for five years and up to 125,000 miles; and

WHEREAS, the extended warranty on these vehicles must be purchased while they are low mileage; and

WHEREAS, based on the average repair costs of our vehicles, we expect to see significant savings by purchasing an extended warranty; and

WHEREAS, the purchase of an extended warranty is a sole source purchase from our local Ford dealer, Gem City Ford, for $2,860 per car, for a total of $8,580.00; now

THEREFORE BE IT RESOLVED, the Chief of Police and the Police Aldermanic Committee recommend to the City Council that the Quincy Police Department be granted authority to purchase three extended warranties from Gem City Ford for $8,580.00.

Ald. Sassen moved for the adoption of the resolution, seconded by Ald. Farha, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

RESOLUTION

WHEREAS, Nicholas Rober has agreed to lease the office space in the Washington Theater from the City of Quincy year to year with a rental rate of $800 per month and a five year rent schedule increase of $50 per month per year; and

WHEREAS, the City of Quincy is a home rule unit of local government pursuant to the provisions of §6, Article VII (Local Government) of the Constitution of the State of Illinois; and

WHEREAS, pursuant to such authority and such other authority as may be established by law, this Resolution is being adopted.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF QUINCY, ADAMS COUNTY, ILLINOIS, as follows:

The Mayor and City Clerk are hereby authorized to execute and attest, respectively, a Lease Agreement consistent with the terms set forth above to lease a portion of the Washington Theater property to Nicholas Rober.

This Resolution shall be in full force and effect from and after its passage, as provided by law.

Ald. Holtschlag moved for the adoption of the resolution, seconded by Ald. Uzelac, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

RESOLUTION

WHEREAS, firefighting apparatus is an essential piece of firefighting equipment; and,

WHEREAS, all firefighting apparatus must be in good, working order; and,

WHEREAS, the Quincy Fire Department’s reserve aerial platform truck, a 1992 Grumman Aerial Cat, was recently “deadlined” after failing a ladder test; and,

WHEREAS, Rush Truck Center has worked with the Department over the last couple of months to identify the necessary parts, and where to get them, since the apparatus manufacturer is no longer in business; and,

WHEREAS, it has been determined that the truck needs to have significant rear suspension components replaced due to rust issues; and,

WHEREAS, Rush Truck Center has provided a quote of $13,005.92 to perform the necessary repairs,

NOW THEREFORE BE IT RESOLVED, that the Fire Chief recommends to the Mayor and City Council that the Fire Chief be authorized to contract with Rush Truck Center to perform the necessary repairs in the amount of $13,005.92.

The City Council adjourned at 7:28 p.m. on a motion of Ald. Holtschlag. Motion carried.
