Adams County Board Finance Committee met Dec. 9.

Here is the minutes provided by the committee:

The following members were present:

Bret Austin, Chairman

Taylor Rakers

Matt Obert

David Hoskins

Others present:

The meeting was called to order at 6:20 p.m. by Bret Austin.

Approval of Prior Minutes:

Mr. Obert made a motion to approve the November 11, 2019 meeting minutes. Mr. Hoskins seconded the motion. The minutes were approved.

Bills:

The committee reviewed bills and stamped as “Checked.”

Old Business:

Mr. Cory reported that he had a discussion with the City of Quincy and the IL Department of Revenue to verify the figures for the Aviation Fuel Tax money that needs to be transferred to the City. This is a pass-through tax for the County and is budget neutral. Mr. Obert made a motion to approve the transfer of the funds to the City of Quincy per the agreement. Mr. Rakers seconded the motion. The motion was approved. Mr. Cory will work with the City to determine the frequency of the transfers, most likely quarterly or semi-annually.

Resolutions:

a) 2019-12-161-001 – Resolution for the approval of an increase to the annual salary of the Supervisor of Assessments.

1. Mr. Obert made a motion to approve the salary increase; Mr. Rakers seconded the motion. The motion was approved.

b) Tax Resolution Parcel Number: 23-5-0935-000-00 located in Quincy Township, IL. AND Tax Resolution Parcel Number: 23-6-0229-002-00 located at 1929 Chestnut, Quincy, IL.

1. Mr. Rakers made a motion to approve the tax resolutions. Mr. Hoskins seconded the motion. The motion was approved.

d) 2019-12-421-031 - Resolution to amend Clerk of Court Collection Schedule. Amendment to resolution 2019-06-0421-011.

1. Mr. Obert made a motion to approve the resolution. Mr. Hoskins seconded the motion. The motion carries.

Fund Appropriation

Additional Fund Appropriation – From Wendy Venvertloh – Director of Court Services – an increase of $1500.00 to revenue line item 001-321-4xxx Juvenile Detention Center – FACT Grant for a new budgeted amount of $1500.00 and an increase of $1500.00 to expense line item 001-321-5xxx Juvenile Detention Center – FACT Grant – All Expenses for a new budgeted amount of $1500.00.

Mr. Obert made a motion to approve the additional fund appropriation. Mr. Hoskins seconded the motion. The motion carries.

Budget

Mr. Austin reported that the County is raising the levy 0.92% for the 2019-2020 budget year. Mr. Rakers made a motion to approve the levy. Mr. Hoskins seconded the motion. The motion carries.

Old Business

The committee reviewed the Intergovernmental Agreement for the Riverfront Development and discussed the impact of having a plan in place for future projects. This plan could potentially impact funding available for the bridge through IDOT and other grants that could become available for economic development. Mr. Rakers made a motion to approve the Intergovernmental Agreement for the Riverfront Development plan. Mr. Obert seconded the motion. The motion carries and will go to the full County Board for a vote.

New Business

Mrs. Hester and Mr. Eyler provided an update to the Finance Committee on the status of the collective bargaining meetings for new union contracts. There are 4 contracts that are done, 3 of which will go to the full County Board; the other one is signed by the Circuit Clerk.

Mrs. Hester provided the Committee with a second health insurance plan that is being referred to as the Union Plan. The details of the plan will be applied to those bargaining units that do not agree to contribute 10% for health insurance premiums. Mrs. Hester asked the committee to approve setting up the framework for the plan through an agreement with Blue Cross Blue Shield. Mr. Obert made a motion to approve the Union plan. Mr. Hoskins seconded the motion. The motion carries.

Mr. Austin reported that the City of Quincy is spearheading a marketing campaign for the upcoming 2020 Census count. The state is offering a $50,000 grant, if the County applies for it. If the City applies for the grant they will only receive $30,000. The committee agreed that the County should apply for the full $50,000 grant to maximize the available dollars, and then transfer the grant money to the City of Quincy to use towards their Census Marketing Campaign efforts.

Mr. Rakers made a motion to move forward with applying for the grant and transferring the money to the City. 

Mr. Obert seconded the motion. The motion carries.

Mr. Obert made a motion to adjourn the meeting. Mr. Rakers seconded the motion. Mr. Austin adjourned the meeting at 7:41 p.m.
